STATE COAL-MINES (REPORT ON THE WORKING OF) FOR THE YEAR ENDED 31st MARCH, 1935.

Prepared in accordance with the requirements of Section 184 of the Coal-mines Act, 1925.

I have the honour to submit my annual report on the workings of the State Coal-mines for the year ended 31st March, 1935. Liverpool Colliery. Coal-winning.—The gross total output for the year was 102,484 tons 3 cwt., an increase of 8,715 tons 10 cwt. when compared with the figures of the previous year. After making allowances for stocks on hand at the beginning of the year and deducting mine consumption and waste, there remained for disposal 102,204 tons 4 cwt., which is accounted for as follows : —

The gross total output from this colliery since its inception amounts to 2,612,946 tons 4 cwt. Days worked.—During the year the colliery worked on 142§ days, an increase of 16J days when compared with the previous year. The possible working-days, excluding pay Saturdays and union holidays, were 272. The difference between the days worked and the possible working-days is accounted for as follows : Lack of trade, 84 ; back Saturdays, 26 ; disputes re starting of boys, 2 ; shipping strike, 5 ; funerals, 4 ; May Day, 1 ; St. Patrick's Day, 1 ; dispute re curves versus flatsheets, 5 ; dispute re timbering by deputies, 1 ; fatal accident, f. Employees.—ln connection with coal-winning the average number of persons employed in and about the mine was 314, made up as follows : Underground —Coal-hewers, 97 ; deputies, shiftmen, and truckers, 135 ; boys, 2. On the surface—64 men and 16 boys. Expenditure.—The total expenditure in connection with coal-winning for wages, stores, mine timber, and compensation, together with subsidies on railway tickets and cost of fuel used on works, amounted to £69,773 Bs. Bd., as compared with £64,642 3s. 4d. for the previous year. Coal-hewers' Average Daily Earnings.—The coal-hewers' average daily earnings (gross) were £1 125., and, after deducting stores (explosives), their net return was £1 Bs. 10|d., a reduction of |d. per day when compared with the figures of last year. Daily Output.—The average daily mine output was 719 tons 4 cwt., and the coal-hewers' average daily output 7 tons 17 cwt., as compared with 744 tons 4 cwt. and 7 tons 13 cwt. respectively for the previous year. Deficiencies. —The total amount paid under the minimum-wage clause during the year was 9s. 4d. Accidents.—ln addition to a number of minor accidents, it is to be regretted that two fatalities occurred during the year, both of which were caused by falls of coal when working at the coal-face. The total payments made under the provisions of the Workers' Compensation Act amounted to

£3,799 Bs. 4d., as compared with £3,032 10s. lOd. for the previous year. On the output produced this works out to a cost of 8-90 d. per ton. Underground Workings.—Coal-winning operations have been carried out on similar lines to those of the previous year —namely, the extending of workings in the solid in the Anderson, Kimbell East, and Morgan West Sections, and the extraction of pillars from the other sections of the mine. Operations in the Anderson Section consisted of developing areas to the dip and rise from the main east level. In the workings to the dip, the seam maintains an average thickness of about 8 ft., but in the area to the rise it gradually thins as the workings are extended in an easterly direction towards Davey Creek Fault. In the Kimbell East Section development work is still confined to a small area to the rise, in what is known as No. 8 Bank. This seam, in the places that are being extended in a northerly direction, varies between 7 ft. and 8 ft. in thickness, but as the levels are extended in an easterly direction the seam gradually thins and becomes unworkable. Development work in the Morgan Seam consists of extending the No. 3 Bank West workings in the direction of the barrier between the No. 1 and No. 2 Mines. Pillar-extraction in this section continues to be carried out in a satisfactory manner, good roof conditions enabling practically complete extraction. In a few pillar places in the Kimbell Seam a fair percentage is lost in the process of extraction, due to the seam being exceptionally thick and the upper portion intersected with bands of stone. Stone-dusting. —Work under this head has been regularly carried out. The number of samples analysed from the various zones at this colliery was 489. In addition to the latter, 108 samples were analysed from co-operative mines. Plant and Machinery. —The whole of the plant, machinery, and buildings have been maintained in good order and condition, and during the year the following new buildings and plant have been erected : A new mine tub weighbridge at the Middle Brake and a concrete building to house same. The erection of new stables in concrete, containing seven stalls and a feed-house. The construction of a new viaduct to replace one that had to be demolished on the haulage road near the upper Rewanui Township. Two double huts and one single hut have been erected for the housing of workmen, and others are in the course of erection. A new track was constructed from near the Middle Brake to give access to the township. Formerly, the residents had to travel through a tunnel 7 chains in length. A pair of Tangye engines to operate the cable-car have been erected, but so far the housing of same is not completed. A considerable amount of work was carried out in repairing the concrete retaining-wall near the No. 2 Mine, also in protecting the banks of the Seven-mile Creek below the Middle Brake Power-house, which had been damaged by flood-water. Exploratory Work. —In my previous reports reference was made to the work that had been carried out by drilling and surface prospecting on that portion of the State coal reserve between the Nine-mile and Ten-mile Creeks. During the year the diamond drilling plant was transported over the ridge between the Nine-mile and Kiwi Creeks, a distance of approximately 70 chains, over very rugged country. A hole was drilled on the banks of Kiwi Creek to a depth of 534 ft., and in the drilling of this hole two seams were passed through at the following depths : The upper seam at 404 ft. and the second seam at 519 ft. The former, which was 12 ft. 6 in. in thickness, was split up with stone bands, but the second seam, also 12 ft. 6 in. in thickness, consisted of clean, hard coal. On the completion of this hole, another site was selected 15 chains upstream in Kiwi Creek, where a hole was drilled to a depth of 624 ft. In the drilling of the latter two seams were passed through at the following depths : The upper seam, 17 ft. in thickness, at 481 ft., and the second seam, 14 ft. in thickness, at 604 ft. ; both these seams consisted of clean, hard coal. All work in connection with prospecting on this portion of the reserve is suspended in the meantime. James Collieuy. Coal-winning. —The gross total output for the year was 26,845 tons 2 cwt., a reduction of 6,848 tons 14 cwt. when compared with the figures of last year. After making allowances for stocks on hand at the beginning of the year and deducting mine consumption and waste, there remained for disposal 32,136 tons 11 cwt. 1 qr., which is accounted for as follows : —

The gross total output from this colliery since its inception amounts to 414,377 tons 16 cwt. Days worked. —The mine during the year worked on 140£ days, this being 28J days less than the previous year. The possible working-days, exclusive of pay Saturdays and union holidays, were 272. The difference between those worked and the possible working-days is accounted for as follows : Lack of trade, 91 ; back Saturdays, 26 ; shipping strike, 5 ; funerals, 4 ; May Day, 1 ; St. Patrick's Day, 1 ; breakdown of power-supply, 1 ; breakdown to screens, J day ; dispute re curves versus flatsheets, 2. Employees. —In connection with the coal-winning the average number of persons employed in and about the mine was 85, made up as follows : Underground—Coal-hewers, 30 ; deputies, shiftmen, and truckers, 31 ; boys, 2. On the surface—l 6 men and 6 boys. In addition to those employed under the heading of coal-winning an average of 6 men were employed on boring and prospecting work on the reserve. Expenditure. —The total expenditure in connection with coal-winning for wages, stores, mine timber, and compensation, together with subsidy on bus fares, cost of electric power, and coal used on works, amounted to £16,648 3s. Bd., as compared with £19,316 Is. 3d. for the previous year. In addition to the amount expended on coal-winning, £1,145 18s. lOd. was expended on drilling and prospecting on the reserve in the Nine-mile Creek Valley. Goal - hewers' Average Daily Earnings. — The coal - hewers' average daily earnings (gross) were £1 Bs. Id. ; and, after deducting stores (explosives), their net return was £1 2s. Id. —a reduction of 4d. per day when compared with the previous year. Daily Output.—The average daily mine output was 190 tons 15 cwt., and the coal-hewers' average daily output was 6 tons 16 cwt., as compared with 199 tons 7 cwt. and 6 tons 14 cwt. respectively for the previous year. Deficiencies. —The total amount paid under the minimum-wage clause during the year was £4 6s. Id. Accidents. —During the year there were a few minor accidents, but none of a serious nature. The total payments made under the provisions of the Workers' Compensation Act amounted to £134.135. 6d. On the output produced the cost is l-26d. per ton. Underground Workings.—Operations at this mine during the year consisted of developing an area in what is known as the New Dip Section, and the extraction of pillars from the other sections. In the New Dip Section, where workings are being extended in the solid, the seam in most of the places worked is of good quality and thickness. There are places, however, where the lower 2 ft. of the seam is inclined to be soft and friable, and, where possible, this is allowed to remain. Pillar-extraction has been completed on the West Section of the Haulage Eoad and the pillared area sealed off with concrete stoppings. In the South Level Section where pillars are being extracted the seam is somewhat variable, due to the intrusion of stone rolls and occasional intersections of bands of stone. There are also several pillars in this section which, owing to the friable nature of the coal, will have to remain un worked. Pillar-extraction is now in progress in what is known as the Cross-cut Dip Section. Overlying this section is Cannell Creek, and it therefore means that it will not allow of complete extraction of all the pillars, as blocks will require to be left to support the roof under the creek herein referred to. Stone-dusting. —Work under this head is regularly carried out. One hundred and nineteen samples, taken from the various zones in the mine, were analysed. Plant and Machinery. —Although the plant, machinery, and buildings have been maintained in good order and condition, it must be pointed out that the water at this mine is very destructive to pipes, pumps, and rails, necessitating constant repairs and renewals. The quantity of water to be dealt with is not by any means excessive, but it is so destructive that the pumps have to be frequently sent out of the mine to be overhauled at the colliery workshops, also pipes that are eaten through in places are cut and rethreaded, in order to use any good parts left. General. Although the output and days worked at the Liverpool Colliery shows an increase when compared with the figures of last year, it will be seen there is a decided reduction, both in output and days, worked at the James Mine. The coal produced from the James Mine is chiefly used for household purposes, and through the exceptionally warm weather experienced during the latter portion of the year there was very little demand for this class of fuel. In conclusion, permit me to say that all the officers have performed their duties in a loyal and efficient manner, and I am also indebted to yourself for valuable services rendered in connection with several matters concerning the mines.
