EDUCATION: SUBSIDIES FOR TECHNICAL EDUCATION (RETURNS RELATIVE TO).

Return to an Order of the House of Representatives dated the 15th day of July, 1898. Ordered, " That there be laid before this House a return showing—(l) All applications for subsidies for technicaleducation purposes; (2) subsidies granted for such purposes; (3) subsidies refused, and the reasons for such refusal: during the years 1897-98 inclusive."—(Mr. Montgomery.)

Statement of subsidies granted for technical-education purposes :— For the Year 1895 :— [Extract from the Nineteenth Annual Report of the Minister of Education, page xiv.] "The expenditure of the Department for the Encouragement of Technical Instruction in Science and Art in 1895 was £948 19s. Bd., as follows : —Technical Classes Associations, Auckland and Dunedin, £100 and £250 respectively; Education Boards of Wellington and Wanganui, £200 each; School of Domestic Instruction, Christchurch, £150; Milton District High School, £7 14s. 5d." For the Year 1896 :— [Extract from the Twentieth Annual Report of the Minister of Education, page xix.] " The following is a statement of the payments made in the year 1896, on account of manual and technical education :—Education Boards —Wanganui, £227 10s. Bd. ; Wellington, £270 6s. 3d.; Grey, £6 16s. 9d. ; Otago, £5 ss. ; Technical Classes Associations, Auckland, £257 17s. 7d.; Dunedin, £312 6s. 3d. ; Balclutha, £111 3s. lid.; School of Domestic Instruction, Christehurch, £143 4s. 6d.; Mr. W. I. Eobinson, £7 4s. 10d.; Messrs. Bickerton Brothers, £9 3s. 10d." For the Year 1897 :— [Extracts from Twenty-first Annual Report of the Minister of Education, page xv.] "During 1897 the Auckland Education Board received £10 15s. sd. for manual classes at Devonport, and £5 ss. for a similar class at Eemuera. The Wellington Board received similar aid for three classes, as follows : —Paraparaumu, £4 19s. 6d.; Cross Creek, £2 os. 6d. ; Mauriceville West, £14 14s. 4d. The Grey Education Board, for a class in the Greymouth District High School, received £11 14s. 7d., besides a grant of £25 for equipment; the Westland Education Board, for a class at the Kumara School*£s 16s. 10d. as subsidy, and £70 for equipment. The Otago Education Board received a subsidy of £12 16s. 4d. for Balclutha District High School, and £9 16s. lid. for a similar school at Tokomairiro. With respect to classes for technical instruction as distinguished from manual instruction, the Education Board of Wanganui received £52 Is. 4d. as subsidy on classes at Wanganui, and £13 17s. lid. for classes at Palmerston North, and a special grant of £200 in aid of its Technical School at Wanganui. The Wellington Board received £396 17s. Id. as capitation on classes at its Technical School, and a special grant of £100 in aid of the same institution. The Otago Education Board received £58 10s. as capitation for classes attending its School of Art. The North Canterbury Board has classes in Christchurch and Leeston, partly to prepare teachers for imparting manual instruction and partly for the manual instruction of the older school-boys. This Board received a capitation grant of £41 7s. 6d. for its Christchurch work, and a grant of £172 10s. for workshop installation; for the Leeston class it received £1 6s. 3d. as capitation, and £25 as a grant-in-aid. The total payments to Education Boards for capitation amount to £641 19s. 6d., and the special grants amount to £592 10s.

Special grants have been made to Technical Classes Associations as follows : —Auckland, £100; Gisborne, £30; Dunedin, £450; and Invercargill, £50; and a grant of £80 to the Christchurch School of Domestic Instruction. The capitation grants to these and other institutions are as follows :—Auckland Technical Classes Association, £40 3s. 4d. ; Ashburton Technical Classes Association, £9 14s. 7d. ; Balclutha Technical Classes Association, £40 17s. 10d. ; Canterbury College School of Art, £162 4s. 10d. ; Christchurch School of Domestic Instruction, £99 2s. Id. ; Christchurch Young Men's Christian Association, £17 2s. lid.; Christchurch Boys' Gordon Hall, 14s. 7d. ; Dunedin Technical Classes Association, £82 2s. Bd. ; Gisborne Technical Classes Association, £42 ss. 4d. ; Invercargill Technical Classes Association, £33 14s. 4d. ; Kaitangata Technical Classes Association, £8 16s. 9d. ; Masterton Technical Classes Association, £9 12s. Id.; Napier Junior Club, £3 4s. 7d. ; Tuanaroa Technical Classes Association, £10 16s. 6d.; Westport Technical Classes Association, £11 7s. 3d. ; Waiwera Technical Classes Association, £8 16s. 4d.; Warepa Technical Classes Association, £7 18s. sd. To the teachers of what may be called private adventure classes capitation payments have been made as follows: — Messrs. Bickerton Brothers, Christchurch, £15 3s. 7d.; Miss A. M. Carr, Christchurch, £109 10s. ; Mr. C. H. Gilby, Christchurch, £34 16s. 6d. ; Misses Hardie and Manning, Napier, £12 7s. Id.; Mr. W. I. Eobinson, Auckland, £42 9s. 9d.; Mr. J. M. Telford, Christchurch, £2 11s. 3d. The total of capitation grants to individual teachers is £805 12s. 7d., and of capitation and special grants to associations, £710." For the Year 1898 to date :—

Applications for subsidies for technical-education purposes that have been refused have all been applications for assistance in the maintenance of classes, and they may be classified as follows :— (a.) An application for a pound for pound subsidy on receipts : rejected because the account of receipts was not a satisfactory one. This was in connection with Greymouth District High School. (b.) An application from New Zealand Philanthropic Society, Wellington : rejected on the ground that a second authority could not be recognised under the Act if its classes met within five miles of the Education Board s classes in the proposed subject—domestic economy. (c.) Applications rejected on the ground that the Act did not allow of subsidy on account of a class that is not at least ten weeks under instruction. The cases under this head occurred in connection with Dunedin technical classes, similar classes at Masterton and Westport, and Greymouth District High School. (d.) Applications for subsidy of pound for pound on receipts : rejected on the ground that under the Act subsidy is paid on another principle, i.e., according to average attendance. The rejected applications were from the Athenaeum Club, Napier;. Dalefield public school, and Southland technical classes.

(c.) Applications refused because the classes had been taught by teachers who had not been recognised under section 5 of the Act. These applications were from two private teachers—Miss A. M. Carr and Miss D. Wickes—and from the following institutions: Gisborne technical classes, Masterton technical classes, Westport Technical School, Christchurch School of Art, and Tokomairiro District High School. (f.) Applications rejected on the ground that the subjects taught in the classes did not fairly come within the meaning of the Act. The subjects are here stated in brackets after the name of the applicant in each case: —Balclutha technical classes (ambulance, nursing, gymnastics, orchestral music, singing) ; Christchurch Young Men's Christian Association (gymnastics, ambulance); Gore technical classes (Latin, French, ambulance, nursing); Masterton technical classes (elementary arithmetic and English); Napier Public School Committee (cutting-out) ; Waiwera South (ambulance, Latin, penmanship, junior English, and mathematics) ; Wanganui Technical School (classes to prepare for D and E certificates, for matriculation, and for University examinations in Latin and English) ; Warepa technical classes (ambulance and English). Subsidy for classes in typewriting has been refused to the Dunedin technical classes, to the Misses Hardy and Manning, to Mr. Gilby, and to Mr. Eossbotham. 4. Applications in suspense :— (a.) Applications for grants for buildings and apparatus at the rate of pound for pound on local contributions: —Masterton Technical School, £1,000; Wanganui Technical School, £165 ; Hawke's Bay Philosophical Society, £13 ss. (b.) Applications to which reply has been sent that Government hope to be able to grant assistance for buildings and apparatus in proportion to amounts locally contributed: —Napier Working Men's Club; Taranaki Education Board; North Canterbury, on behalf of the school districts of Lyttelton, Bangiora, Ashburton, Lincoln, Eakaia South, and Kaiapoi; Amberley School Committee, (c.)
