FRIENDLY SOCIETIES AND TRADE-UNIONS. FIFTY-NINTH ANNUAL REPORT BY THE REGISTRAR OF FRIENDLY SOCIETIES FOR THE YEAR ENDED 31st DECEMBER, 1935.

REPORT.

It is with regret that I have to record that Mr. Robert Witheford, who had held the position of Registrar of Friendly Societies since the 26th October, 1926, was accidentally killed on the 14th January last. Mr. Witheford saw service in both the Boer War and the Great War, and in his capacity of Registrar spared no efiort to assist and encourage friendly societies, particularly during the difficult years of the depression. General. The membership of friendly societies increased duriDg the year from 100,708 to 103,612, representing a gain of 2,904, equal to 2-88 per cent. Total accumulated funds of societies increased from £4,676,427 to £4,812,787, the average capital per member being now £46 9s. as compared with £46 Bs. 9d. at the end of 1934. Net interest credited to the Sick and Funeral Funds during the year totalled £170,117, equal to a rate of £4 Bs. 3d. per cent., as compared with £4 Bs. lid. per cent, during the previous year. The average contributions and interest per member credited to the Sick and Funeral Funds increased irom £3 9s. sd. to £3 9s. lid. while the cost of sickness and funeral benefits decreased from £2 os. lid. to £1 19s. sd. The total net gain in these particular funds for the vear amounted to £1 is. 6d. per member. The number of members who died was 887, equal to 8-64 per thousand members at risk, as compared with 935 and 9-26 respectively during 1934. Legislation. Section 55 of the Finance Act, 1931 (No. 4), which modified the provisions of subsection (4) of section 50 of the Friendly Societies Act, 1909, was further amended by section 30 of the Finance Act 1935 (No. 2), as follows : — " 30. (1) Section fifty-five of the Finance Act, 1931 (No. 4), as amended by section thirty of the Finance Act, 1932 (No. 2), is hereby further amended by omitting the words ' five years', and substituting the words ' seven years ' ; and by omitting the words ' nineteen hundred and thirty-four' and substituting the words ' nineteen hundred and thirty-six '. " (2) Section thirty of the Finance Act, 1932 (No. 2), is hereby consequentially repealed."

Prosecution. During the year one society was prosecuted under the provisions of the Act for failing to render annual returns, the defendant society being convicted and fined £5 and Court costs. Registrations. H.A.C.B.S. : Grahamstown Branch (Thames), Auckland Branch (Auckland), Onehunga Branch (Onehunga), Sancta Maria Branch (Auckland), St. Joseph's Branch (Waihi), St. Benedict's Branch (Auckland), St. Leo's Branch (Devonport), St. Columba's Branch (Frankton Junction). Good Shepherd Branch (Auckland), and St. Patrick's Branch (Mapiu), (Northern (N.Z.) District) ; S.S. The total funds of the societies and branches as at the 31st December, 1935, amounted to £4,812,787, made up as follows : Sick and Funeral Funds (inclusive of amounts transferred to special funds out of surplus), £4,450,140 ; Medical and Management Funds, goods, &c., £362,647. Dividing the total funds by the number of members at the end of the year it is found the average capital per member is now £46 9s. Taking the several years 1926-1935 the number of lodges whose returns were tabulated, the number of members, total funds, and average capital per member at the end of each year were as under : —

These sums are, of course, held against the societies' liabilities under their sickness and funeral insurances, and the actuarial reports issued from time to time indicate how far they are sufficient or otherwise. The above figures include the latest statistics received from lodges.

The following statement shows the disposal of the total funds (including those of the central bodies) as at the 31st December, 1935 : —

The next table shows the number of members of friendly societies, the amount of their accumulated capital, and the average capital per member in each of the Australian States according to the latest received statistics and in the Dominion of New Zealand as at the 31st December, 1934, arranged in order of membership : —

Sickness. The number of members sick during 1935 was 21,763, equal to 22-8 per 100 members at risk. The sickness experienced during 1935 was 259,811 weeks, equal to 12 weeks per sick member, and 2 weeks 4 days for each member at risk. Mortality. A statement of the average mortality experienced during the years 1931-35 is given below, but it takes no account of age incidence : —

Sick and Funeral Funds. The contributions and entrance fees paid to Sick and Funeral Funds in 1935 amounted to £186,736. Divided by the mean number of members the average for 1935 was £1 16s. 7d., as against £1 16s. 3d. for 1934. The interest and rent received by the lodges and central bodies amounted to £170,117 in 1935, equal to £1 13s. 4d. per member, as against £1 13s. 2d. for 1934. The amount of sickness benefit paid was £160,012 in 1935, equal to £7 7s. Id. per member sick, and £1 lis. 4d. per member, as against £7 os. 3d. and £1 12s. 6d. respectively for 1934. Viewing the amount paid in relation to the weeks of sickness, the average benefit per week is found to be 12s. 4d. in 1935, as against 12s. 7d. for 1934. The funeral benefit paid amounted to £41,245 in 1935, equal to Bs. Id. per member, as compared with Bs. sd. for 1934. The total worth of the Sick and Funeral Funds at the beginning of 1935 was £3,883,557, and at the end of the year £3,993,566. The balance of gain for the year was £110,009, or £1 Is. 6d. per member, in 1935, as compared with £94,023, or 18s. 9d., in 1934. 4

Valuations. Registered societies are required by section 37 of the Act to have a valuation made by the Actuary of Friendly Societies at least once in every five years, and for this purpose must furnish a return of the benefits assured and contributions receivable from all members, and of all the assets and liabilities of the society and its branches. This return is supplementary to the annual returns required to be furnished of the members admitted during each year,j giving the full name of each, the date of his birth, date of entrance and contributions payable for benefits, together with detailed information relating to the sickness, mortality, and other contingencies experienced during the year, as well as a Revenue Account of each Fund and a Balance-sheet. These provisions impose on the Department the duty of closely examining the returns for the purpose of noting compliance or otherwise with the Friendly Societies Act and the society's own registered rules, and of compiling friendly societies' statistics and making actuarial valuations of groups of societies each year. The heavy amount of detailed work involved in the performance of this duty occupies much of the time of the staff, but is more than justified by the additional light thrown on the financial operations. The valuation reports issued from time to time enable friendly societies to more easily comprehend the reasons for the improvement or retrogression in the financial position. In Appendix B will be found a summary of the following quinquennial valuations completed during the year—namely, the Auckland District A.0.F., the New Zealand District 1.0. R., the United Otago District A.0.F., Court Pride of Dunedin A.0.F., Court Pride of Parnell A.0.F., and Canterbury United District A.O.F. The bases adopted in making the valuations were in general the New Zealand Friendly Societies' Experience at 4 per cent., with suitable loadings in the case of female members. In the case of males, who comprise the bulk of the members, no adjustments were made to conform to the sickness and mortality rates actually experienced during the quinquennium. Although such adjustments would be essential if the true financial position was to be the sole purpose of the actuarial valuation, it must not be overlooked that the use of a standard table without modifications is a better measure of the financial improvement or retrogression during the period, and allows comparison of the various societies. All surplus appropriations are subject to the consent of the Department, and it is only when these are under consideration by the Actuary that the valuation results are revised in the light of the actual experience of the society. Societies fully appreciate the difference between valuation surplus and distributable surplus. Each valuation completed during the year discloses, with one exception, a stronger financial position than at the previous valuation, and this in spite of several adverse factors. Sickness claims tended to be heavier than previously, partly as a direct result of economic conditions, since in many cases the usual incentive to declare off the sick list was wanting by reason of the fact that there was no employment to which the member could immediately return. Interest yields ranged, with one exception, from an average annual rate of 5-31 per cent, to 6-05 per cent, per annum, and in all cases were less than those obtained during the previous quinquennium. It has to be borne in mind that the statutory reduction of interest rates on mortgages, &c., operated only in the closing years of the quinquennia under review. As the next valuation of each society will show the full effect of such reduced interest yields, and, moreover, indications point to higher sickness claims with possible losses on realization of mortgage investments, prudence demands that societies should conserve surplus as far as possible.

A detailed valuation report was supplied to each society, but the following summary may be of general interest: —• Auckland District Branch of the A.O.F. of New Zealand. —The valuation of this District, which consists of thirty-one courts, disclosed a deficiency of £22,448, as compared with a surplus of £17,492 at the previous valuation. This unfortunate retrogression, while partly due to a more stringent valuation basis, was mainly the result of capital losses on property and depreciation of mortgage securities. The District had invested practically thei whole of its Sick and Funeral Fund capital in land and buildings in spite of repeated general warnings as to the unsatisfactory nature of this class of security in the light of past experience of friendly societies. Apart from the heavy capital losses made, the interest-yield for the quinquennium averaged only 2-1 per cent, per annum. After a careful estimate of future prospects, it was considered unsound to value at 4 per cent, as in previous years, and a future average annual rate of interest of 3 per cent, was assumed. This naturally increased the estimated net liability, but it may be added that, even had the valuation been made at the old rate of 4 per cent., the District would still have been below solvency. Suggestions were made in the valuation report to improve the financial position without pressing too heavily on existing members, and it is to the credit of the District that prompt steps were taken to strengthen the position. As a result, a surplus should be disclosed at the next valuation in the absence of abnormal circumstances. New Zealand District 1.0.R. —Valuation of the nineteen tents of this society disclosed a surplus of £12,596, as compared with £16,354 at the previous valuation. The actual improvement was £10,272 when allowance is made for surplus appropriations during the quinquennium. The sickness experience of the society, though still slightly below normal, discloses a progressive increase in sickness rates in each quinquennium since 1908. This would appear to indicate that there has been some relaxation in the standards either of admission of members or of sickness-claim supervision, and possible explanations are the expansion of the district and its increased prosperity. United Otago District A.O.F. —This society, which consists of twenty-nine courts, commenced the period with a surplus of £24,730, of which £18,200 was appropriated, and ended with a surplus of £31,267, representing an improvement of £24,737 for the quinquennium. Sickness costs in respect of male members were 10 per cent, less than normal, while in the case of female members the actual claims were 52 per cent, in excess of those expected by the standard table derived from the experience of male members. Court Pride of Dunedin A.O.F. (Dunedin).■ —Valuation disclosed a surplus of £3,706, which was £2,810 better than the position at the beginning of the quinquennium after allowing for surplus appropriations. The " first six months " sickness was light, but " second six months " sickness continues to display the same excessive feature as has been commented on in previous valuations. For this it is difficult to find a satisfactory explanation. Court Pride of Parnell A.O.F. {Thames). —Valuation disclosed a surplus of £1,182, which was £229 better than the position at the beginning of the quinquennium, having regard to surplus appropriations. The mean annual rate of interest credited to the Sick and Funeral Fund was 6-05 per cent., but the profit from this source was offset by very heavy sickness claims. This excess sickness was in respect of each period of sick pay, and became progressively heavier with the duration of sickness, being more than double the expected for chronic sickness in excess of two years. Portion of this increase compared with the previous valuation may be due to economic causes, but the experience of past quinquennia indicates that the bulk of the heavy sickness is due to occupational risks. The whole of the valuation surplus must be regarded as a reserve to cover excess sickness. Canterbury United District, New Zealand, A.O.F. —This society consists of fourteen courts, each controlling its own Sick and Funeral Fund, but reassuring death benefits with the District Funeral Fund. The valuation disclosed surpluses aggregating £17,743 in thirteen of the courts and one deficiency of £293, while the District Funeral Fund showed a surplus of £5,619. The surplus over the whole district was £14,333 better than the position at the previous valuation, having regard to surplus appropriations during the quinquennium. Sickness claims were heavier than in the preceding quinquennium, but were still below the standard basis adopted in the valuation. The light sickness was, however, shared by only one-half of the courts, the remainder experiencing heavy claims. The financial position of the court in deficiency is so desperate that it is within measurable distance of the time when it will have no funds available to meet the claims of its members, and it has been recommended to take drastic steps to reduce its sickness liabilities or to levy its members. Trade-unions. One partial amendment of rules was registered : New Zealand Locomotive Engineers, Firemen, and Cleaners' Association. There were twenty-five unions on the register at the end of the year.
