LAND REQUIRED FOR CERTAIN HALF-CASTES IN THE MIDDLE ISLAND (REPORT ON), BY MR. COMMISSIONER MACKAY.

Presented to both Houses of the General Assembly by Command of His Excellency.

I have the honour to forward herewith my report on the number of half-castes unprovided with land in the South Island, and beg respectfully to request that the same may be laid before His Excellency the Governor. May it please youe Excellency,— In pursuance of the authority conferred under the Commission issued to me on the 12th day of May, 1886, to inquire into the cases of all half-castes in the Middle Island whose names are not included in any-Acts of the Legislature, who may still be unprovided with land, I held meetings in all the localities in the South Island where the Native Land Court sat, for the purpose of ascertaining the requisite particulars; and beg respectfully to submit the following report on the subject:— The total number of half-castes, as far as could be ascertained, for whom provision is needed, is one hundred. Of this number twenty-six are alive and seventy-four are dead. Their names and other particulars are set forth in the Schedules A and B attached hereto. With reference to the persons whose names are included in Schedule B, I have the honour to submit for consideration that, had the promises to provide the half-caste families been fulfilled when the intention first originated, these people would have been in possession of their land at the time of their death, which would now be the property of their representatives. Consequently it would seem but equitable that the original intention should now be given effect to. The quantity recommended per individual is ten acres for each male and eight acres for each female, this being the uniform rate hitherto allotted to the half-caste families. The aggregate area required for the purpose is 862 acres. The foregoing report is respectfully submitted to your Excellency. Signed and sealed this tenth day of May, 1887. (U.s.) A. Mackay.
