No. 1. EXTRACT FROM THE THIRTY-SEVENTH ANNUAL REPORT OF THE MINISTER OF EDUCATION. Under the provisions of the Public Service Classification and Superannuation Amendment Act, 1912, and the regulations-made thereunder, 156 persons who were in the Education service on the Ist January, 1906, and who Were still in the service at the date of passing of the Amendment Act, elected to become members of the fund on the terms and conditions set out in the regulations. Also, forty-six persons employed under the University of New Zealand, the University of Otago, and the University Colleges elected before the 30th June, 1913, the date up to which such elections were required under the Act to be made, to become members of the fund. An extraordinary vacancy occurred on the Teachers' Superannuation Board at the end of 1913, owing to the resignation of one of the representatives (Mr. Cousins) of the North Island contributors. The vacancy was filled by Mr. T. U. Wells, who was the only person nominated to fill the position.

The triennial investigation of the fund, as provided for under the Public Service Classification and Superannuation Amendment Act, 1908 (section 38), will be made by the Actuary appointed by the Governor for the purpose, and his report thereon will be laid before Parliament during the coming session. No. 2. EIGHTH REPORT OF THE BOARD CONSTITUTED BY THE PUBLIC SERVICE CLASSIFICATION AND SUPERANNUATION AMENDMENT ACT (PART I), 1908. For the Year ending 31st December, 1913. The Honourable the Minister of Education. Sir,— Wellington, 25th May, 1914. The Board has to submit the following report for the year ending 31st December, 1913. Meetings.—The usual quarterly meetings of the Board were held in February, May, August, and November. Election. —Mr. T. U. Wells, of Auckland (teacher), took his seat on the Board at the end of 1913, in place of Mr. Cousins (teacher) one of the representatives of the North Island contributors who resigned. The arrears of contributions of those persons who were in the Education service on the Ist January, 1906, and who were still in the service, and who elected before the 30th June, 1913, in terms of the Amendment Act, 1912, to become contributors to the fund, amounted in aggregate to £9,696. The conditions of membership which the Board determined were that contributions must be paid as from the Ist January, 1906, the arrears being subject to interest at the rate of 5 per cent. Of the persons employed by the University of New Zealand and in the University colleges at the date of coming into operation of the Amendment Act (7th November, 1912), forty-six elected to become members of the fund. Investment of the Fund.—Consideration is being given to a proposal to change the present system of investment; but before any definite change can be made legislative authority will first have to be obtained: The number of contributors increased from 3,641 at the end of 1912 to 4,017 at the end of 1913, and the number of persons in receipt of benefits increased during the year from 376 to 460. Details of the members of the fund on 31st December, 1913, grouped according to their status, are given in the following tables ; —

APPENDIX.

1. The contributors to the fund consist of — (a.) Those who joined under the original Act of 1905 and elected to remain thereunder ; the retiring-allowance being one-sixtieth of the total salary received by the contributor during the period of contributing to the fund (or, in other words, one-sixtieth of his average salary for each year of service during the whole period of contribution), together with one one-hundred-and-twentieth of the salary during the years of service between the Ist January, 1878, and the Ist January, 1906 ; the retiring-allowance to " original " contributors being in no case less than £52. (b.) Those who joined subsequently to the passing of the amending Act in 1908, together with such of the members as did not exercise the option of remaining under the original Act; the retiring-allowance being for each year of service onesixtieth of the average rate of salary received during the three years next preceding retirement, with a limitation of the total allowance to two-thirds of the average salary ; and for those who joined|after the 24th December, 1909, a further limitation to £300 per annum. Under the provisions of the Public Service Classification and Superannuation Amendment Act, 1912, those persons who were in the Education service on the Ist January, 1906, and who were still in the service, could elect, on or before the 30th June, 1913, to become contributors to the fund, contributions being payable as from the Ist January, 1906. Provision was also made whereby those persons employed in the University colleges at the date of the coming into operation of the Act (7th November, 1912) could elect, on or before the 30th June, 1913, to become contributors to the fund, and in these cases such contributors would be entitled to count back service. twentieth part of the mean of the last three years' salary for each year of service. All persons first permanently employed under the University of New Zealand and the University colleges after the date of the passing of the Amendment Act must become contributors to the fund. 2. Provision for the Government contribution to the fund has been made as follows : — (a.) Under the (section 23) Teachers' Superannuation Act, 1905 (the original Act), £5,000 was paid during the first quarter of 1906. No payment was made in 1907 or 1908. (&.) Under the Public Service Classification and Superannuation Amendment Act, 1908 (section 39), £7,000 was paid during the first quarter of the years 1909 1910, 1911, and 1912. (c.) Under the Public Service Classification and Superannuation Amendment Act, 1912 (section 9), £17,000 has been paid during the first quarter of each year subsequent to the date of the Act.
