FRIENDLY SOCIETIES AND TRADE-UNIONS. FORTY-FIFTH ANNUAL REPORT BY THE REGISTRAR OF FRIENDLY SOCIETIES, FOR THE YEAR ENDED 31st DECEMBER, 1921.

Presented to both Houses of the General Assembly pursuant to the Friendly Societies Act, 1909, Section 9, and the Trade-unions Act, 1908, Section 16.

I have the honour to submit herewith, in accordance with the Act, the annual report of this Office for the year ended 31st December, 1921. I have, etc., Willtam M. Wright, Registrar of Friendly Societies. General. Mr. R. E. Hayes vacated the office of Registrar on promotion. There has been a general expression by societies of regret for the loss of his services, and of thanks for his help and advice in the past. Mr. C. E. Galwey, A.1.A., Actuary, retired on superannuation, on the 30th November last. Mr. A. T. Traversi, F.1.A., has been appointed to succeed him. The membership of friendly societies shows a substantial increase, during the past year, the, number gained being 3,604, or 4-86 per cent. The losses sustained during the war have been more than recovered, which goes to prove that the popularity of the friendly-society movement is increasing. The gross funds of "the societies increased by ,£124",667, from £2,321,176 to £2,445,843, the, average capital per member being £31 Bs. Bd. The total interest-earnings of sick and funeral funds was £111,825 for the year, or a rate equal to £5 9s. 4d. per cent., an indication that in making investments advantage has been taken of the high interest rates ruling at present. The mortality rate of 8.08 per thousand is exceptionally low as compared with previous years. Sick-pay, per member sick, increased from £6 15s. 4d. to £7 lis. 5d., whilst contributions and interest earned per member rose from £3 4s. sd. to £3 ss. 4d., the whole representing a net gain per member of £1 13s. 3d., as compared with £1 lis. 3d. for the previous year. Valuations. The Actuary's report states the position as regards valuations. In this connection the need is stressed for prompt replies to queries. Dilatoriness in this respect means delay in making valuations, and leads to complaints which are unfair to the Actuary. Consolidation of Funds. The consolidation policy continues to be adopted by fresh societies every year, and such societies now represent somewhere near half the total membership. The change is becoming so general that the question of amending the friendly-societies legislation in order to meet the constitutional alterations in the status of societies and branches must before long be considered. It is clear that if the consolidation of the branch sick-funds throughout the various societies is effected the old-established branch organization with its separate legal responsibilities become more, or less out of date. Under the present Act a " branch " means " a number of members of a society under the control of a central body and having a separate fund administered by themselves, or by a committee or officers appointed by themselves and bound to contribute to a fund under the control, of a central body." In most of the consolidations that have taken place the branches have been left with a small manage-

ment fund, although in some instances there may be funds representing surpluses which have been retained by the branches. On the whole, however, the machinery required for the administration of branch sick-funds when they were self-controlled is now unnecessary, and consolidated societies could probably effect some economies in general expenses if the legal changes were made to conform with the present practice. The number of annual returns to the Registrar, for instance, could be reduced to one from the society as a whole. These consolidated societies are now practically in the condition of what is known as " centralized " societies, and the. branch members in the various parts of the country outside the central body have more or less the characteristics of agency groups. Prosecutions. Two prosecutions for neglecting to furnish the statutory annual returns were made during the year. Court Egmont, Taranaki District, A.0.F., and the Immaculate Conception Branch, Stratford, H.A.C.8.5., were convicted and fined. Registrations. There were registered during the past year eight new branches, as follows : Alberta Lodge, Geyser Lodge (1.0.0.F.); Court Aroha (Auckland District, A.0.F.) ; Star of Huntly Lodge (Grand Lodge. of the North Island of New Zealand, U.A.0.D.) ; Hope of Green Island Tent (New Zealand Central District, 1.0.R.) ; St. Mary's Branch (Hamilton), Sacred Heart Branch (Spreydon), St. Joseph's Branch (Dannevirke) (New Zealand District, H.A.C.8.5.). There were also six isolated friendly societies registered. The following registrations were cancelled by request: —M.U.1.0.0.F. : St. George Lodge (Wellington District) ; Mangapai Lodge, Te Puke Lodge (Auckland District); Hunterville Lodge (Wanganui District) ; Waimairi Lodge (North Canterbury District). U.A.O.D. : Star of Rodney Lodge (Grand Lodge of the North Island of New Zealand). 1.0.R. : Hope of Frankton Tent, Hope of Morrinsville Tent, Primrose Tent, Rohe Potae Tent (New Zealand District) ; Pahiatua Tent, Lily of the South Tent, Pride of Wallace Tent, Pride of Roslyn Tent (New Zealand Central District). S.A.S. : Star of Newtown Lodge, 1.0.G.T. The following amalgamations were registered :— M.U.1.0.0.F. : Waipori Lodge, Waitahuna Lodge, and Bluespur Lodge, with Tuapeka Pioneer Lodge (Otago District). Court Blenheim, A.0.F., seceded from the Wellington District, A.O.F. The secession of Court Clarendon, A.0.F., from the Wellington District has also been notified. The following changes of name were registered:—U.A.O.D.: "The Grand Lodge of Otago and Southland District, New Zealand " to " The Grand Lodge of Otago and Southland, New Zealand." W.M.C. : " Richmond Working-men's Club " to " Richmond Working-men's Club and Mutual School of Arts." S.A.S. : " Waimate Brass Band "to " Waimate Silver Band." The list of societies and branches on the register as at the end of 1920 as published last year should be amended in accordance with the above changes. Rules. The rules of 56 societies and branches came, under revision in one form or another for amendment during 1921. Complete Amendment of Rules registered. The total funds of the societies and branches as on the 31st December, 1921, amounted to £2,445,843, made up as follows : Sick and Funeral Funds (inclusive of amounts transferred to special funds out of surplus), £2,279,979; Medical and Management Funds, goods, &c, £165,864. Dividing the total funds by the number of members at the .end of the year if is found the average, capital per member is now £31 Bs. Bd.

Taking the several years 1912-1921, the number of lodges whose returns were tabulated, the number of members, total funds, and average capital per member at the end of each year were asunder :—

These sums are, of course, held against the societies' liabilities under their sickness and funeral insurances, and the. actuarial reports issued from time to time indicate how far they are sufficient or otherwise. The above figures include the latest statistics received from lodges. The. following statement shows the, disposal of the total funds (including those of the central bodies) as on 31st December, 1921 :—

The next table shows the number of members of friendly societies, the amount of their accumulated capital, and the average, capital per member in each of the Australian States and in the Dominion of Now Zealand, according to the latest received statistics, arranged in order of membership : —

Sickness. Tin; number of members sick during 1921 was 12,020, equal to 16-61 per 100 members at risk. The sickness experienced during 1921 was 140,095 weeks, equal to 11 weeks 4 days per sick member, and 2 weeks for each member at risk. Mortality. The following statement of average mortality experienced during the years 1917—21 is given herewith, but it takes no account of age incidence : —

Sick and Funeral Funds. The contributions ami entrance fees paid to Sick and Funeral Funds in 1921 amounted to £130,795. Divided by the mean number of members the average for 1921 was £1 15s. lid., as compared with £1 16s. in 1920. The interest and rent received by the lodges and central bodies amounted to £111,825 in 1921, equal to £1 9s. 5d. per member, as against £1 8s. 5d. for 1920. The amount of sickness benefit paid was £90,994 in 1921, equal to £7 lis. 5d. per member sick, and £1 3s. lid. per member, as against £6 15s. 4d. and £1 6s. 6d. respectively for 1920. Viewing the amount paid in relation to the weeks of sickness, the average benefit per week is found to be 13s. in 1921, as compared with. 13s. 4d. in 1920. The funeral benefit paid amounted to £25,267 in 1.921, equal to 6s. 8d. per member, as compared with 7s. lid. for 1920. The total worth of the Sick and Funeral Funds of 731 lodges at the beginning of 1921 was £2,037,554, and at the end of the year £2,164,011. The balance of gain for the year was £126,457, or £1 13s. 3d. per member, in 1921, as compared with. £113,205, or £1 lis. 3d., in 1920. Investment of Funds. The net income from investments credited to the Sick and Funeral Funds for 1921 amounted to £111,825, the average rate being £5 9s. 4d. per cent., as against £5 6s. 8d. in 1920. Trade-unions. One trade-union was cancelled during the year —viz., the, Wliangamomona Railway and Road Construction Workers' Trade-union (Wliangamomona). There were 31 unions on the register at the end of the year. Incorporated Societies Act. During 1921 there were 109 societies, clubs, or associations incorporated under this Act, and amendments of rules of 93 societies were accepted. Fifty-eight societies were dissolved, and eight were wound up. On the 31st Deoember, 1921, there were 1,382 incorporated bodies on the register. A classification of these societies gives: 191 sports clubs; 384 automobile, social, and musical clubs ; 255 professional, commercial, industrial, &c. ; 104 public-hall societies ; and 148 miscellaneous. REPORT BY THE ACTUARY. Quinquennial valuations due (with, the exception of one society as at 19L7, and one district as at 1918) are cither completed or in hand, and current valuations arc being dealt with as the. returns come in, always provided the necessary data is supplied by the society in a complete form. The same mortality and sickness basis has been adopted for valuation purposes as in previous years—namely, the experience of New Zealand friendly societies up to age 70, and Sutton's English Sickness Tables and Farr's Healthy English Mortality Tables after that age, with modifications in special cases. Particulars of the valuations completed during the year, relating to societies with a total membership of 10,740, are given in Appendix IV. The following societies were valued :— (1.) Otago District, M.U.1.0.0.F., comprising thirty-three lodges.^ (2.) Southland District, M.U.1.0.0.F., representing fifteen lodges. (3.) Auckland District, A.O.F. (Consolidated), with twenty-three courts. (4.) Canterbury United District, A.0.F., comprising thirteen courts.| (5.) New Zealand District, 1.0.R. (Consolidated), with eighteen tents. (61) Eden Temperance Benefit Friendly Society. (7.) The Wellington Corporation Tramways and Electric. Lighting Friendly Society. No special comment is necessary regarding numbers (1), (3), (4), (5), and (6), each of which shows a surplus and an improved position compared with the last valuation. In each case the mortality, excepting that at the younger ages, which was adversely affected by the war, was remarkably close, to the standard, and the sickness favourable. The interest rates of the societies, taking each as a unit, ranged from 4| per cent, to 5£ per cent., and looking at the branches separately there were, only two cases—viz., in the Canterbury A.O.F. —in which the yield was small enough to require valuation at a rate less than 4 per cent. Friendly society membership decreased during the war, and it is therefore not surprising to find that each society has a smaller membership than at the end of the last quinquennium. The valuation of No. 2 (the Southland M.U.1.0.0.F.) disclosed a ratio of solvency of only 17s. lOd. in the pound. While this is an improvement on the position at the last valuation, it should be noted that only nine of the fifteen lodges contributed to that improvement, the remaining six showing retrogression. No less than seven of the lodges of this society have fallen below the Manchester Unity solvency test of 17s. in the pound, and in one instance drastic remedial measures should be taken at once. No. 7 (the Wellington Corporation Tramways and Electric Lighting Society) was valued for the first time since its establishment in 1909, and, considering the fact that it covers the period of the war and the influenza epidemic, the solvency ratio exhibited—namely, 18s. sd. in the pound—may be regarded as not unsatisfactory. During the year a considerable amount of consultative work was as usual done for the societies, including the giving of advice as to the best methods of dealing with the surpluses disclosed by valuation, as to the altering of benefits to meet the economic needs of the times, and as to the merits of various proposed schemes. Most of the societies are fully alive to the value of the actuarial assistance afforded them. 19th August, 1922. A. T. Traversi, F.1.A., Actuary.
