FRIENDLY SOCIETIES AND TRADE-UNIONS. FIFTY-FIFTH ANNUAL REPORT BY THE REGISTRAR OF FRIENDLY SOCIETIES, FOR THE YEAR ENDED 31st DECEMBER, 1931.

Presented to both Houses of the General Assembly pursuant to the Friendly Societies Act, 1909, Section 9, and the Trade-unions Act, 1908, Section 16.

I have the honour to submit the annual report of this Office for the year ended 31st December, 1931, in accordance with the provisions of the Friendly Societies Act, 1909, section 9, and the Tradeunions Act, 1908, section 16. REPORT.

General. The membership of friendly societies shows a decrease of 1,507 during the year, equal to 1-41 per cent., the number of members at 31st December being 105,660. Total accumulated funds of societies increased from £4,130,117 to £4,277,715, an increase of £147,598, and the average capital from £38 10s. 9d. to £40 9s. 9d. Net interest credited to the Sick and Funeral Funds during the year amounted to £178,900, equal to a rate of £5 3s. Id. per cent., as compared with £5 9s. 6d. per cent, during 1930. The average contributions and interest per member credited to the Sick and Funeral Funds decreased from £3 10s. lOd. to £3 Bs. 7d., while the cost of sickness and funeral benefits increased from £1 13s. 6d. to £1 16s. 2d. The total net gain in these particular funds for the year amounted to £1 3s. lOd. per member. The number of members who died was 874, equal to 8-18 per thousand members at risk, as compared with 821 and 7-70 respectively during 1930. Legislation. Section 59 of the Hawke's Bay Earthquake Act, 1931, validated payments made prior to the passing of that Act and authorized future payments by friendly societies to public funds established for the relief of distress or hardship caused by the earthquake. The section also contained the following : — Subsection (4). —" No payment by a friendly society or branch thereof as aforesaid shall be valid if made out of a benefit fund unless made with the precedent consent of the Actuary and the Registrar of Friendly Societies." Subsection (5). —" A friendly society or branch may, with the precedent consent of the Actuary and the Registrar of Friendly Societies, pay out of any of its funds to any registered friendly society or branch affected by the earthquake such sums as the Actuary may certify can be paid without danger to the financial position of the paying society."

Registration. There were registered during the past year eleven new branches, as follows : M.U.1.0.0.F. : Cheviot Lodge (Ashley District), Rahotu Lodge, and Inglewood Lodge (Taranaki District); Upper Clutha Lodge, Star of the North Lodge, and Queen of Maniototo Lodge (Otago District). 1.0.0. F. : Rose of Oamaru Rebekah Lodge, Star of Waikare Lodge, and Tolaga Bay Lodge. G.U.0.0.F. : Loyal Onslow Branch and Arahina Branch. The following registrations were cancelled by request: U.A.O.D. : Karamea Lodge (Grand Lodge of the North Island of New Zealand). H.A.C.B.S. : St. Mary's Branch (Hamilton) and St. Anthony's Branch (Huntly). Isolated Friendly Societies : The Swanker's Club (Wanganui), City of Waikato Benefit Society (Hamilton). The following amalgamations were registered : M.U.1.0.0.F.: Owhanga Lodge with Hearts of Oak Lodge (Auckland District). A.O.F. : Court Unity with Court Queen of the North (Auckland District). The following change of name was approved : I.F.S. : Hikurangi and Wilson's Collieries Medical Society to Hikurangi and Wilson's Coal-miners' Medical Club. The position of the orders in respect of registration is shown by the following summary as at the beginning and end of 1931.

Rules. The rules of eighty-three societies and branches were amended during 1931. Complete Amendments of Rules registered. Complete amendments for the following were registered during the year, viz. : — M.U.1.0.0.F. —Oust Lodge, Woodend Lodge, Waikari Lodge and Waiau Lodge (Ashley District) ; Nelson District; Napier Lodge (Hawke's Bay District) ; Auckland District; and Wanganui District. A.O.F. —Wellington District, Court Pioneer, and Court Woodville (Wellington District) ; Canterbury United District. I.F.S. —Denniston Collieries Medical and Accident Relief Association ; Puke.miro Medical Society ; The Bluff United Friendly Societies' Dispensary ; and Hikurangi and Wilson's Coal-miners' Medical Club. W.M.C. —Petone Working-men's Club and Literary Institute. S.A.S.—Sydenham and Suburban Co-operative Money Club and Wellington United Friendly Societies' Dispensary. Partial Amendments of Rules registered. The total funds of the societies and branches as at the 31st December, 1931, amounted to £4,277,715, made up as follows : Sick and Funeral Funds (inclusive of amounts transferred to special funds out of surplus), £3,965,149; Medical and Management Funds, goods, &c., £312,566. Dividing the total funds by the number of members at the end of the year it is found the average capital per member is now £40 9s. 9d.

* The word " lodge" when applied to all societies is to be understood as embracing the synonymous terms "court," "tent," &c., as used in the various orders.

Taking the several years 1922-1931, the number of lodges whose returns were tabulated, the number of members, total funds, and average capital per member at the end of each year were as under : —

These sums are, of course, held against the societies' liabilities under their sickness and funeral insurances, and the actuarial reports issued from time to time indicate how far they are sufficient or otherwise. The above figures include the latest statistics received from lodges. The following statement shows the disposal of the total funds (including those of the central bodies) as at the 31st December, 1931 : —

The next table shows the number of members of friendly societies, the amount of their accumulated capital, and the average capital per member in each of the Australian States according to the latest received statistics, and in the Dominion of New Zealand as at the 31st December, 1930, arranged in order of membership : —

Sickness. The number of members sick during 1931 was 21,886, equal to 22-0 per 100 members at risk. The sickness experienced during 1931 was 231,038 weeks, equal to 10 weeks 3 days per sick member, and 2 weeks 2 days for each member at risk. Mortality. A statement of the average mortality experienced during the years 1927-31 is given below, but it takes no account of age incidence : —

Sick and Funeral Funds. The contributions and entrance fees paid to Sick and Funeral Funds in 1931 amounted to £186,427. Divided by the mean number of members the average for 1931 was £1 155., as against £1 16s. 6d. for 1930. The interest and rent received by the lodges and central bodies amounted to £178,900 in 1931, equal to £1 13s. 7d. per member, as against £1 14s. 4d. for 1930. The amount of sickness benefit paid was £152,549 in 1931, equal to £6 19s. sd. per member sick, and £1 Bs. Bd. per member, as against £6 19s. Id. and £1 6s. sd. respectively for 1930. Viewing the amount paid in relation to the weeks of sickness, the average benefit per week is found to be 13s. 2d. in 1931, the same as for 1930. The funeral benefit paid amounted to £39,733 in 1931, equal to 7s. 6d. per member, as compared with 7s. Id. for 1930. The total worth of the Sick and Funeral Funds of 912 lodges at the beginning of 1931 was £3,496,609, and at the end of the year £3,623,299. The balance of gain for the year was £126,690, or £1 3s. lOd. per member, in 1931, as compared with £158,953, or £1 9s. lid., in 1930. Investment of Funds. The net income from investments credited to the Sick and Funeral Funds for 1931 amounted to £178,900, the average rate being £5 3s. Id. per cent.., as against £5 9s. 6d. in 1930.

Trade-unions. Three complete amendments of rules were registered : New Zealand Locomotive Engineers, Firemen, and Cleaners' Association (2), and The New Zealand Workers' Union. There were twenty-five unions on the register at the end of the year.
