ORDER OF REFERENCE. Extract from the Journals of the House of Representatives. Thursday, thk Ist Day ov Jtoy, 1915. Ordered, "That Standing Older No. 219 be suspended, and that a Committee be appointed, consisting of eleven members, to whom shall be referred Bills more particularly referring to labour; three to be a quorum : the Committee to consist of Mr. Anderson, Mr. T. A. H. Field, Mr. Glover, Mr. Hindmarsh, Mr. Hornsby, Mr. Okey, Mr. Soott, Mr. Veitch, Mr. Walker, Mr. Wilkinson, and tho mover."—(Right Hon. Mr. Massey.)

REPORTS. Factories Act Amendment Bill (No. 2). The Labour Bills Committee, to which was referred the Factories Act Amendment Bill (No. 2), has the honour to report that it has carefully considered the Bill, and is of the opinion that the Bill be not allowed to proceed. 3rd September, 1915. Petitions. No. 153, Petition of P. 0. Hogarth and 553 Others; No. 151, Petition of H. P. Bryant and 516 Others ; No. 234, Petition of C. R. Woolams and 843 Others ; and No. 309, Petition of H. J. Wernham and 1.00 Others. Praying that legislation be passed making the day for the closing of shops for the half-holiday optional, in lieu of section 17 of the Shops and Offices Act, 1908. I am directed to report, as the question involved is a matter of policy, the Committee lias no recommendation to make. I.oth September, 1915.

Factories Act Amendment Bill. The Labour Bills Committee, to which was referred the Factories Act Amendment Bill, has the honour to report that it has carefully considered the same, and recommends that it be allowed to proceed with a new clause to give effect to the postponement of the Bill until six months after the war, to he inserted in Committee of the House. 10th September, 1915.

Industrial Unions and Trade-unions Enabling Bill. The Labour Bills Committee, to which was referred the Industrial Unions and Trade-unions Enabling Bill, has the honour to report that it has carefully considered the same, and recommends that it he allowed to proceed with the amendment as shown on the copy attached hereto. 21st September, 1915.

Special Bhport (re Chairman). I iiavio the honour to report that the Committee desires to record its hearty appreciation of the great oare and attention devoted by the Chairman, Mr. Anderson, to the business of the Committee, and of the able and courteous manner in which his duties have been carried out this session of Parliament ; and that this resolution be recorded in the minutes of the Committee and reported to the House. 7th October, 1915.

Final Report. 1 am directed to report— The Committee held seven meetings during the session. The Committee dealt with the following Bills : The Factories Act Amendment Bill, the Factories Act Amendment Bill (No. 2), and the industrial Unions and Trade-unions Enabling Bill. The Committee also considered four petitions, on which it had no recommendation to make. 7th October, 1915.
