JOINT LIBEARY COMMITTEE (REPORTS OF THE). (Mr. ANDERSON, Chairman.)

Presented to the House of Representatives, and ordered to be printed. ORDERS OF REFERENCE. Extract from, the Journals of the House of Representatives. Friday, the 10th Day of July, 1914. Ordered, " That a Library Committee be appointed, consisting of ten members, with power to confer with any similar Committee appointed by the Legislative Council; three to be a quorum : the Committee to consist of Mr. Anderson, Mr. McCallum, Mr. McCombs, Mr. Ell, Dr. A. K. Newman, Mr. E. Newman, Mr. Russell, Mr. G. M. Thomson, Mr. Speaker, and the mover." —(Hon. Mr. Fishee.) Extract from the Journals of the Legislative Council. Tuesday, the 21st Day or July, 1914. Ordered, " That a Select Committee for the management and extension of the Library be appointed, with power to confer with any similar Committee of the House of Representatives : the Committee to consist of the Hon. the Speaker, the Hon. Captain Baillie, the Hon. Dr. Collins, the Hon. Mr. Duthie, the Hon. Mr. Johnston, the Hon.. Mr. Jones, the Hon. Mr. Maginnity, the Hon. Mr. Paul, and the Hon. Mr. Stevens."—(Hon. Mr. Bell.)

EEPOETS. Deceased Members' Portraits. The Joint Library Committee has the honour to recommend, — That a portrait of a deceased member be not accepted for hanging in the Library or precincts of the House unless such deceased member has been either— Speaker of either of the Houses of Parliament ; or Chairman of Committee of either House of Parliament; or A Minister of the Crown ; or Leader of the Opposition ; or A member of either House for a period of not less than twelve years. Before any picture or bust is hung or placed in the Library the approval of the Joint Library Committee must be obtained. The Committee also recommends, — That the Government obtain, at the public expense, busts of Sir Julius Vogel, Sir George Grey, and Mr. Ballance, and that in the meantime these be placed in the Library. That the Government obtain the portraits of all Governors, such portraits to be finished in sepia. That the Government obtain portraits of all past Speakers, and portraits of all past Premiers and Prime Ministers. That the Government replace the missing " portrait shields " of Parliament. 11th August, 1914.

Chevalier Pictures. The Joint Library Committee has the honour to recommend that the Chevalier Collection be hung in the Joint Committee-room until such time as the National Art Gallery is erected. 11th August, 1914.

Special Report. The Joint Library Committee desires to place on record its appreciation of the painstaking services of Mr. G. J. Anderson as Chairman of this Committee, and accords him a hearty vote of thanks. 28th October, 1914. Approximate Cost of Paper. —Preparation, not given ; printing (650 copies), £1.
