ORDERS OF REFERENCE. Extracts from the Journals of the House of Representatives. Fbiday, the 21st Day ov July, 1893. Ordered, " That a Select Committee he appointed to consider how the manufactures and industries of the colony may be encouraged ; three to be a quorum. The Committee to consist of Mr. Wilson, Mr. Duncan, Mr. Lawry, Hon. Mr. Mitchelson, Mr. O'Conor, Mr. Pinkerton, Mr. E. M. Smith, Mr. Tanner, and the mover."—(Hon. Mr. Reeves.) Wednesday, the 2nd Day op August, 1893. Ordered, " That the name of Mr. Carncross" be added to the Manufactures and Industries Committee."—(Hon. Mr. Reeves.)

The Elax Industet. Application of T. S. Hewitt, the Peninsula, Dunedin, that the Former Duty of 25 Per Cent, should be again placed on Imported Teasels with a View to encourage the Cultivation of the Plant in the Colony. Youb Committee have had before them an exhibit of colonial-grown teasels, and have heard expert evidence as to the possibility of growing in New Zealand a sample equal to the imported article, but find that, owing to the duty having been taken off the latter, the colonial producers are unable to compete with the importers of teasels.

Application of Mr. E. M. Smith, M.H.E., that the Committee should recommend the Government to grant a Subsidy of £1 for £1, up to £250, for that or any lesser Sum subscribed by the Public to assist in sending him Home to endeavour to start the Iron Industry in the Colom r . Mr. Smith appeared in support of his Application. Youb Committee have the honour to report that they have no recommendation to make on the application. Ist September, 1893.

Eeport No. 11. on the application of Mr. E. M. Smith, M.H.E., that the Committee should recommend the Government to grant him a Subsidy towards forwarding the Interests of the Iron Industry in the Colony. Youe Committee, to whom their report, dated Ist instant, on the above application has been referred back, have the honour to report that they have duly considered same, and that they have nothing further to add thereto. 13th September, 1893.

Application of Thomas Haycock, of Sandon, that the Government should employ him to visit the several Flaxmills in the Colony and give instructions as to his various Methods of utilising the Eefuse of the Flax Fibre in the Manufacture of such Products as have been exhibited to the Committee. Youe Committee recommend that a sum of money, not exceeding £150, be placed on the estimates to enable the Government to employ Mr. Haycock to visit the flaxmills of the colony and give instructions as to the best means of utilising the large proportion of the fibre now allowed to go towaste. 20th September, 1893.

Your Committee have the honour to report that they have had before them petitions and letters from the representatives of several manufacturing industries in the colony calling attention to certain anomalies in the tariff; but, as the Government have already intimated that they did not intend to deal with that question this session, the Committee has not gone so carefully into the applications as they otherwise would have done. Your Committee, however, have had sufficient evidence before them to show that an adjustment of the tariff is necessary. 27th September, 1893.
