EDUCATION: THE OTAGO UNIVERSITY. [In Continuation of E.-6, 1885.]

The Chancellor to His Excellency the Govbrnoe. Sir,— University of Otago, 6th May, 1886. In compliance with " The Otago University Ordinance, 1869," I have the honour to forward to your Excellency the following report of the proceedings of the University for the year ending the 31st March, 1886. A. Asher, E. T. Earle, P. Levi, S. P. Seymour, E. A. Phillips, and Marion Steel, passed the final examination for the B.A. degree ; and F. B. Allen, James Bee, Andrew Campbell, B. Konald, Annie Forbes, J. A. Johnson, James Methven, William Mill, J. B. Montgomery, A. H. Treadwell, A. E. Palmer, G. A. S. Simmers, and J. A. Valentine passed the first section of that degree. M.A. Degree. —J. J. Hay, with honours in mathematics. LL.B. Degree. —J. G. Findlay and W. A. Stout passed the second section of that degree. Scholarships. —The Council reports that the following scholarships were awarded after competition : 1. The Bichardson Scholarship, of £40 per annum, tenable for three years, to Miss Isabella C. J. K. Duncan. 2. The Scott Scholarship, of £20 per annum, for same period, to Miss Isabella McLandress. The Council has pleasure in reporting that the foundation of another scholarship has been laid: Mr. Sperry and Mr. B. Dick, trustees of moneys collected by Mrs. Burn, late Lady Principal of the Girls' High School of Otago, Miss Dalrymple, and others, have handed over to the Council the sum of £382 12s. for a scholarship to be called the " Women's Otago University Scholarship," with instructions that the fund was to accumulate until it was sufficient to produce £30 per annum. Lectureships of Public Health and Medical Jurisprudence, and Pathology and Morbid Anatomy. —The Council, having advertised in the home country and the colonies, inviting applications for the Lectureships of Public Health and Medical Jurisprudence, and Pathology and Morbid Anatomy, received thirty-two applications for the former of these lectureships and seventeen for the latter. After careful consideration, Dr. Ogston, M.D. CM., late assistant to the Professor of Medical Jurisprudence, Aberdeen, was appointed Lecturer on Public Health and Medical Jurisprudence; and Mr. W. S. Boberts, M.B.C.S. Eng., of Dunedin, was appointed Lecturer on Pathology and Morbid Anatomy.

Resignation of Professor Macgregor. —Professor Macgregor, who held the Chair of Mental and Moral Philosophy in the University for fifteen years, much to the regret of the Council, resigned his professorship on his appointment to a responsible position under the Government. On the vacancy being reported to the Presbyterian Board of Property, steps were immediately taken to fill the Chair. In January last this Board appointed the Bev. W. Sahnond, D.D., to bo the Professor of Mental and Moral Philosophy, the Synod concurring in terms of the Presbyterian Church Lands Act of 1866. Chair of Natural Philosophy. —The Chair of Natural Philosophy, recently established by the Synod of the Presbyterian Church of Otago and Southland, has been filled by the appointment, by the Board of Property with the concurrence of the Synod, of Professor Shand, who has held the Chair of Mathematics and Natural Philosophy from the opening of the University. The Council has made the necessary arrangements for filling the vacant Chair of Mathematics. Tenure of Future Appointments. —The Council, after a good deal of consideration, has resolved that the tenure of all future appointments of professors be for five years, thereafter terminable at six months' notice on either side. The offices of Chancellor and Vice-Chancellor having, during the month of September, become vacant by the effluxion of time, the Bev. D. M. Stuart, D.D., was re-elected Chancellor, and His Honour Mr. Justice Williams was re-elected Vice-Chancellor. Dr. Macdonald having resigned his seat in the Council, the vacancy has been filled by the appointment of Mr. John Boberts, of Dunedin. School of Mines.— The number of students who have as yet availed themselves of this school has not been such as to warrant the expenditure involved in its continuance—a circumstance deeply to be regretted, inasmuch as the teaching appliances are, to a great extent, fully complete, and the Director of the school is eminently qualified for the position. Considering the vast extent and variety of the mineral resources of New Zealand, it does not seem creditable to the colony that it should not possess at least one fully-equipped and high-class school of mines. It is thought that probably the best, if not the only, way of rendering such school a success would be for the Legislature to enact that, after a given date, it shall not be competent for any person to act, either as Inspector or Manager of Mines unless he holds a diploma from some recognised school of mines in this colony or elsewhere; such enactment, of course, not to apply to those who at present occupy such positions. There have been various communications with the Government on the subject, both personally and in writing; as yet these have led to no practical result. It is hoped, however, that during the ensuing session of Parliament action will be taken in the direction hereinbefore indicated; or that, failing this, provision will be made whereby the mining industry throughout the colony may have the advantage of the valuable services of Professor Ulrich in some other capacity.
