FRIENDLY SOCIETIES, TRADE UNIONS, AND UNCLASSIFIED SOCIETIES. (THIRTY-SECOND ANNUAL REPORT BY THE REGISTRAR OF FRIENDLY SOCIETIES, FOR THE YEAR ENDING 31st DECEMBER, 1908.)

Presented to both Houses of the General Assembly pursuant to " The Friendly Societies Act, 1908," Section 8, Subsection ('£), and " The Trades-union Act, 1908," Section 16.

FRIENDLY SOCIETIES. The Registrar is required by statute every year to " lay before the General Assembly a report of his proceedings and of the principal matters transacted by him, and of the valuations returned to or . caused to be made by the Registrar during the year preceding." Registration of Societies and Branches. The total number of registrations during the year 1908 was 27, distributed as follows : M.U.1.0.0.F., 6 lodges; 1.0.0. F., 10 lodges; U.A.0.D., 9 lodges; H.A.C.8.5., 1 branch; W.M.C, 1 club. In the following table the progress of registration during the year is shown by a comparison of the number of societies and branches on the register as at the beginning and end of the year respectively.

The number of returns received for the year 1908 is about equal to the previous year—that is, he number has not increased in proportion to the increased number of societies and branches required by law to furnish the statement. Several societies have, however, improved, particularly the Grand Lodge of the North Island of New Zealand, U.A.0.D., and I am pleased to note that the returns generally show signs of more careful preparation and checking than has hitherto been the practice. The tables were closed very early this year, and include the returns of 505 lodges as compared with 516 the previous year, but on that occasion a month longer grace was allowed. The tables include the statistics of 577 societies and lodges, there being altogether 670 due. The returns outstanding on the 30th April, one month after due date, were as follows :—

During the year I had to proceed under section 12 (6) of " The Friendly Societies Act, 1882," against the secretary of the Timaru Friendly Societies Dispensary for failure to furnish the annual return as required by the Act, A fine of £3, with costs £2 11s., was imposed.

Membership and Funds.

The following table shows the increased membership in 505 lodges* which furnished returns for 1908:—

* The word " lodge," when applied to all societies, is to be understood as embracing the synonymous terms " court," " tent," &c, as used in the various orders. The increase during 1908 was 643 per cent., as compared with 7 - 6 per cent, for 1907. The total funds of the societies and branches as on the 31st December, 1908, amounted to £1,123,886 4s. 6d., made up as follows : Sick and Funeral Funds (inclusive of amounts transferred to special funds out of surplus), £1,034,195 10s.; Medical and Management Funds, goods, &c, £89,690 14s. 6d. Dividing the total funds by the number of members at the end of the year, it is found the average capital per member is now £19 4s. Id. Taking the several years 1900-1908, the number of lodges whose returns were tabulated, the number of members, total funds, and average capital per member at the end of each were as under :—

Sickness.

The number of members sick during 1908 was 9,389, equal to 17 - 68 per 100 members at risk. The sickness experienced during 1908 was 77,917 weeks 1 day, equal to 8 weeks 2 days per sick member, and 1 week 3 days 7 hours for each member at risk. Owing in great measure to differences in the proportion of members at the several ages, the averages in the several districts differ considerably, also in the several societies or orders. The figures for the five larger orders for 1908 are found to be as follows : —

The percentage of members sick for the year 1908 was therefore highest in the A.0.F., while the average sickness per member at risk was highest in the M.U.1.0.0.F. and lowest in the U.A.O.D. In 1907 the percentage of members sick was 21-29, the average sickness per member sick was 7-45 weeks, and the average sickness per member at risk 1 week 4 days 2 hours.

Mortality.

Sick and Funeral Funds. The contributions and entrance fees paid to Sick and Funeral Funds in 1908 amounted to £84,222. Divided by the mean number of members the average was £1 9s. Bd., as against £1 9s. 6d. for 1907. The interest and rent received by the lodges and central bodies amounted to £46,060 in 1908, equal to 16s. 3d. per member, the same as for 1907. The amount of sickness benefit paid was £55,537 in 1908, equal to £5 18s. 4d. per member sick, and 19s. 7d. per member, as against £5 Bs. 2d. and £1 Is. 6d. respectively for 1907. Viewing the amount paid in relation to the weeks of sickness, the average benefit per week is found to be 14s. 3d. in 1908, as compared with 14s. 6d. in 1907. The funeral benefit paid amounted to £10,495 in 1908, equal to 3s. Bd. per member, as compared with 4s. Id. for 1907. The total worth of the Sick and Funeral Funds at the beginning of 1908 of 505 lodges was £943,196, and at the end of the year £1,006,057, as compared with 516 lodges, worth £946,831 and £1,005,084, at the beginning and end of 1907. The balance of gain for the year was £62,861, or £1 2s. 2d. per member in 1908, as compared with £58,253, or £1 Is. 3d., in 1907. The averages for the five leading orders and for all societies are given in the following table for the year 1908 :—

Investment of Funds. The net income from investments credited to the Sick and Funeral Funds for 1907 amounted to £44,645, which is found to yield an average rate of £4-68 per cent, (say, £4 13s. Bd.), as against £4 16s. 9d. in 1906.

The interest earnings credited during 1907 showed a slight drop as compared with 1906, and in this connection I have had occasion lately to warn several societies against the practice of holding large sums in banks rather than investing their money on sound mortgage. As there is a tendency in some circles to encourage this unproductive method of investment, I cannot too strongly emphasize the bad results likely to accrue —viz., the earning of a lower rate of interest than the societies' tables require, and consequent deficiencies. Actuarial Valuations. This work was well maintained during the year, there having been eighty-four societies and branches valued, with a membership of 10,101. The steady application of the Actuary and his staff for the last two years has done much to catch up past arrears, and there should be no difficulty in conducting the work satisfactorily in the future. The practice of requiring lodges who apply to appropriate surplus capital to furnish a certified valuation of the society's assets has been successfully established, and is a much-needed precaution against overvaluing. It is satisfactory to note that the officers of societies are showing an increasing desire to consult the Department on actuarial matters, and the Actuary's advice has been frequently sought and acted upon with the best results. It is to be hoped that the increased number of public auditors will lead to a greater demand for their services than the societies have hitherto evinced. Settlement of Dispute re Dissolution. Section 27 of " The Friendly Societies Act, 1882," was for the first time in New Zealand brought into operation on the application of the Board of Directors, M.U.1.0.0.F., and the South Rakaia branch of that Society, to the Registrar to hear a dispute between these bodies. As the question of the rights of branches to dissolve at will is of considerable importance to the affiliated societies, I append hereto my reasons for the decision arrived at. Application of a Branch for the Consent of the Central Body to Dissolution. This is a dispute between the South Rakaia Lodge of the Ashburton District, M.U.1.0.0.F., and the Board of Directors or Central Body of the New Zealand Branch, M.U.1.0.0.F., and as the interests involved are of considerable importance, especially to affiliated societies, I propose to set out at length the reasons for arriving at my decision. In 1906 the lodge, having decided on dissolution, applied to the central body for its consent to that step. This was granted on condition that the lodge paid to the District Fund, in accordance with General Rule 27, the sum of £291, being the amount assessed as required to leave the district finances in as good a position as before. The lodge appealed against this decision of the directors, under Rule 99 (G), and the dispute was subsequently referred by the Investigation Committee to the Annual Movable Committee of the society, whose decision according to the rule would be final and conclusive. The Annual Movable Committee, however, came to no conclusion, but referred the matter for legal opinion and to the Registrar for assessment, and subsequently the whole dispute was, by consent of the parties, referred to me in terms of section 27 of "The Friendly

Societies Act, 1882." I sat to Lear the dispute on the 27th August, Mr. C. Tucker representing the lodge and Mr. J. Kershaw the board of directors. The lodge contended that, in the absence of a registered rule specifically dealing with dissolution, they had the right of dissolution as laid down by the Act. „. The society held that the central body, in giving its consent to dissolution by the Act, had the power to impose reasonable conditions, and that those conditions were contained in General Rule 27 (secessions), which they contended covered dissolution. The clause in this rule which they applied required the lodge to pay " its proportionate part (if any) of the net deficiency in the liability for sickness and funerals in respect of the whole of the lodges in the district, as shown in the last preceding valuation of such lodges and District Funeral Fund." The South Rakaia Lodge also contended that, even if Rule 27 did apply to dissolution, then, as there was no net deficiency at the last valuation, but instead a surplus of £25, they should not be required to pay anything. The absence of any rule specifically dealing withjthe conditions which bhe 4 central!body may impose on a branch dissolution appears to have been relied upon to a great extent by the lodge in its case. In the first place, such a rule is most unusual in any society; and, in the second place, there is no call upon the society to register a rule restricting its own power of consent in the matter of the dissolution of its own branches. This consent cannot be arbitrarily withheld; but there is, in my opinion, an implied power to withhold or modify that consent under justifiable conditions. Otherwise it would become a [mere formality, for which there would be no necessity to legislate. It was not proved by the central body that Rule 27 (secessions) directly applied to dissolution, but it was contended that, as the authorities agree that dissolution should not be made easier than secession, the application of the secession conditions was just and fair as representing the minimum conditions which might be imposed on dissolution by virtue of their statutory right of consent; and this contention is not to be lightly dismissed. When, however, we look into Rule 27 great difficulties are met with. The English High Courts had the rule under examination in the case Hannell v. Westrope, where the Appeal Court ultimately decided it had no jurisdiction, and allowed the decision of the domestic tribunal established by the rules of the order to stand. Without attempting, therefore, to interpret a rule which has puzzled some of the learned Judges of England, it is not unreasonable, I think, to attach considerable weight to the fact that the order has interpreted it for so many years in a certain way—namely, that the seceding lodge is not to leave the district in a worse financial position than before the lodge left. And there would appear to be no other construction of the rule that could be argued as reasonable and consistent in all circumstances. But the clause is very badly expressed indeed, and, in view of the difficulty in interpreting its meaning, and of the fact that it does not explicitly include dissolution, I propose to review the position, disregardingptule 27 altogether for the moment. What, then, are the conditions the central body is empowered to impose solely on its right of consent ? Now, under the constitutions of these great orders the members of a lodge are under certain obligations to their society or order, and. as this important principle in friendly society polity is not, I think, widely understood, I cannot do better than quote the views of Lord J. Cotton (Scholefield v. Vause, England) in dealing with a dissolution rule, views concurred in by Lords JJ. Bowen and Fry. " How the Odd Fellows Union originally arose we do not quite know ; that is not very plain. But, at any rate, when the defendant's lodge was formed there were Odd Fellows, and there were undoubtedly other lodges and other districts ; and, as far as I understand, the Odd Fellows thus admitted to the Order may originally have been admitted. At this time every one who joined the lodge was admitted as a member of the Union of Odd Fellows, and at the different lodges formed in this way dispensations were granted by the Central Body, and then some of the persons (already members) were allowed to form what is called a lodge, with power to initiate into the order new members, and then those would become members of the lodge, but at the same time they would be initiated into and become members of the Order. That is most important for consideration, because every member of this lodge is not a member of the lodge by itself, but being admitted as a member of the order he becomes a member of the lodge ; that is to say, a certain portion of the members of the union to whom the regulations of the Union had given a ' quasi' separate action —a ' quasi' separate existence. That is to say, that the lodges had a power to a certain extent of regulating their affairs, and the lodges are separated one from another and have power to a certain extent to regulate their affairs. All the lodges formed part of the districts, and all the districts formed divisions of the Union; and what I understand this society is, is this : that funds are provided by contributions of the members of the different lodges for certain purposes ; then a portion of these contributions for funeral expenses are handed over to the district. The district provided in the first instance for the funerals, and then there are contributions and payments to each lodge when necessary, in order to make up what ought to have been, having regard to the number of funerals in the year, their quota. There are now no original members, or for many years there have been none of the centre, the Unity; but if any lodge fails, any members of that lodge being also members of the Order, as they must necessarily be, having duly performed their duties, fall into and become members of the district. When districts fail, in like manner the members who have become members of the district fall into and become members of the Unity. Therefore, in fact, we have these different societies regarded as friendly societies, and providing for their members in this position : that there are funds of each lodge; if those fail there is the security of the district; if the district fails there is the security of the central body, the Unity. That is a most important consideration, because it is not only the funds of the separate lodge on which the members have to depend, but there is a guarantee, as it were, to provide for the event of those funds failing by the district and finally by the central body." Stlt is not unworthy of note that the system of mutual responsibility as laid down here appears to have been applied to secession by His Honour the Chief Justice of South Australia (1.0.0. F. t>. Now, as the South Rakaia Lodge was established in the first place by the Unity, as it'has enjoyed for many years the protection of the Order and the use of its name and high reputation for stability, as well as the implied right of its members to fall back on the district for financial help in the event of failure, there are surely duties and obligations cast upon the lodge members to assist in maintaining the district in such a position as will enable it to carry out for the members of the other lodges what it has done and would do for South Eakaia. A lodge proposing secession or dissolution cannot divest itself of these responsibilities by taking out its funds for distribution amongst its own members and leave the remaining lodges to bear a heavier liability than was imposed on them before the lodge left. The district should not suffer by the defection, and there appears to be no other way of repairing the damage than by requiring the lodge on leaving to make good the financial security the other lodges enjoyed before dissolution. I have now discussed the position from either standpoint—viz., the applicability of Rule 27 or its non-applicability—and whilst I am unable to decide that the rule does in itself apply, I must come to the conclusion that the central body have not imposed unfair or unreasonable conditions in applying to this dissolution the conditions of secession as usually interpreted by the order. The lodge is therefore required to pay what sum is necessary to leave the district in as good a position as indicated by the valuation at 31st December, 1901, and the balance-sheets show in detail that the deficiency created by the lodge withdrawal is £191, to which sum we have to add £22, the amount necessaryjto preserve the comparative surplus per head of the remaining members in the district; total, £213. It may be here remarked that the amount was assessed by the order at £291, but this is evidently arrived at upon the assumption that the South Rakaia Lodge should not be credited with the net funeral liability of which its dissolution relieves the district—viz., £78. This appears to be going beyond the principle adopted that the lodge should leave the district in as good a position as before, in view of the fact that if £291 were paid in by South Rakaia there would be a surplus of £100 in the district as a whole, whereas a surplus of £22 would maintain the position. As the dispute to a great extent has arisen through the obscurity of the society's rule, the central body is required to pay the costs of the hearing, £15 12s. Other Societies on Register. At the end of 1908 there were 15 isolated friendly societies, 4 juvenile societies, 17 working-men's clubs, and 19 specially authorised societies : total, 55. TRADE-UNIONS. One trade-union was registered during the year—viz., the New Zealand Locomotive Enginedrivers, Firemen, and Cleaners' Association. UNCLASSIFIED SOCIETIES REGISTRATION ACT. During 1908 there were 86 societies, clubs, or associations incorporated under this Act, and amendments of rules of 34 societies were accepted. The registration of two societies was cancelled, and one society dissolved. On the 31st December, 1908, there were 533 incorporated bodies under this Act. The above-mentioned Act was repealed by " The Incorporated Societies Act, 1908," which came into operation on the Ist January, 1909. Robt. E. REPORT BY THE ACTUARY.

The Registrar. In addition to the work in hand at the commencement of the year 1908 an unusually large number of valuation lists was received during the year, and the amount of work entailed in clearing up discrepancies in these lists was by no means small. In most cases the discrepancies are very numerous, and queries have generally to be restricted to the more important errors. Besides clearing up somewhat the valuation lists, the queries have a good effect in helping to make secretaries more careful in rendering the statutory annual returns. A large amount of preliminary valuation work was also done in the year, and, in addition to the valuations actually completed, the work in connection with several large societies is well in hand. As in the previous year, the valuations were made on the statistics of New Zealand friendly societies themselves up to age seventy, Sutton's English sickness tables and Farr's healthy English mortality table being used after that age. In some instances the results were modified, particularly in those cases where the sickness was persistently abnormal and a fictitious surplus would otherwise have been brought out.

The following table shows how far the experience of lodges valued in the two years 1907 and 1908 agreed with that expected by the valuation tables :—

Upon an examination of the above table it is seen that the actual sickness was somewhat in excess of the tables at ages under forty, and this applies to each of the three subdivisions of sickness. From forty to sixty the reverse was the case. At ages over sixty the experience was very close to the tables on the whole, the acute sickness being a little lower and the protracted a little higher than the tables. The actual cost of sickness (all ages) was £101,404, as against £103,532 expected by the tables, ' the difference being about 2 per cent. The mortality was, on the whole, lower than the tables at ages under sixty and higher at ages over sixty. Remarks on the Valuations. In making the valuations I have been struck by the number of instances in which financial soundness, or, at any rate, a nearer approach thereto, could be assured to individual lodges by a very simple means — namely, by properly investing their funds. Large numbers of lodges attend to this point so well that nothing but praise can be accorded to them ; but there are others whose funds are left idle. The attainment of a good interest return is not a mere luxury ; it is a necessity, and the more so when contributions are ordinarily inadequate. It behoves district bodies to use all their influence to educate the more backward lodges up to this fact. As a practical instance of the importance of the matter, I may mention that I recently had occasion to contrast the management of two lodges whose funds some twenty years ago were nearly identical, and whose balance of income over expenditure since then (apart from interest) has also been fairly equal. These lodges should now have Sick Funds of similar magnitude, but instead of this we find that one has £2,443 (including a surplus appropriated out of the fund) and the other £488 only. In the twenty years one lodge, by loans on mortgage, earned over £1,500 in interest, whilst the net result of the investments of the other was a direct loss of some £300 through a bad investment in a hall. It may seem incredible that a small fund should increase to the extent of over £1,500 in twenty years by the operation of interest, but it is a fact, and it shows clearly what a great loss is sustained in cases where the funds are left uninvested through neglect. The constitution of the District Funeral Funds is so often found to be on an inequitable basis that a few remarks in this connection should not be out of place. These funds exist ostensibly for the purpose of spreading the death risk over a group of lodges, but the methods of contribution are usually such that they could be more correctly described as schemes to provide for the payment by young lodges of the extra risks of old lodges. It is safe to say that in the majority of cases the rules are designed so that the Funeral Funds cannot possibly have anything but a bad effect financially. These Funeral Funds are a curious growth on the friendly society system. They exist for no actuarial reason —the reverse, in fact—and their real value lies in the manner in which they facilitate the government of lodges in groups. - When properly constituted they do a great deal of good from the governmental point of view. When badly constituted, in addition to working much harm financially, they render difficult or even impossible the task of correctly stating the financial position of lodges. Some of the signs by which very bad Funeral Funds may be known are as follows : (1.) Little or no fund is accumulated, the levies on the lodges being only struck as required. (2.) The maximum amount of the fund is fixed at £1,000, or some other figure, without regard to the liabilities. (3.) The levies on lodges are made according to the number of members, without regard to age. Any of these

methods is sufficient to condemn a funeral fund. There are other systems less objectionable but still imperfect, such as levies according to average age. No system is equitable which fails to take account of the actuarial liabilities. In general it may be said that the principal fault is that of making insufficient contributions to the fund,, and this fault always tells against young lodges. As some members of friendly societies in New Zealand appear to be under the impression that the accumulations of the societies are being made for the benefit of posterity, I shall devote a few lines to disproving this, and in doing so it is unnecessary to resort to theory. The figures of almost any lodge of a fair age would serve, but I shall take the Good Intent Lodge (M.U.1.0.0.F., Auckland) as an example. During the quinquennium the 225 members under age forty paid in £2,223, and drew out £1,054 in benefits ; the 91 members between ages forty and sixty paid in £857, and drew out £1,147 in benefits; the 35 members over age sixty paid in £334, and drew out £1,067 in benefits. This lodge had a fairly normal sickness experience. If we look at the Waikatb Lodge, Thames (M.U.1.0.0.F.), which had a somewhat excessive sickness at all ages, we find the following : The 154 members under age forty paid in £1,447, and drew out £975 ; the 68 members aged forty to sixty paid in £790, and drew out £1,332 ; the 39 members over sixty paid in £436, and drew out £1,988. In both lodges, whilst the young men pay in much more than they draw out, the reverse is the case with old members, and it will be observed that a very small number of members over sixty draw out more than five or six times their number under forty. It is abundantly plain that these old members are using up the accumulations made when they were young, and are leaving very little for posterity. The present young members will likewise use up their own accumulations when they become old unless the lodge is insolvent, in which case they will find, when old, that the accumulations will already have gone. I append remarks regarding the various valuations. These remarks are not exactly extracts from my reports, but are rather in the nature of comments designed to give the salient features. The various figures are fully set out in Appendix IV. South Canterbury District, M. U.1.0.0.F.: Valued as at 31st December, 1905. At the valuation-date there were 3 branches, with a membership of 431. The sickness experience was favourable to the extent of £153, or 6 per cent., whilst the deaths numbered 12, as against 15 expected according to the standard tables. Only one of the three lodges succeeded in earning 4 per cent, on its funds. The valuation shows that each lodge is in a deficiency, the total deficiency coming to £6,388. The result is principally due to the ill-advised investment of Sick Fund moneys in halls. One lodge lost in cash and interest no less than £4,400 in fifteen or eighteen years in this way, whilst another lost £1,200. The third lodge has now entered upon a hall investment. Two of the lodges were valued at 3 per cent., and if they could so improve their investment-yield as to justify a valuation at 4 per cent, their position would be much improved. Wellington District, M.U.1.0.0.F.: Valued as at 31st December, 1906. At the valuation-date there were 17 branches, the total membership being 1,981. The sickness experience of the quinquennium was favourable to the extent of £1,725, or 16 per cent. The mortality of the past twenty years has been below the present standard tables, thejdeaths being 197, as against 214 expected. Out of the 17 lodges, 10 earned over 4 per cent, on their Sick Fund, and only 2 failed to earn 3 per cent. The District Funeral Fund obtained a yield of over 5 per cent. The valuation shows surpluses in 13 lodges, totalling £8,578, and deficiencies in 5 lodges, aggregating £666. The district is therefore in a very fine position, and, what is more, the executive is showing a grip of the business, which will still further improve matters. As an evidence of this may be cited the establishment of a Central Investment Fund, and the'adoption of a good policy in regard to money invested in halls. The Funeral Fund is supported by levies according to average age, an inequitable method which should be amended. Motueha District, M.U.1.0.0.F.: Valued as at 31st December, 1906. At the valuation-date the district consisted of 4 branches, with a membership of 473. The sickness experience of the quinquennium was unfavourable to the extent of £86, or 2£ per cent. The rates of mortality prevailing in the district are very low, there having been only 52 deaths in nineteen years, as against an expectation of 69 by the standard table. Three of the four lodges earned over 4 per cent, on their Sick Fund, the remaining one coming close to 4 per cent. The mean rate earned over the whole district was 4| per cent. The valuation shows a surplus of £371 in one lodge, and deficiencies totalling £2,125 in the others. These deficiencies are partly due to the inadequacy of the contributions in the earlier days. The district was to some extent unfortunate in the quinquennium from the profit-earning point of view, as the loss through unfavourable sickness was accompanied by an unusually small profit from lapses, the lapse rate being less than H per cent, per annum. The Funeral Fund is not constituted on a good basis, the levies on lodges being made according to the number of members, without regard to age. North Westland District. M.U.1.0.0.F. : Valued as at 31st December, 1907. At the valuation-date the district had 6 branches, with a membership of 435. The sickness experience of the quinquennium was in excess of the New Zealand friendly societies table to the extent of £441, or nearly 18 per cent. All the lodges but one are situated in mining towns,

and this one afforded the only instance of a favourable sickness experience. The mortality of the quinquennium agreed with the standard, but when a more extended period is looked at (viz., fifteen years) we find the death-rate a little in excess, the deaths being 49 as against 42 according to the standard tables. Excepting a newly established lodge, all the branches earned over 5 per cent, on their Sick Funds, and the district as a whole shows a return of nearly 5| per cent. This is very creditable indeed. On account of the high sickness rates, the valuation-tables were modified in the case of the mining lodges, the more particularly as more or less fictitious surpluses would otherwise have been brought out in some cases. The result of the very stringent valuation is that two lodges have surpluses amounting to £1,053, and four have deficiencies aggregating £1,989. The position would have been considerably better if the sickness could have been classed as normal. The district has, however, an additional asset in its splendid interest-yield, and if the securities are sound, and the interest returns continue to be equally good, the position should always tend to improve. Auckland District, M.ZJ.1.0.0.F. : Valued as at 31st December, 1906. At the valuation-date the district consisted of 25 branches, with a membership of 3,058. The sickness experience was in excess to the extent of £2,528, or 14| per cent. The excess, however, was found to be mainly due to the mining lodges. The mortality was also in excess of the standard, the number of deaths being 121, as against 104 expected. Taking a period of fifteen years, there were 281 deaths, as against 237 expected by the present standard. Here, again, the'excess is accounted for by the mining lodges. Of the 25 lodges, 7 earned over 4 per cent, on their Sick Fund, 4 over 3 per cent., and 14 under 3 per cent. The rate earned on the District Funeral Fund was over 4f per cent. The district has a good scale of contributions, and possesses one of the few properly constituted Funeral Funds in New Zealand. Owing to the heavy mortality falling upon this fund, an extra reserve of £2,750 has been made ; but, nevertheless, a surplus of £3,803 is shown. This surplus is being divided amongst the lodges, and, after crediting them with their share, it is found that 3 of the lodges have surpluses aggregating £8,520, and 22 deficiencies totalling £18,514. The weak point of this district is in regard to the investments. If these were properly attended to the majority of the lodges would show an immediate improvement. The fact that 18 out of 25 lodges failed to earn 4 per cent, tells its own tale. Some of the mining lodges, owing to their excessive sickness experience, are at a rather low ebb, and if it had not been for the enormous lapse-rate they would have been much worse. One of them has been troubled with a serious decrease in the Sick Fund, and is taking steps to remedy matters. Ashburton District, M.U.1.0.0.F. : Valued as at 31st December, 1906. At the date of the valuation there were 7 branches, but as 1 had decided on dissolution only 0 were valued, the membership thereof being 451. The sickness experience of the quinquennium was favourable to the extent of £260, or about 13J per cent., and the mortality was also below the standard. In the twenty years preceding the valua-tion-date the deaths numbered 24, as against an expectation of 30 by the present standard table. Of the 6 lodges, 4 earned over 4 per cent, on their Sick Fund, 1 between 3 and 4 per cent., and 1 under 3 per cent. The District Funeral Fund earned 4-3 per cent. The District Funeral Fund, which is supported by percentage levies, is governed by an absurd rule that it is not to be allowed to exceed £1,000. This, of course, renders an exact valuation of the fund almost impossible ; but it is clear that even if the full levies were made every year, and the limit of £1,000 swept away, the fund would still be in a considerable deficiency. This deficiency is a charge against the lodges, and, after debiting lodges with the balance of the District Funeral Fund liabilities accordingly, it is found that 4 lodges have surpluses amounting to £2,061, and 2 have deficiencies amounting to £459, the deficiency in one case being due to mere negligence in not investing funds properly. As a whole, the district may be said to be in a very satisfactory position. Taranaki District, A.O.F. : Valued as at 31st December, 1905. At the valuation-date the district consisted of 9 branches, with a membership of 1,078. The sickness experience of the quinquennium was favourable to the extent of £187, or 4 per cent. The mortality experience agreed very well with the standard, the deaths numbering 30, as against an expectation of 31. Of the 9 courts, 7 earned over 4 per cent, on their Sick Fund, and 4 of these earned over 5 per cent. The remaining 2 failed to earn 3 per cent. This must be taken as very satisfactory on the whole. As a result of the valuation, 5 courts show surpluses totalling £2,041, whilst 4 have deficiencies amounting to £2,838. The position shows an improvement as compared with 1900, due largely to the excellent interest-earnings and to the action of some courts in fixing their benefits in closer correspondence to their contributions than before. The District Funeral Fund is supported by the system of equal levies, and this is producing inequitable results. The scale of contributions payable by members for sickness and death benefits requires a little amendment. Progress Division, Sons and Daughters of Temperance (Kaiapoi) : Valued as at 31st December, 1906. This society has no branches, and its membership at the valuation-date was 128, of whom 39 were females. The sickness amongst males was very favourable, whilst the extreme opposite was the case in regard to the females, The sickness of females during the fifteen years preceding the valuation was, in point

of cost, more than double the expectation by the male standard, and it has been found that other Kaiapoi lodges with female members have had a more than ordinarily unfavourable experience even when we allow for the well-known fact that female sickness is generally greater than that of males. The mortality of males and females in the division for fifteen years past has been practically in accord with the standard. The rate of interest earned in the quinquennium was 4-13 per cent., and whilst this may be said to be fairly satisfactory, still efforts should be made to do better. The result of the valuation was a deficiency of £55, a considerable improvement on the position at the previous valuation, due largely to the reduction in the membership. This, however, is hardly a satisfactory method of progressing. Antidote Division, Sons and Daughters of Temperance : Valued as at 31s£ December, 1907. Like the Progress Division, this is an isolated society, with no branches. Its membership at the valuation-date was 204, of whom 61 were females. The sickness experience of the quinquennium was favourable in respect of males and unfavourable in respect of females, but there was a net gain of £305 taking all members. The mortality was normal. The rate of interest credited to the Sick and Funeral Fund was a little over 6 per cent. On a 4-per-cent. basis a deficiency of £1,626 was brought out. As the remarks in my report are of general interest I will quote them here : "I am bound to point out that if the division goes on repeating the experience oi the past fifteen years or so in the way of favourable sickness and very high interest-rates, then there is every probability that this estimate will be found to be an overstatement, and the deficiency will show a decrease from time to time. In fact, it has considerably decreased in the last three valuations—namely, from £2,912 at 1897 to £2,322 at 1902 and £1,626 at the present valuation, in spite of each of the last two valuations having been more stringent than its predecessor. The fact is that a sufficiently good experience and sufficiently high interest-rates will make almost any scale adequate, and the executive is entitled to congratulations on its good fortune with regard to the first item and on its good management in regard to at least the second. The interest returns have been over 6 per cent, for more than fifteen years past. At the same time, although the division has been so fortunate with its experience, I would point out that there is a danger ahead. In admitting new members at the present rates charged to male entrants, the division is simply speculating on a continuance of such conditions." The National Division, Sons and Daughters of Temperance : Valued as at 31st December, 1907. Thisjdivision consists of 8 branches, paying into a consolidated Sick and Funeral Fund. The membership at the valuation-date was 416, of whom 53 were females. The sickness experience was favourable to the extent of £200 in the case of males, and unfavourable to the extent of £145 in the case of females. The mortality of members has been extremely favourable for many years past. Amongst males there were only 37 deaths in twenty years, as against 55 expected according to the standard table— that is to say, the death-rate was 33J per cent, below the very low rates exhibited by the New Zealand friendly societies table. This result is very interesting in a temperance society. The rate of interest credited to the Sick and Funeral Fund was 4-89 per cent. The valuation shows a deficiency of £1,046, which represents a considerable improvement on the position at 1902. The deficiency is largely due to the fact that two old branches were allowed to enter into the consolidation without transferring their funds— i.e., they retained their funds, and the division took over their liabilities without compensation. These two branches now possess funds amounting to £1,415, with no liabilities attached, and having no income except interest and rents. Star of Hope Tent, 1.0. R. (Hokitika) : Valued as at 31st December, 1907. This tent is a branch of the Albert District, 1.0. R., of South Australia, and possessed only 12 members at the valuation-date. No new members are being admitted. With so small a number of members a valuation, based as it must be on deductions from large figures, is, of course, of little value. It is sufficient to say that a deficiency was brought out. The question of consolidation of all the tents of the above order has been under consideration. Nelson, Marlborough, and Motueka Widow and Orphan Funds, M. U.1.0.0.F.: Valued as at 1905, 1906, and 1906 respectively. These three funds are somewhat similar to one another in their constitution and benefits, there being some differences in detail, however. All members of the lodges in the above districts must contribute, and the benefits are —(1) An allowance of 12s. per calendar month to widows, ceasing at the end of six years of widowhood or on remarriage ; (2) an allowance of 3s. per calendar month to each child of a deceased member, ceasing at age twelve or at prior remarriage of the mother. The contributions, which differ a little between the societies, range roughly in the case of new members from about 6s. per annum to 18s. according to age at entry. The valuations were made as far as possible on the statistics of the funds themselves by what is known as the collective method,' and the results were—Nelson, deficiency, £182 ; Marlborough, surplus, £99 ; Motueka, surplus, £230. The rate of interest employed in the valuations was 4 per cent., the rates'actually credited to the funds for the quinquennium preceding valuation in ench case being 4-92 per cent., 6-37 per cent., and 4-16 per cent, respectively.
