1886. NEW ZEALAND.

EDUCATION: SUBSIDIES TO PUBLIC LIBRARIES (PAPERS RELATING TO DISTRIBUTION OF). [In Continuation of E.-10, 1885.]

Presented to both Houses of the General Assembly by Command of His Excellency.

I. —Extbact from the New Zealand Gazette, sth November, 1885. Education Department, Wellington, 4th November, 1885. Notice is hereby given that the sum of £4,000 has been voted by Parliament for distribution to public libraries. The distribution will take place on the Bth February, 1886, and no claim will be entitled to consideration that shall not have been sent in in due form and received by the Secretary for Education, Wellington, on or before the 31st January, 1886. A library to be entitled to a subsidy must be public in the sense of belonging to the public, and of not being under the control of an association, society, or club, whose membership is composed of a section of the community only, and if within a borough it must be open to the public free of charge. The receipts for the year must not have been less than £2, exclusive of moneys received from endowments, or from Government, or from Borough or County Councils, or for special building purposes, or as rent, hire, or consideration for the use of any room, or building, or land belonging to the institution, in respect of none of which will subsidy be allowed. The net proceeds of concerts, lectures, or other entertainments on behalf of the current expenses of the library will be regarded as voluntary contributions. A subsidy will not be given to more than one library in the same town. The income of each library may be stated either for the year ending the 31st December, 1885, or for the year ending with that day in the year 1885 on which the annual accounts of the library were made up. A nominal addition of £25 will bo made to the amount of each library's receipts, and the vote of £4,000 will be divided in proportion to the amounts as thus augmented, but so as that no institution shall receive more than £50. Application to share in the distribution must be by means of a statutory declaration by the Chairman, or Secretary, or Treasurer of the institution on behalf of which it is made ; such declaration shall bo on the form provided for the purpose, and shall be as follows: — Declaeation. I [name], of [place of abode], [occupation], do solemnly and sincerely declare that I am Chairman [or Secretary or Treasurer] of the [name of institution] ; that during the year ending the day of , 1885, the receipts of the aforesaid institution for the maintenance of the library only was as follows: From rates levied by a local governing body under "The Public Libraries Act, 1869," pounds shillings and pence; from the subscriptions of members, pounds shillings and pence; and from voluntary contributions other than members' subscriptions, pounds shillings and pence ; that the information hereinafter furnished by mo in the appendix hereto is correct in every particular; that the abstract of accounts is a truo statement of the receipts and expenditure of the institution for the year herein specified; and that by the rules of the institution admission to the reading-room is open to the public free of charge. ll.—Extbact from Ninth Annual Eepobt of the Ministeb of Education. A vote of £4,000 was passed in the session of 1885 for aid to public libraries. Only £3,967 18s. 4dwas available for distribution, the sum of £32 Is. Bd., paid on account of the vote of 1884, but within the financial year 1885-86, being a first charge against the vote of 1885. Six libraries, with an aggregate income of £1,982 15s. 9d., received £50 each instead of the larger sums which would have been due to them had they been allowed a proportional share in the distribution. Three hundred and fifty-two smaller libraries, with an aggregate income stated at £6,468 ss. 9d., had allotted to them by way of subsidy £3,667 18s. 4d. The distribution was calculated while there was some uncertainty as to the accuracy of the accounts submitted by several of the libraries. Further investigation of these accounts has led to a deduction of £20 2s. 9d. from the calculated subsidy, and this sum is lost to the libraries through errors in the accounts of some of them. A further possible loss to the libraries as a whole and a corresponding gain to the Treasury arises from the fact that owing to delays in the clearing-up of disputed questions of account £27 16s. 6d. of the subsidies allotted remained unpaid at the end of the financial year, and therefore could not be paid out of the vote. The part of this liability—£2o Bs. 4d.—that has been paid will be a charge against any new vote in aid of public libraries, and the remainder—£7 Bs. 2d.—which is still under consideration will, if paid at all, be charged in the same way. The subsidies actually paid were distributed among the different education districts as follows :—

The case still under inquiry belongs to the Auckland District, the income of the library being stated at £5 16s. 3d., and the subsidy calculated being £7 Bs. 2d.

lll.—List showing Disteibution of Subsidy in detail. [Note. —The total distribution shown in this list exceeds the total of the statement in the annual report by £7 Bs. 2d. paid to Northcoto library, and £7 18s. Bd. to Chatham Islands library since the date of the report. The case of Northeote was under consideration at the date of the report, and the claim of the Chatham Islands was admitted after the proper time, on the ground of the remoteness of the islands. The total income shown here is greater by £37 10s. 3d. than that shown in the report. This difference includes tho income of the two libraries just named ; it also includes the differences in four cases between the actual income of libraries and the income on winch subsidy was computed in order to correct former overcharges.]
