No. 109. —Petition of Maati te Kani and Another. Pbtitioneks pray that a portion of the Turiroa Block, which they allege has been wrongfully taken from them, may be returned. I am directed to report that the Committee is of opinion, if the allegations contained in. the petition are correct, and it be found that the petitioners have a grievance, that the Government should be recommended to make an inquiry into the matter. 24th July, 1894.

Petitioners pray that the following Acts may be repealed, as they press unduly on the Natives— viz.: The Land Acquisition Act, the Land Transfer Act, and the Eating Act, and others. I am directed to report that the Committee is of opinion that, as the petition refers to matters of policy, it should be referred to the Government for consideration.

Petitioners pray that the following Acts may be repealed, as they press unduly on the Natives—■ viz.: The Eating Act, in its application to the Natives, the Bill for the Settlement of Native Lands, and the Dog-tax Act. I am directed to report that the Committee is of opinion that, as the petition refers to matters of policy, it should be referred to the Government for consideration. 25th July, 1894.

No. 143.—Petition of Taiamai te Huri and Hokopakake. Petitioners pray that grants of land, amounting to 500 acres each, in the Waimarino Block, may be awarded to them as stipulated. I am directed to report that, as the Government is complying with the prayer of the petitioners, the Committee has no recommendation to make.

No. 166. —Petition of Makeeeta Kemaea. Petitionee prays that a portion of the Turiroa Block may be set aside for her use. I am directed to report that, if the allegations contained in this petition are found to be correct, the Committee recommends the Government to award the petitioner a grant of land as a " landless Native." 7th August, 1894.

No. 56.—Petition of Mihaka Makoare and 17 Others. Petitioners pray for a rehearing of the partition of the Pouto Eipiro Block No. 2. I am directed to report that, as sufficient evidence has not been produced to lead them to a conclusion, the Committee have no report to make. 7th August, 1894. —

No. 150.—Petition of Aeapbta Patu, of Kawhia. Petitioner prays for legislation to enable a rehearing to be made of a succession order to land known as the Muriwai Block, which he alleges has been wrongfully awarded owing to the suppression of certain facts. I am directed to report that this Committee is of opinion that the case described by the petitioner calls for attention, and recommends that some provision be made, if not already done, in the Native Land Court Bill at present before the House, to remedy as far as practicable cases of such nature. 8th August, 1894.

No. 174. —Petition of Hapimana Tunupauba and 52 Others. Petitioners pray that certain lands in the Waipaoa Block be returned to them. I am directed to report that the Committee is of opinion this petition should be referred to the Government for favourable consideration. 8th August, 1894.

No. 225.--Petition of Taekata te Tokoihi and Others. Petitioners pray for legislation to be passed to enable a rehearing to be made of the subdivision of the Te Utanga No. IX. Block, Eotorua, as they allege the land has been wrongfully awarded to Mrs. Graham. I am directed to report the Committee is of opinion that, as a lease of the piece of land referred to in the petition was awarded to Mrs. Graham by a private Act of last Parliament, it cannot recommend any action to be taken. The Committee may state, if the petitioners are entitled by succession to the land, they will have their remedy by applying to the Native Land Court to be appointed successors. 10th August, 1894.

• • • No. 101. —Petition of Eopiha Taueua Eangihaukoei and others. Petitioners pray that a promise made in 1867 to give them a reserve between the Patea and Whenuakura Eivers be given effect to. I am directed to report—(l.) That the promise by Mr. J. C. Richmond to Taurua, in 1867, of land between Whenuakura and Patea was made conditional upon Taurua and his people remaining loyal. (2.) That Taurua and his people did not so remain loyal, but joined the Titokowaru outbreak in 1868-69. (3.) That, after the war was over and peace restored, the Government specially considered the interests of Taurua. (4.) That the Eoyal Commission, known as the " Eox Commission," took the case of Taurua and his people into espeoial consideration, and made them grants of land which, under all the circumstances, was considered sufficient for their use and maintenance. The Committee therefore think that this claim has been fully satisfied, and have no recommendation to make. 21st August, 1894. ■

No. 367.—Petition of Kipa te Whatanui, of Otaki (No. 2). Petitioner prays for compensation for losses sustained in connection with a piece of land known as Te Waka, being portion of the Ngakaroro Block No. 2, of which he alleges he has been wrongfully deprived by the action of the Native Land Court. I am directed to report that this Committee begs to repeat the recommendation made on a similar petition in 1891, viz.: " That the petitioner, through the action of the Native Land Court, has an undoubted grievance. The facts elicited are as follows, viz.: that on the 1st day of April, 1874, the Ngakaroro Block No. 2 was adjudicated on by the Native Land Court. The petitioner was admitted to be the owner of the portion of the block called Te Waka. He was led to believe that all he had to do was to get a survey made of the said portion and bring the matter again before the Native Land Court, when a title would be conferred on him. On the 22nd of April, 1874, the list of owners for the block was handed in for the purpose of being placed on the records of the Court; the name of Kipa te Whatanui was, however, omitted therefrom. Subsequently the matter was, more than once, brought before the Court by the petitioner, but, his name not being on the list of owners, his particular case could not be dealt with. All the official correspondence and memoranda on the subject admit the petitioner's case, and, in some instances, redress is promised. Taking these facts into consideration, the Committee is of opinion that the matter should be referred to the Government for inquiry and favourable consideration." 29th August, 1894.

The Native Land Coubt Bill. The Native Affairs Committee, to whom was referred the Native Land Court Bill, have the honour to report that they have considered the same, and beg to recommend that the Bill be divided into two parts, one dealing with the Native Land Court and its functions, the other with the sale and administration of Native lands. The Committee further recommends that these two parts be made separate Bills. A copy of the Bill, with amendments shown thereon, is attached hereto. 21st September, 1894.

Petitioner alleges that, through the action of the Government, he is unable to complete his title to land known as Mangarara No. 2 Uawa Block, and in consequence is likely to suffer heavy losses. No. 642. —Petition of Te Hata Moutaea and 30 Others. Petitionees pray that no survey of the Eaukokore Block be permitted unless applied for by them-selves,-as-they allege they are the proper owners of the land. I am directed to report that the petitioners pray that the survey of the Eaukokore Block be discontinued, on the ground that those upon whose application authority was given for the survey are not owners. According to a memorandum from the Surveyor-General it appears that the said applicants are only remotely interested in the land, therefore the surveyor has been officially told to discontinue the survey until further instructed. No. 304.—Petition of Wieemu Kauika and Wahiawa. Petitioners pray that some allowance be made in respect of the loss by the owners of the Kaitangiwhenua Block of the purchase-money of the same, amounting to £5,411 os. 7d., of which they allege they were defrauded by one William Williams, who was engaged with the Land Purchase Commissioner in completing the purchase of the block. I am directed to report that the petitioners complain that moneys to which they were entitled for the purchase of the Kaitangiwhenua Block were obtained by Mr. Williams and kept by him. They urge that as the Government paid them by one cheque, and not in notes or small cheques, Mr. Williams was enabled to get the cheque, and they were defrauded. They also urge that as they had no notice that Mr. Williams had ceased to be a Government officer they trusted him. It is clear that the moneys were paid in one cheque by the consent of the Natives interested, and that this cheque was handed by the old chief, Uru te Angina, to Mr. Williams. The petitioners state that they have spent nearly £700 in trying to recover their money. Strictly, the Natives have no claim on the colony, but they have suffered great loss, and their money, £5,411 os. 7d., has been taken from them, and any counter claim Mr. Williams may have had against them has not been proved, nor even attempted to be substantiated. The petitioners have been put to considerable cost in appearing before the Boyal Commission, and in attending before various Committees of the House. The petitioners' case is a hard one, and the Committee would urge the Government to favourably consider the petition, and that some moderate amount should be voted for them. The Committee may add that no charge of any kind can be made against Mr. Gill, who carried out his duties in a proper manner. 9th October, 1894.

No. 415. —Petition of Te Eoore Eangiheuea and 26 Others. Petitioners pray that a piece of land at Moutoa, 20 acres in area, which they allege was originally given to the Church Missionary Society, may be returned to them, and not vested in the Bishop of Wellington. I am directed to report that, as the land referred to in the petition is now vested in the Crown, in trust for Church purposes, it cannot be disposed of save by the consent of Parliament. The petitioners are misinformed as to the land being intended to be vested in the Bishop of Wellington. The Committee recommends that, as the Natives have not been living for some considerable time on the land, and, as it is not now required for Church purposes, it should be held by the Crown in trust for the Natives now living thereon. The petition is therefore referred to the Government for consideration. 12th October, 1894.

The Native Affairs Committee, to whom was referred the Little Barrier Island Purchase Bill, have the honour to report that they have considered the same, and made amendments therein, and they beg to recommend that the Bill, as amended, be allowed to proceed. The Native Land Claims and Boundaeies Adjustment and Titles Empoweeing Bill. The Committee recommends :— 1. That the Bill be allowed to pass as amended. 2. That provision be made by a new clause to prevent any more of the Horowhenua land— viz., Horowhenua No. 6 Block, containing 4,620 acres, situated in the Waiopehu Survey District, being the whole of the land comprised in Land Transfer certificate of title, vol. xlviii., folio 245, of the register-book of the Wellington District; Horowhenua Nos. 11a and 11b Blocks, containing together 14,975 acres, situated in the Moutere, Mount Eobinson, Waitohu, and Waiopehu Survey Districts, being the whole of the land comprised in Land Transfer certificate, vol. xlviii., folio 249, of the register-book of the Wellington District—being sold until after the end of next session of Parliament. Part of the moneys in the hands of the Government, being the purchase-money of other parts of the Horowhenua Block, may be retained until the end of next session, and none be paid unless the Government is certain that there is sufficient land belonging to Warena Hunia which can be used, in case of judgment against him, to satisfy the claims of the tribe. 3. That a Eoyal Commission be appointed as soon after this session as possible to investigate and ascertain who are the Maoris entitled to the disputed land in the Horowhenua Block. 16th October, 1894.

I am directed to report that the petitioners complain that part of the land lying south of the Native reserve at Porirua has been taken by the Crown as Crown lands, and that it by right belongs to the Porirua Native reserve. The whole question turns on the situation of a place called Arataura. On the plan signed by Sir George Grey, who was then Governor, the Natives have no claim to the land, but the description in the deed of cession says the southern boundary was Arataura, and it may be that the plan is wrong. The transaction took place in 1847, and. it is impossible for the Committee, without a long inquiry, to determine the question. The Committee recommends that some competent person should be appointed to visit the ground and meet the old Natives and ascertain if a mistake has been made. If a mistake has been made some money compensation should be paid to the Natives. 17th October, 1894.

I am directed to report that the petition calls for inquiry, and the Committee has not time to consider the case ; they therefore recommend that the whole facts stated in the petition be inquired into by the Government. If the Government finds that the facts are proved, or that it is desirable there should be another investigation, then steps should be taken to grant the petitioner's request. No. 745. —Petition of Apihai Tango and 62 Others. Petitioners pray that the decree of the Gisborne Validation Court in regard to the Whangara Block may be removed from the table of the House, in order that an appeal may be lodged against the decision. I am directed to report that the case is a most complicated one, and is now, on various law points, on appeal to the Appeal Court; that the Committee cannot at this time of its sittings investigate the allegations in the petition; and they therefore recommend that the petition be forwarded to the Government for consideration, and to decide whether the power granted by section 16 of "The Native Land (Validation of Titles) Act, 1893," should be exercised by either not confirming the decree or removing it from the table of the House, as asked by the petitioners. 19th October, 1894.

Final Eepobt. I am directed to report that the Native Affairs Committee held their final meeting yesterday, 18th instant, it heing the fiftieth held during the session. The total number of petitions received was 106, of which number seventy-three were dealt with and reported on, the remaining petitions— thirty-three—being unavoidably left over, owing to the time at the Committee's disposal being insufficient in which to consider them. A schedule of petitions undealt with is attached hereto. The following Bills relating to Native affairs -were also considered and reported on —viz.: The Native Land Court Bill, the Native Lands Claims and Boundaries Adjustment and Titles Empowering Bill, the Little Barrier Island Purchase Bill. The Committee also considered papers Nos. 60, 64, 1-14, 163, 176, 193, 203, 217, 219, 220, and 225, decrees made by the Validation Court at Gisborne under " The Native Land (Validation of Titles) Act, 1893 " —which were referred to them from time to time—and have reported thereon.
