MEMORANDUM WITH APPENDICES PREPARED BY THE MINISTER OF LABOUR ON BEHALF OF THE LATE UNEMPLOYMENT BOARD.

Presented to both Houses of the General Assembly by Leave.

In May, 1936, the Employment Promotion Act was passed, and on Ist June the Unemployment Board went out of existence as a statutory body. Annual reports, although not required by law, were submitted by the Board in past years, by leave. With the coming into operation of the Employment Promotion Act and the consequent cessation of the Board's functions, its late members are unable to present a report to the General Assembly upon the position of unemployment as at the date they handed over control to the Department .of Labour, Nevertheless, it appears desirable that for statistical purposes the following tables should be presented in respect of the position relating to unemployment as at 31st May, 1936. My report to Parliament next year dealing with the activities of the Employment Division of my Department will comprehensively survey the measures which have been adopted by the Government for the promotion of employment and the relief of distress caused through inability to secure work.

Table V.—Exemptions and Postponements. (a) Unemployment Levy. Exemptions from payment of instalments of the levy as provided for in the Act and Kegulations, and recorded since the levy has been payable, up to 31st March, 1936, are as follows : Total exemptions (including Maoris, old-age pensioners, and other aged males with small means, persons suffering from permanent physical and mental incapacity, &c.), 40,471.

PARTIAL EXEMPTIONS.

The value of instalments not collected because of partial exemptions, as indicated above, represents a sum of approximately £68,763. In lieu of granting exemption from payment of the levy on the grounds of hardship, the Board exercised its powers in postponing the date of payment, without penalty, in 2,933 cases during the year ended 31st March, 1936. (b) Emergency Unemployment Charge. Apart from the statutory exemptions from payment of the charge, over 4,500 applications for exemption from, or postponement of the date of, payment of the charge on the grounds of hardship have been dealt with since the last report. In 2,634 cases exemption from payment of one or more instalments was granted, whilst in 1,603 cases the due date or dates were postponed in order to give applicants time to effect payment without incurring the penalties provided by the Act.

Note.—Expenditure by " Other Departments " shows an increase during the financial years 1934-35 and 1935-36. Settlement of unemployed, workers on the land under the control of the Lands and Survey Department (Small Farms Board) accounted for the greater proportion of expenditure under this heading, approximately £222,000 and £146,000 respectively.

Table Xl.—Unemployed Women and Girls. The expenditure from the Unemployment Fund on the provision of training, placement, and assistance for unemployed women and girls during the year ended 31st March, 1936, totalled £10,140. The following is a table showing the occupations by age-groups of those unemployed women and girls registered at the four main centres as at 31st July, 1936. (It was found impracticable to compile this table for the period ended the 31st May, 1936.)

During the year ended 31st July, 1936, 2,677 placements in permanent and temporary private employment were effected ; 82,857 meals were supplied to unemployed women and girls ; and, in addition, 655 garments and 84 articles of footwear were provided in necessitous cases.
