Valuations. 17. The members of a benefit society established for mutual assurance against sickness and death contribute to a common fund, from which, under certain contingencies and conditions, they are entitled to draw according to a fixed scale. The contribution of each member of such a society ought, therefore, to be equivalent to the average value of his expected claim, in addition to his share of the expenses of management. Although it is impossible to foretell how much sickness any one member will suffer, or when he will die, the average present values of the contribution and liability at each age can be approximately estimated. These present values, together with the society's accumulated capital, furnish the figures for a valuation balance-sheet. But before these values can be calculated certain assumptions must be made. The rates of sickness and mortality increase with age. In order, therefore, that each member's contribution may be a fixed amount, the receipts for many years must be more than sufficient to meet accruing liabilities. Thus a fund is created whose interest-earning power depends on the value of money throughout the duration of the members' lives. It is therefore necessary to determine what rate of interest shall be employed in the calculation. Now, one effect of the development of international trade is a tendency to equalisation of prices and values throughout the world. With this change in values the steady fall in the rate of interest in New Zealand may be expected to continue, and the advantage of a high rate which societies here have hitherto enjoyed will gradually cease. To ignore this obvious indication would be to court disaster. In the second place, until reliable tables of sickness can be compiled from New Zealand statistics, recourse must be had to an experience more extensive in respect of both numbers and ages of members at risk. It has been argued that English rates, which alone are available, are inapplicable for this purpose as being too high. This objection may at first sight appear to carry weight. On investigation, however, it is found that the theory on which the objection is based is not supported by evidence. The sickness of members of friendly societies is affected by causes which maybe divided into two classes. Those causes which, whether favourable or unfavourable to the society, are independent of its action—in other words, the external conditions under which it is established—may be grouped and classified as distinct from those which are more or less under the society's control. In the first-mentioned class may be included causes which are due to climate, density of population, nature and conditions of employment, foodsupply, sanitation, industrial prosperity or depression. In the second class the chief causes are variation in definiteness of the rule relating to the granting of sick pay and in strictness of its enforcement. Years ago it was commonly assumed —and the idea is perhaps not altogether exploded—that New Zealand societies, being favourably circumstanced in respect of most of the conditions above enumerated, would experience a lower rate of sickness, and thus incur a smaller expenditure on this account than their English brethren. The general results of observation do not, however, confirm this view. It has also been suggested that the high rate is due in part to the hardships attendant on pioneer settlement, and that this is a temporary disadvantage which will gradually cease to operate. Some of the expenditure under the head of " Sick Pay" is virtually oldage annuity, and it is contended that this is a drain on the funds which may be checked. Whatever value is to be assigned to these causes as factors of the total product in the past, it does not appear sufficient to justify the inference that a much lighter sickness may be anticipated in the future. And, whatever combination of causes may hereafter effect a reduction in the rate, the question which is of urgent importance to most societies can be decided without hesitation. In the case of those whose assets are considerably less than their liabilities, it would be unreasonable to expect a diminution in the sickness-rate of sufficient value to wipe out an existing deficiency. Moreover, the sickness-rate in a society the ages of most, if not all, of whose members lie within the years during which health is least liable to interruption affords no indication of the expectation throughout life. Though, therefore, the sickness experience in a young lodge has been favourable, it would be unsafe to assume a continuance of a low rate as the years of life at risk advance, and the more so because the statistics of the oldest societies do not warrant such an assumption. The experience of New Zealand societies recently valued shows a much more rapid rise in the rate when the age of the members passes fifty than appears in the statistics of English societies. There is another point which it is necessary to consider in connection with this question. The rate of mortality in New Zealand compares very favourably with that in other countries. But a low rate of mortality is not necessarily accompanied by a low rate of sickness. The contrary, in fact, is true of most of the societies in New Zealand. With a high average longevity there is an average sickness above the expectation. In explanation of this it may be said that under a continuously low rate of mortality the percentage of survivors as compared with the percentage under a higher rate increases year by year. Thus, at each year of life relatively more members are at risk in respect of sickness. Not only do those who are healthy live longer, but also those who are sick. The result is a large excess of sickness at the higher ages. A comparison of the actual with the expected rates of sickness and mortality in societies valued in the office, representing upwards of 70,000 years of life at risk, exhibits at the higher ages a heavy sickness side by side with a light mortality.

These considerations lead to the conclusion that the adoption of tables of present values based on outside experience does not err on the side of severity. An actuarial estimate of a society's position is necessary not only as a matter of prudence but also as a matter of justice. Unless such an estimate be taken from time to time no discovery can be made of errors, whether arising from false assumptions at the commencement or from the effect of changing conditions. The payment for many years of inadequate contributions must leave the legacy of a deficiency long since contracted to others who, though not responsible for the mistake, will have to bear the loss. If, therefore, such an initial mistake was made, or if, either in combination with or apart from such mistake, an excessive sickness has been experienced, or losses have occurred, it is imperative that members should know to what extent their finances have been thereby affected, in order that, if needful, they may apply an immediate remedy, and so prevent the society from drifting into a position of yet greater difficulty and danger. Even though what might reasonably be regarded as an adequate scale of contributions was adopted at the commencement, yet, as years pass, it is unsafe to go on in ignorance of the effect produced by the combined results of the various causes which, whether under control or not, help a society's sound progress or hinder it. On the other hand, should a surplus be disclosed, resulting from good management or accidental good fortune, it is equitable that the present members should receive the benefit thereof. Herein lies encouragement for societies to adopt a liberal scale of contributions and to exercise special care in the conduct of their affairs. Valuation of a friendly society has been aptly compared with stock-taking by a trader, the neglect of which would involve a charge of criminal recklessness. Year by year a society's balance-sheet may show an increase of accumulated capital, but unless such increase be measured by reference to the amount of liabilities it cannot be known whether the increase is sufficient. Although an actuarial estimate may not furnish an absolutely accurate forecast of the future, it is not the part of wise men to found a scheme of thrift on blind chance, and to let it drift without an effort to direct or even ascertain its course. Under new external conditions there is the greater need of caution, and the first consideration of the members of a friendly society should be to make their thrift secure. 18. Valuations were made as on the 31st December, 1895, of the following societies: — M.U.1.0.0.F. —Nelson District, 5 branches; Lyttelton District, 8 branches. A.O.F. —Taranaki District, 7 branches; Nelson District, 10 branches. 19. The total sickness of these societies during the quinquennium preceding valuation was nearly 25 per cent, in excess of the expectation, and the sickness of members above age 40 was 83 per cent, in excess of the expectation. The actual sickness per death was 269 weeks, the expected ratio being 118 weeks, and the actual sickness per death of members above age 40 was 330 weeks, the expected ratio being 121 weeks. 20. Summarised results of the valuations are given in two tables (Appendix V.). Table A shows— 1. Number of members at the date of valuation ; 2. Present value of benefits ; 3. For convenience of publication, the causes assigned for the surplus or deficiency disclosed by valuation are indicated in Table B by means of letters referring to a list prefixed to the table. 21. Societies, on application to the Registrar, may have their valuations made free of cost. The experience of the societies valued in the office as at the end of 1895 represents 12,9295 years of life at risk. This experience has been grouped with that published in tabular form in last year's report, and the combined results are exhibited hereunder.

22. The following table shows the ratio to the total, of the sickness in the first six months, in the second six months, and after twelve months respectively, in quinquennial age-periods. After age forty there is a continuous decrease in acute sickness and a continuous increase in chronic sickness, the latter at the ages above fifty-five being considerably more than one-half of the total.

23. Frequent reference has been made to the special risk of friendly societies -whose membership is small. The history of two lodges during 1891-95 furnishes conspicuous examples of a high average rate caused by the chronic sickness of one member. In one lodge, having an average membership of forty-seven, the sickness of one member, who was sick for the whole quinquennium, was two-thirds of the total. In another lodge, having an average membership of twenty-seven, the sickness of one member exceeded the total sickness of all the others. 24. Free policies were issued for the year 1897 by the New Zealand Friendly Societies Mutual Fidelity Guarantee Association to the societies mutually insured therewith. The Association has established a second section for the convenience of new subscribers. 25. One of the duties of trustees of a registered society or branch is to see that a fidelity guarantee is given by every officer in receipt or charge of money belonging to such society or branch. The facilities for obtaining the security of a guarantee society are such that it is no longer necessary to rely on personal sureties, an old-time arrangement which frequently failed to safeguard the funds. Teade-unions. 26. Eegistration under "The Trade-union Act, 1878," and transactions relating to registered trade-unions, during the year 1896 were as under: — Begistration. 27.
