FRIENDLY SOCIETIES AND TRADE-UNIONS. FORTY-SECOND ANNUAL REPORT BY THE REGISTRAR OF FRIENDLY SOCIETIES, FOR THE YEAR ENDED 31st DECEMBER, 1918.

Presented to both Houses of the General Assembly -pursuant to the Friendly Societies Act, 1909 Section 9, and the Trade-unions Act, 1908, Section 16.

I have the honour to submit herewith, in accordance with the Act, the annual report of this Office for the year ended 31st December, 1918. I have, &c, R. E. Hayes, Registrar of Friendly Societies. War Liabilities of Societies. With the termination of the war it is possible to visualize to some extent the effect of war experience on the finances of the societies. The liabilities on this account have been dealt with under three headings —viz., war mortality, loss of soldier members' contributions, and after-discharge sickness. The provisions made to meet the first two contingencies can be regarded as dealing satisfactorily with those problems, while the proposed establishment of the special funds to isolate the after-discharge sickness of soldier members will enable that difficulty to be handled on sound lines. Reinsurance of Death Benefits. The departmental War Mortality Reinsurance Fund, by agreement with the societies, terminated its reinsurance operations on the 31st March, 1919. The full liability will not bo ascertainable until twelve months thereafter, as many risks have still that period to run. It is satisfactory to report that the experience has not so far reached the expected rate of mortality expressed in the premium adopted on the establishment of the fund. As soon as all liabilities against the fund are received and charged, a statement of the result of the operations of this co-operative scheme will be sent to each society. The Government's subsidy towards these reinsurances since 1914 —both outside and in the departmental fund —amounted to £38,069 Iss. 9d.

Rebates of Soldiee Contributions. In accordance with instructions I issued the following circular to all societies : — " Friendly Societies Department, Wellington, 17th December, 1918. "To the "Dear Sir, — " I am directed by the Hon. the Minister to advise that the Government has made provision for assistance to the Sick and Funeral Funds of friendly societies in connection with the extra liabilities imposed upon those funds through the remission of contributions due to military service. " The contributions payable by members to the Sick and Funeral Fund are to be claimed for the full period of service as on Form F.S.C. (1), and in accordance with the instructions in F.S.C. (2). " The net amount of the contributions due to the Sick and Funeral Funds, after assessment by the Actuary in respect of the adjusted sickness and mortality liability of these members, will be credited to the trustees of the society or district. " I am sending under separate cover a supply of claim forms (F.S.C. 1) and instructions (F.S.C. 2) — one each of the latter to be sent by you, with as many claim forms as are necessary, to each branch. " It is requested that claims for this grant should be compiled as urgently as possible, and returned to you for transmission to the Department without delay. " I am, &c, " R. E. Hayes, Registrar." Up to the 31st March, 1919,. claims amounting to £10,117 had been met. A further sum of £25,000 is estimated to be required during the current year to settle all claims up to dates of discharge of soldier members. After-discharge Sickness. A definite method of dealing with this war problem having been adopted by the Government, the following circular was sent to societies: — " Friendly Societies Department, Wellington, 2nd June, 1919. " For the, Information of Society and Branch Secretaries. " I am directed by the Hon. the Minister in Charge to advise you of the arrangements authorized by the Government in respect of the sickness of members of friendly societies after discharge from the New Zealand Expeditionary Force. " For the purpose of ascertaining the actual experience of this sickness, each society will require to establish a fund called the ' After-discharge Sickness Fund.' The income of this fund will consist of amounts representing the sick-contribution reserve held on account of these members in the respective Sick Funds ; such amounts, at rates fixed by the Actuary, to be transferred from the society or branch. Sick and Funeral Funds to the society's ' After-discharge Sickness Fund.' The member will continue to pay his usual contribution as at the present rate. " Out of the ' After-discharge Sickness Fund ' is to be paid all the sickness of all discharged soldier members, whether such sickness can be attributed to war causes or not. Every soldier member, therefore, from the date'pf his discharge is to be reinsured in the ' After-discharge Sickness Fund ' for his future sickness. This will have the effect of determining the amount, if any, of excess sickness due to war causes in the discharged soldiers' experience as a group and apart from the normal sickness of the other members. On the yearly ascertainment of this excess sickness, if any, the Government will pay into the society's ' After-discharge Sickness Fund ' half the amount of such excess, the remaining half to be made good by levy on the whole of the members of the society. " It is important that each society should take immediate steps, and advise its branches, to keep the sickness claims, including those already paid, of all discharged soldiers, as explained above, in a separate account, apart from the sickness of non-soldier members, in order that the first-mentioned claims may be charged to the 'After-discharge Sickness Fund.' " Societies with a membership of less than 400 will, for the above purposes, require either to attach themselves to the nearest society or district of their order, or to reinsure along with other small societies in an ' After-discharge Sickness Fund ' to be established by, and under the direct control of, the Registrar of Friendly Societies. " I will notify later as to the registration of the necessary rule giving authority for the establishment of the fund, the rates of contributions to be transferred, and the general conditions. " R. E. Hayes, Registrar." The Department is now preparing lists of soldier members from the returns sent in by societies relative to death reinsurances and contribution refunds. It is hoped that societies will, as soon as they receive the necessaryfjforms, &c, take steps to establish the system, which, apart from the subsidy question, will much 'facilitate the jcompilation of future valuation reports in respect of sickness experience. Audit. I have previously drawn attention to the inadequate methods of audit in many societies, and to the fact that the legal provisions in this respect remain as when established in 1880. In order

that an improvement might be effected the Government have decided to attach to the Registrar's office an audit expert, who will be able to investigate accounts where necessary and assist secretaries in the direction of improving the methods of accounts. «

OPERATIONS OF NEW ZEALAND FRIENDLY SOCIETIES. Registrations. There were registered during the past year 7 new societies and branches, distributed among the various orders as follows : 1.0.0.F., 1 lodge ; A.0.F., 2 courts ; H.A.C.8.5., 1 branch ; isolated friendly societies, 3. The following registrations were cancelled by request :—U.A.O.D. : Manakau Lodge, and Okato Lodge (Grand Lodge of the North Island of New Zealand). S.A.S.: the Lyttelton United Friendly Societies' Dispensary. The position of the orders in respect of registration is shown by the following summary as at the beginning and end of 19.18 : —

A complete list of societies and branches on the register as at the end of 1918 is given in Appendix 11. Rules. The rules of 35 societies and branches came under revision in one form or another for amendment during 1918. This is the first year "since 1914 with the initiations in excess of the exits through arrears, and the figures would have been still more favourable but for the epidemic mortality.

* The word "lodge," when applied to all societies, is to be understood as embracing the synonymous terms " court," " tent," &c., as used in the various orders.

The total funds of the societies and branches as on the 31st December, 1918, amounted to £2, 00,443, made up as follows : Sick and Funeral Funds (inclusive of amounts transferred to special funds out of surplus), £1,948,209 ; Medical and Management Funds, goods, &c, £152,234. Dividing the total funds by the number of members at the end of the year it is found the average capital per member is now £31 2s. Id. Taking the several years 1909-1918, the number of lodges whose returns were tabulated, the number of members, total funds, and average capital per member at the each year were as under : —

These sums are, of course, held against the societies' liabilities under their sickness and funeral insurances, and the actuarial reports issued from time to time indicate how far they are sufficient or otherwise. The above figures include the latest statistics received from lodges. The following statement shows the disposal of the total funds (including those of the central bodies) as on 31st December, 1918 : —

The next table shows the number of members of friendly societies, the amount of their accumulated capital, and the average capital per member in each of the Australian States and in the Dominion of New Zealand, according to the latest received statistics, arranged in order of membership : —

Sickness. The following comparative table of sickness experienced for 1917-18 is given : —

These figures indicate the heavy strain thrown on the funds of societies in 1918, and illustrate in a striking manner the value of benefit funds so constituted as to successfully bear the increased burden of the epidemic. In the large consolidated societies'jthe effect was hardly.jfelt, and only in some of the smaller and separate lodges has any anxiety been expressed. tIt is entirely to the credit of the registered friendly societies that they were prepared and able to meet this calamitous visitation and to succour during the year so large a number of persons.

Mortality. The following statement of average mortality experienced during the years 1914-18 is given herewith, but it takes no account of age incidence : —

1| ■ The average death-rate is the highest in the history of the societies, the epidemic on top of war mortality being responsible for the abnormal increase. Sick and Funeral Funds. The contributions and entrance fees paid to Sick and Funeral Funds in 1918 amounted to £117,188. Divided by the mean number of members the average was £1 14s. 5d., as compared with £1 13s. lOd. in 1917. The interest and rent received by the lodges and central bodies amounted to £90,424 in 1918, equal to £1 6s. 6d. per member, as against £1 4s. 9d. for 1917. The amount of sickness benefit paid was £96,763 in 1918, equal to £6 lis. Id. per member sick, and £1 Bs. sd. per member, as against £7 14s. and £1 2s. respectively for 1917. Viewing the amount paid in relation to the weeks of sickness, the average benefit per week is found to be 13s. 9d. in 1918, as compared with 12s. lid. in 1917. The funeral benefit paid amounted to £66,042 in 1918, equal to J 9s. sd. per member, as compared with 13s. 9d. for 1917. The total worth of the Sick and Funeral Funds of 731 lodges at the beginning of 1918 was £1,829,531, and at the end of the year £1,873,510. The balance of gain for the year was £43,979, or 12s. lid, per member, in 1918, as compared with £87,319, or £1 ss. Id., in 1917. The outstanding points in these figures are (1) the increase of 26-2 per cent, in the amount of sick-pay expended as compared with. 1917 ; (2) the increase of 37-8 per cent, in the amount of death benefits as compared with the previous year. Investment of Funds. The net income from investments credited to the Sick and Funeral Funds for 1918 amounted to £90,424, the average rate being £5 os. Id. per cent., as against £4 18s. lOd. in 1917. Teade-unions. The following registration was cancelled by request: New Zealand Federation of Labour. There were 29 unions on the register at the end of the year. Incorporated Societies Act. During 1918 there were 57 societies, clubs, or associations incorporated under this Act, and amendments of rules of 39 societies were accepted. Eight societies were dissolved, and one was wound up. On the 31st December, 1918, there were 1,143 incorporated bodies on the register. A classification of these societies gives : 440 sports clubs ; 327 automobile, social, and musical clubs; 193 professional, commercial, industrial, &c. ; 88 public-hall societies ; and 95 miscellaneous.

REPORT BY THE ACTUARY. To the Registrar. Ist August, 1919. The difficulty of maintaining a sufficient staff, which was generally experienced by offices during the year, impeded the carrying-out of the valuations, while problems arising out of and entailed by the war have tended to complicate and increase the actuarial work required in connection with the societies. The same mortality and sickness basis has been adopted for valuation purposes as in previous years—viz., the experience of New Zealand friendly societies up to age 70, and Sutton's English Sickness Tables and Farr's Healthy English Mortality Tables after that age, with modification in special cases. Particulars of the valuations completed are given in Appendix IV. Three large societies were valued during the year, as follows : — (1.) The New Zealand Branch, M.U.1.0.0.F., which comprises 12 districts and 148 lodges. The Sick and Funeral Funds of two of these districts- -that is, the funds of Auckland and Nelson Districts respectively—are, to be consolidated from the Ist January, 1916 (the valuation date), and steps are now being taken to carry out these two consolidation schemes. (2.) The Otago District, M.U.1.0.0F., which represents 33 lodges, having separate Siok and Funeral Funds. The rules of this society provide for a joint guarantee of the lodges by one another. (3.) The New Zealand District, H.A.C.8.5., with 48 branches. The net aggregate valuation results of these three societies respectively may be briefly summarized as follows : (1) and (2) are completely solvent, and show a strongly improving tendency, while in the case of (3), although some improvement had taken place, there was still a considerable deficiency as at the valuation date. A general tendency to improvement is shown in the interest-earnings; and in view of the fact that the present monetary position may lead to higher rates being obtained in the near future, good returns may be considered likely to be maintained for some time to come. It does not, of course, follow when a high rate of interest has been recorded over a district as a whole that all the branches comprised therein have participated. In the case of (3), for instance, the aggregate results disclose good average interest-earnings in the society when considered as a whole, although it has a number of very small branches which show poor investment returns. An improved scale of contributions, to apply to new entrants, was- introduced by (2) prior to the valuation date. An increase in all contributions has subsequently been enacted by (3). This additional, payment, however, goes into a District Supplementary Sick Fund ; consequently, while it should be an accession of strength to the society in general, its particular function is to help deficiency branches. The sickness and mortality experienced in the societies valued were generally below standard rates. Little if any effect was traceable to the war, even in cases where the periods reviewed came within its scope. Although peace has been declared and the troops are in process of demobilization, there are many actuarial problems in connection with the after-effects of the war which come before the Actuary for solution or advice. 0.
