ORDERS OF REFERENCE. Extracts from the. Journals of the House of Representatives. Wednesday, the 3»d Day of September, 1919. Ordered, "That Standing Order No. 219 be suspended, and that a Select Committee be appointed, consisting of twelve members, to consider all matters relating to school-teachers, education, and public instruction generally, public-school training of teachers, higher education, technical education, manual instruction, and such other matters affecting education as may be referred to it; to have power to call for persons and papers; three to be a quorum.! the Committee to consist of Mr. Anderson, the Hon. Mr. Hanan, Mr. Isitt, Mr. Luke, Mi. Malcolm, Mr. Parr, Mr. Payne, Mr. Poland, Mr. Sidey, Mr. Thomson, Mr. Wright, and the mover." —(Hon. Mr. Guthrie.) Thursday, the 25th Day ok September, 1919. Ordered, "That all petitions not finally dealt with during the sessions of 1918 be again referred to the same Committee as they were referred to during the said sessions." —(Right Hon. Mr. Massey.) Prating that amending legislation may be passed this session so that he may be enabled to receive increments of salary due to him. I am directed to report: that in the opinion of the Committee this petition should be referred to the Government for favourable consideration. 23rd September, 1919,

No. 6. —Petition of Clara Stewart. Prating that she may be granted a compassionate allowance in recognition of her late husband's services while he. was a servant of the Education Department. I am directed to report that in the opinion of the Committee this petition should be referred to the Government for consideration. 23rd September, 1919.

No. 34.—Petition of Charles Caleb Howard. Praying that he may be granted a compassionate allowance for services rendered to the Education Department. I am directed to report that the Committee has no recommendation to make. 25th September, 1919.

No. 92 (Session 11, 1918).—Petition of F. L. Combs. Praying that ho may be compensated for loss of salary and rank under the Education Act, 1914. 1 am directed to report that in the opinion of the Committee this petition should be referred to the Government for favourable consideration, with a suggestion that a sum of between .£7(l and £80 should be granted to petitioner to make good the loss he lias sustained. 6th October, 1919.

No. 60 (Session 11, 1918),—Petition of Ella S. Dick. Prating that she be granted compensation for services rendered to the Education Department. I am directed to report that in the opinion of (he Committee this petition should lie referred to the Government for favourable consideration. 6th October, 1919.

Education Amendment Bill. The Education Committee, to which was referred the above Bill, lias the honour to report that it has carefully considered the same, and recommends that the Bill be allowed to proceed with the amendments as shown on the copy attached hereto. 15th October, 1919.

No. 123.—Petition of Margaret Hodgens. Praying for the release of £80, held by the Education Board, earned by the late Private Herbert Neason and left to petitioner by will. I am directed to report that in the opinion of the Committee this petition should be referred to the Government for favourable consideration. 15th October, 1919.

No. 101.—Petition of David Dow Anderson. Prating for redress by way of compensation for the loss of office as teacher. I am directed toreport that the Committee has no recommendation to make. 22nd October, 1919,

No. 68.—Petition of A. Heine and 61 Others. Praying for improved conditions for secondary teachers. I am directed to report that in the opinion of the Committee this petition should be referred to the Government for favourable consideration when framing new education proposals. 22nd October, 1919.

No. 305. —Petition of H. R. DtJNDAS and 4 Others. Prating for an inquiry into circumstances connected with the action of the Board of Governors of the Wailaki Boys' High School in refusing to allow certain boys to continue in attendance. I am directed to report that the Committee has no recommendation to make. 27th October, 1919.

No. 321 .—Petition of JOSEPH MoLAtJOHLAN. Prating for reinstatement in the service of the Education Department, or that he be granted a superannuation allowance. I am directed to report that in the opinion of the Committee this petition should be referred to the Government for consideration. 27th October, 1919.

No. 97.—Petition of A. W. Johnson and 32 Others. Prating for an inquiry into changes in the Education staff at Itarotonga. 1 am directed to report that the member in charge of the petition expressed a desire to withdraw the same. The Committee recommends that the member be allowed to withdraw the petition. 27th October, 1919.

Paper No. 209.—Correspondence respecting the Grading of Teachers in the Auckland District. I am directed to report,— 1. The Committee finds that the evidence shows that the Dominion grading system is not satisfactory in that Auckland teachers are graded on a higher basis than those of equal merit under other Boards. 2. That immediate steps be taken to establish a uniform basis upon which the grading of the whole of the teachers of the Dominion shall be founded. 3. That the forty-nine appellants won their case at the Hoard of Appeal and at the Supreme Court. 4. That as the appellants won their case before the Appeal Board and the Supreme Court they are entitled to the benefit, of tin- findings. 3rd November, 1919.

Xo. 358.—Petition of Eleanor May Dyson. I'raytng that she be granted an amount equal to thai deducted from the salary of her late husband during the whole period of his services as a school teacher. I am directed to report that in the opinion of the Committee this petition should be referred to the Government for most favourable consideration. 3rd November, 1919.
