POST OFFICE AND TELEGRAPH DEPARTMENT (REPORT OF THE) FOR THE YEAR 1884.

I have the honour to submit to your Excellency the report on the Postal and Telegraph Service for the year 1884, with a statement of revenue and expenditure to the 31st March last. EEPOET. A satisfactory increase of business in all branches was the result of the year's operations. The revenue for the financial year was £284,245 2s. 9d.—an increase over the former year of £15,060 15s. 5d., or 5-59 per cent. The expenditure, excluding what was charged to Loan and the separate vote for buildings, was £256,497 16s. lid., against £252,097 14s. 9d. expended the previous year—an increase of £4,400 2s. 2d., or 1-74 per cent. only. The balance of revenue over the ordinary expenditure for the year was therefore £27,747 ss. lOd. The revenue, however, does not represent the value of the actual work performed. The franked correspondence and telegrams forwarded on Government service, and for which no payment is made, have not been taken into account. The value of these amounted to £70,830 Is. sd. and £20,855 19s. 7d. respectively—a total of £91,686 Is. This sum added to the cash receipts brings up the gross earnings of the department to no less than £375,931 3s. 9d. for the year, or £119,433 6s. lOd. over and above the ordinary expenditure. It may fairly be urged that payment should be made for the whole of the work which in performed gratuitously for other departments of the Government service. Were such a change applied generally throughout the service, it is believed a considerable saving would be effected. £11,905 os.' 6d. was expended on new buildings, additions, repairs, &c, and charged to the vote for public buildings. On account of telegraph extension, &c, the sum of £25,911 12s. 6d. was spent out of loan. 35,257,846 letters were dealt with—an. increase of 1,669,438. 1,654,305 telegrams of all codes were forwarded, being an increase of 54,905 telegrams. The Savings Bank deposits for the calendar year exceeded the withdrawals by £31,978 10s. 5d., compared with an excess of withdrawals of £117,245 14s. 2d. over the deposits in 1883. The introduction of postal notes for circulation within the colony has been decided upon. The value of the notes and the poundage payable thereon will be, — Value of Note. Poundage. It is also proposed to establish a parcels post, and a Bill providing for both inland and foreign parcels posts has been introduced in Parliament. Should the Bill be passed, it is intended to establish an inland parcels post early next year. It is also the desire to extend the system to places outside the' colony. The fact of there now being a contract service by the direct steamers nas removed many of the difficulties which hitherto interposed the way of establishing a parcels post between the colony and Great Britain. During the year 51 officers of the permanent staff were appointed, 29 resigned, 6 were dispensed with, 4 dismissed, and 7 died. Departmental changes, &c, involved 130 transfers. 108 telegraph-message boys were taken on, 41 resigned, 6 were dispensed with, 11 dismissed, and 3 died. The net increase was 47. The total strength of the staff of permanent officers at the close of the year was 927. This was exclusive of 218 telegraph-message boys, and 697 country postmasters. The nature and extent of the business performed by each branch of the service will be found disclosed in the statements which follow, and in the appended tables. It may be remarked that, whatever may have been the effects of ,the depression experienced in several parts of the colony during the year, the business of the Post Office and Telegraph in no way suffered. The average number of letters posted by each person was estimated at 28'39. The cash receipts for the financial year ended the 31st March last amounted to £186,066 16s. 7d., being an increase of £9,384 7s. 10d., or 5-31 per cent. Stamps were estimated to have increased £3,000; money order commission increased by £128 18s. 2d. ; and private box and bag fees, £75 Is. The postage received from foreign post offices was £6,724 3s. 9d. in excess of the sum received during the previous year, while the miscellaneous receipts fell off £627 17s. Bd. The expenditure on postal services was £161,069 14s. lid., against £158,200 os. Bd. for the former year, an increase of £2,869 14s. 3d., or 1-81 per cent. The expenditure, it should be noted, was £24,997 Is. Bd. less than the revenue. ' • The value of the free correspondence has been estimated at £70,830 Is. sd. Including this item, the gross earnings of the Post Office amounted to £256,896 18s., or an apparent surplus of £95,827 3s. Id. on the year's business. Property-tax receipts amounting to £93,688 16s. 2d., in 21,241 payments, were collected at post offices. 1,149 game licenses, for £1,635 195., and certificates for fees amounting to £2,743 10s., in Connection with the inspection of machinery, were issued at post offices.

Forms of application for registering patents are now to be procured at any money order office. 5,898,381 letters, 202,848 post-cards, 274,246 books, circulars, and parcels, and 1,642,599 newspapers were delivered by letter-carriers during the year. The letters increased by 558,507, post-cards 29,632, books, &c, 52,792, and newspapers 153,295. The letter-carriers' deliveries in several districts were extended and altered to meet requirements. Deliveries have been established at Akaroa and Geraldine, and the deliveries at Auckland, Christchurch, Dunedin, and Greymouth extended. At Auckland the deliveries were extended so as to include Surrey Hills, Eichmond Boad, Eichmond Avenue, and Great North Eoad. At Christchurch the deliveries now include Avonside, Hitchen's Corner, the Suburb of Dallington, and Spreydon. At Dunedin daily deliveries have been established at Eavensbourne and Eothesay, and deliveries extended to Mornington, Woodhaugh, and Pine Hill. At Greymouth the delivery now includes High Street (South) and Preston Eoad (South-west). 13 additional receivers were opened during the year—l at Auckland, lat Napier, 3at Wellington, 1 at Patea,l at Greymouth, 2 at Christchurch, 1 at Oamaru, 2 at Dunedin, and 1 at Invercargill. 7 receiving boxes were closed during the year. The total number of pillar, wall, and lamp-post receivers increased to 216. Newspapers are now permitted to be posted in all receivers. 45 additional post-offices were established, 4 reopened, and 14 closed during the year:—

The names of the following post offices have been changed : Waterford to Katikati, Governor's Bay to Teddington, Ohinetahi to Governor's Bay, Ohinemutu to Eotorua, Makeritu to AshleyClinton, Waimea to Goldsborbugh, Swift Creek to Heriot, Elbow to Luinsden, Upper Ferry to Hakateramea. Government Insurance agencies were established at the post offices at Fairlie Creek, Lumsden, Port Albert, St. Andrew, and Whitianga.

Late-letter boxes have been affixed to the Foxton-Wanganui-New Plymouth trains. 16 newspapers were registered for transmission through the post; and 167 newspapers at the end of the year were on the register of the General Post Office. 10 magazines were also registered, making the total number registered 169. Subscriptions to Hansard are now received at all post offices. Letter-carriers' uniforms are now made of materialsfof entirely colonial manufacture. The estimated value of the free correspondence for 1883 was £75,596 2s. 7d.

Dead Letters. The number of unclaimed letters received and disposed of during the under-mentioned years is shown in the following table: —

The unclaimed letters dealt with show an increase of 3'06 per cent, compared with the number disposed of the previous year. 5,254 book-packets and circulars were returned to foreign countries, 5,199 were returned to the senders through the Dead Letter Office, and 6,679 were returned by Chief Postmasters : a total of 17,132 book-packets and circulars, against 13,078 in 1883. In addition, 1 gold locket with blackstone and pearl, 1 greenstone cross and pendant, goldmounted, 1 wedding ring, 1 gold hunting watch and case, 1 silver brooch and 1 pair of silver earrings, 2 pairs of gold earrings, 1 silver ring with emerald and pearl, 1 silver chronograph watch, 1 gold ring and 2 pairs of earrings set with stones, 1 pair of greenstone earrings, gold-mounted, 1 silver locket and chain, 1 gold ring set with jewels, 1 silver lever hunting watch and Canadian gold chain, 1 silver ring, 3 diamond studs, 1 New Zealand gold-plated railway-pass, 1 piece of polished greenstone, 1 gold nugget in quartz, 1 piece of velvet, 1 silk handkerchief, 1 leather purse with steel clasp and chain, 1 flute, and 2 Crimean shirts, wore received at the Dead Letter Office. 5,15i unclaimed registered letters were dealt with, including 4,309 returned notices originally issued from Registrars of Electors. 22 letters detained for postage were received, 2 of which were subsequently forwarded. 649 newspapers and 431 books and other articles without addresses were also received: of these, 66 were delivered, and 91 book-packets forwarded to London for return to the senders. 94 letters were posted without addresses. 8 letters with libellous addresses were intercepted. 128 letters were imperfectly and wrongly addressed. 2,812 letters were refused. 9 letters were posted with previously-used stamps.

Registered Letters. The number of registered letters dealt with, compared with the numbers in 1881, 1882, and 1883, is shown below: —

Buildings. Extensive alterations are being carried out at the Auckland office. That part of the building formerly occupied by the Customs has been given up to the Post Office; and the accommodation for both public and officials is being improved and enlarged. This was much needed. New offices at The Port (Nelson), Picton, and Oamaru have been completed. Offices have also been erected at Petone (railway station) and Chatham Islands. Eepairs and alterations have been effected to the buildings at Onehunga, Te Awamutu, Opotiki, New Plymouth, Napier, Otaki, Blenheim, Nelson, Timaru, and Invercargill. Additions have been made to the buildings at Wairoa, Waipawa, Cable Bay, Naseby, Lawrence (Postmaster's residence), Wyndham, Waikaia, and Eiversdale. The new office at Greymouth is nearly completed; and offices are to be built at Te Awamutu, Katikati, Woodville, Opotiki, Lawrence (Postmaster's quarters only), Palrnerston South, and Bluff. Additions or alterations are being made, or to be made, to the buildings at Onehunga, Mercer, Maketu, Wairoa, Cambridge, Kihikihi, Hawera, Wanganui, Takaka, Sheffield, Kaiapoi, Christchurch, Cromwell, and Ophir.

The periodical tenders for the inland mail services for the term of two years from the Ist January last show a net increase in cost of £2,106 3s. lOd. per annum. The tenders in many cases were higher than in former years. Several additional services were provided for and the frequency of others increased. Once weekly between Takaka and Collingwood. Twice weekly between Neudorf and Upper Moutere. Weekly between Heddon Bush and South Hillend. Twice weekly between Invercargill and West Plains. Weekly between Kenepuru and Kenepuru Heads and Endeavour Inlet. Weekly between Sherry Eiver and Baton. Twice weekly between Waitaki and Eedcliff. Twice weekly between Maerewhenua and Main Eoad. Weekly between Tauranga, Whakatane, and Opotiki. Weekly between Ormond and Puhatikotiko. Thrice weekly between Greytown and Morrison's Bush. Fortnightly between Picton, Watamanga, and Port Underwood. Weekly between Eiwaka and Takaka. Weekly between Ngakawau and Seatonville (Mokihinui Eeefs), via Sweet's. Daily between Weet Melton and Eolleston. The frequency of the following services has been increased :— Between Morrinsville and Te Aroha, from thrice weekly to daily. Between Nelson and Eeefton, from once to twice weekly, and subsequently to thrice weekly. Between Westport and Inangahua Junction, from thrice weekly to daily (including Sunday, but not Monday). Between Outraru and Hindon, from once to thrice weekly. Between Cromwell and Bannockburn, from twice to thrice weekly. Between Lower Moutere and Ngatimote, from twice to thrice weekly. Between Papakura and Wairoa, from thrice weekly to daily. Between Te Aroha and Shaftesbury, from once to twice weekly. Between Feilding and Awahuri, from twice to thrice weekly. Between Masterton. and Bideford, from once to twice weekly. Between East Takaka and Takaka, from weekly to six times monthly. * Between Hokitika and Humphrey's, from weekly to thrice weekly. Between Irwell Eailway Station and Brookside, from thrice weekly to daily. Between Waihola and Taieri Beach, from once to twice weekly. Mail Steam Seevices. A contract for five years was made on the 9th December last with the New Zealand Shipping Company Limited for a four-weekly mail service by their direct steamers running between Plymouth and the colony. The service alternates with the San Francisco line, and secures to New Zealand, as far as practicable, regular fortnightly mail communication with Great Britain. The service began at Plymouth on the 20th and from the colony on- the 21st December. The main provisions of the contract are : The steamers are at liberty to arrive at and depart from the ports of either Auckland, Wellington, Lyttelton, Port Chalmers, or the Bluff, and are exempt from payment of light dues and also all harbour clues at the first port of arrival in, the colony. The mails are required to be conveyed from New Zealand to Plymouth in 42 days, and from Plymouth to the colony, in 4.5 days. Bonus of £5 an hour for the early delivery of the mails, and a penalty of £4 an hour for late arrival. The payments to the contractors to be in proportion to the quantity of mail matter conveyed, at the following rates : — Letters, 12s. per lb. Books and packets, Is. per lb. Newspapers, 6d. per lb. It was estimated that these payments would yield the company for the first year about £13,000. The service, so far, has been performed well within contract time. The average passage homeward has been 39 days 6 hours, and 42 days 18 hours outward. For the five months ended May last bonuses to the amount of £3,320 were earned. blishing and maintaining the service, the London Post Office has agreed to pay over to the colony the outward postages, less the British inland rate. The credits amount to :On letters, 15-02d. per oz.; books and packets, Is. 2d. per lb.; and newspapers, 4-68d. per lb. Any reference to this new mail line would be incomplete without it being recorded that the service is the outcome of colonial enterprise, and that it is a matter for congratulation that a New Zealand company should be in a position to contract for the conveyance of our mails to and from Great Britain by steamers equal to the finest and best appointed afloat. For collecting and distributing the mails despatched and received by the direct steamers an agreement has been made with the Union Steam Shipping Company, also for five years. The subsidy is £3,500 for the first year, and £3,000 per annum for the balance of the term. On announcing that the colony had established the direct contract service, this had the effect of terminating satisfactorily the controversy with the London Poßt Office in connection with its refusal to restrict the use of the Brindisi route for specially-marked correspondence for New Zealand. That office consented to again send by way of Brindisi only such mail matter for the colony as might be superscribed for that route, as had been the practice prior to the beginning of 1884, and to forward the bulk mails alternately by the San Francisco and the direct contract lines. The action of the London Post Office in persisting to despatch mail matter via Brindisi, which should have gone by way of San Francisco, resulted in a heavy loss to the colony. This will be understood when it is stated that in 1883, when nothing but specially-addressed British correspondence was sent via Brindisi, only 111,211 letters, 49,209 books and packets, and 261,824 newspapers were despatched by London to New Zealand; while in 1884 no less than 282,588 letters, 150,358 books, and 793,195 newspapers were forwarded by that route. The diverting of so much mail matter from the San Francisco to the Brindisi services had the effect of increasing the colony's loss, it is estimated, on the ocean mail services by £7,000 a year. In order to further reduce the loss sustained in the transmission of correspondence to Great Britain by way of Suez-Brindisi it was deemed advisable to increase the letter postage from Bd. to Is. per half-ounce. By the terms of the amended contract for the renewal of the San Francisco service for the two years ending November next, New South Wales took power to withdraw from the contract at the end of the first year, in the event of the contractors not obtaining contributions from the United States or other sources equal to one-third of the total subsidies payable by the colonies, and which were to be equally divided between the two colonies, and to be applied in reduction of the payments to the contractors. The contractors failed to secure any such contribution, and thereupon New South Wales gave the required notice of withdrawal. The clause which gave that colony the right to withdraw from the contract also required the contractors, immediately the notice of withdrawal was served on them, to inform New Zealand of the fact. This was not done ; but the contractors, without consulting this colony, endeavoured to secure New South Wales's adhesion to the contract by offering to reduce that colony's subsidy, and finally agreed to a reduccion of £7,000. This action was strongly disapproved, and the contractors were informed that, unless they were prepared to make New Zealand a similar reduction, the proposed arrangement with New South Wales would not be agreed to. The contractors declined to make any reduction in New Zealand's subsidy, and further negotiations failed to bring about a satisfactory agreement with them. Eventually this colony, as sole contractor, offered New South Wales the use of the service for £7,000 for the remainder of the contract term—twelve months, and to allow it to retain the postages on the outward mail matter and the London Post Office credits. This was accepted, and the New South Wales mails are now conveyed under these terms. In addition to the payment by New South Wales of the £7,000, New Zealand, as sole contractor, also receives the whole of the contributions from the other noncontracting colonies which formerly were, shared with New South Wales. The contract with the Pacific Mail Company terminates in November next, and, under the authority of the House of Representatives, tenders are being called for a new service. The San Francisco service has continued to be performed with commendable regularity. The average time between London and Auckland was shorter than in 1883, and more particularly was this the case with the homeward mails. Since November last the time between San Francisco, Auckland, and Sydney has been shortened by twenty-four hours, as provided by the contract the time between Auckland and San Francisco having been, reduced from 21 days 22 hours to 20 days 22 hours. The average time from London to Auckland for the year was 38-31 days, against 39-08 in 1883; and from Auckland to London, 37-62 days, against 38-85 the previous year. With the especial object of fostering trade with the South Sea Islands a contract for two years for a steam service every two months by the " Janet Nicoll," of 763 tons, has been entered into with Messrs. Donald and Edenborough, of Auckland, at a subsidy of £4,200 a year. The service is from Dunedin to Lyttelton, Wellington, Napier, and Auckland, thence to Tonga, Samoa, Tahiti, and Earotonga, or from Auckland to Earotonga, Tahiti, Samoa, and Tonga, at the option of the contractors. The service commenced at Dunedin on the sth June last. Several gentlemen, in the position of delegates and representatives of Chambers of Commerce and commercial interests, accompanied the steamer for the purpose of specially inquiring and reporting on the prospects of extending trade with the Islands. A representative of the Post Office also accompanied the steamer, to inquire into postal matters. It is expected that the establishment of direct steam communication between New Zealand and the Islands will ultimately lead to a large increase of business in both directions. A fresh arrangement haa been made for serving Karamea and the settlements south of Hokitika. It was represented that the former arrangements for communicating with the southern settlements were unsatisfactory. The department was urged to increase the frequency of the steam service from once in three months to once in every two months, and to secure a better class of steamer. This was agreed to, and tenders giving effect to these suggestions were invited for the service. Only one tender was received, viz., from the owners of the steamer " Napier," at £1,800 per annum. This offer was accepted for twelve months, but with the right of renewal for a further twelve months if desired. The question of how these West Coast settlements can be best served will be reconsidered shortly, and other arrangements probably adopted in the place of renewing the present service. With the desire of giving the settlers at Stewart Island regular means of communicating with the mainland a service by steamer between the Bluff and the several settlements on the island has replaced the service by sailing vessel. The service, which is for two years, is once a week, and is performed by the Bluff Harbour Board's steam-tug, at a subsidy of £300 for the first and £250 for the second year. Another service by steamer for giving a number of isolated settlers regular means of communication was established on the Ist December last between Auckland and the settlements on Great Barrier Island. The service is weekly, and is performed by the Northern Eiver Steamship Company. The contract is for two years, and is at the rate of £200 per annum. 218,898 letters, 125,976 books, and 625,599 newspapers were received from the United Kingdom, &c, by the Suez-Brindisi service; and 16,750 letters, 1,009 books, and 1,635 newspapers despatched. The payments made for the year for the transmission of correspondence by the Torres Straits Mail Service amounted to £10 15s. 2d. 12,542 letters, 161 books, and 9,891 newspapers were received from the United Kingdom, and 62,838 letters, 7,072 books, and 32,126 newspapers were despatched to the United Kingdom, by direct steamers. Money Orders. Money-order business was extended to 22 offices, namely, Paparoa, Kaeo, Darfield, Pukerua, Methven, Bannockburn, Portobello, Fordell, Goldsborough, Petone, Pukerau, Fairlie Creek, Eiversdale, Bombay, Tuakau, Devonport, Parnell, Ponsonby, Upper Symonds Street, Papakura, Greytown South, and Taupiri. The money-order office at Pahautanui was closed. The total number of money-order offices open at the end of the year was 243. 186,052 orders for £572,666 ss. 2d. were issued during the year, as compared with 172,556 orders for £541,132 15s. sd. in 1883, an increase of 13,496 orders for £31,533 9s. 9d. 155,116 orders for £475,199 14s. Bd. were paid, against 141,438 orders for £439,869 19s. Id. in 1883, the increase being 13,678 orders and £35,329 15s. 7d. The number of money orders issued for payment in the United Kingdom, Germany, the United States, Canada, and the Australian Colonies was 41,825 for £142,219 6s. 4d. 11,290 orders for £45,108 19s. were issued in those countries for payment in New Zealand. The balance against the colony was, therefore, £97,110 7s. 4d. In 1883 the excess of foreign orders issued in the colony over those paid was £99,721; in 1882, £104,665; and in 1881, £97,605. The telegraph was used for the transmission of 16,496 orders for £65,241 Is. 7d., against 16,261 orders for £64,735 6s. 7d. in 1883, an increase of 235 orders for £505 15s. The revenue from money-order commission was £9,525 3s. Bd., against £9,022 10s. 6d. for the year 1883, an increase of £502 13s. 2d. Arrangements have recently been completed for the exchange of money orders between New Zealand and certain foreign countries and British colonies through the medium of the London Post Office, which hitherto were not included in any money-order system with New Zealand. The following are the countries to which the new arrangement applies : Foreign Countries. —Belgium, Denmark, Danish West Indies, Dutch East Indies, Egypt, German Empire, Holland, Iceland, Italy, Japan, Norway, Portugal, Sweden, Switzerland. British India (including the agencies of the Indian Post Office at Aden, Bagdad, Bunder Abbas, Bushire, Busrah, Guadur, Jask, Linga, Muscat, and Zanzibar). British Colonies. —British America: Newfoundland.. Other Colonies: Bermuda, Ceylon, Falkland Islands, Hong Kong (including the agencies of the Hong Kong Post Office at Amoy, Canton, Foo Chow, Hankow, Hoihow, Ningpo, Shanghai, and Swatow), Straits Settlements. South and West Africa: Cape Colony, Gambia, Gold Coast, Lagos, Mauritius, Natal, St. Helena, Seychelles, Sierra Leone. West Indies : Antigua, Bahamas, Barbadoes, British Guiana, Dominica, Grenada, Honduras (British), Jamaica, Montserrat, Nevis, St. Kitts, St. Lucia, St. Vincent, Tobago, Trinidad, Turks Island ; Cyprus, North Borneo. The rates of commission to be paid by the remitters are the same as on money orders payable in the United Kingdom, but a deduction by way of commission is made by the London Post Office from the amount of each order for arranging the payment at the office of destination. This deduction is at the under-mentioned rates : For sums not exceeding £2 sterling, 3d.; for sums exceeding £2 but not exceeding £5, 6d.; for sums exceeding £5 but not exceeding £7, 9d.; for sums exceeding £7 but not exceeding £10, Is. The arrangement only came into operation in March last, and there has not been time to observe to what extent it meets the public convenience. Savings-Banks. During the year 22 additional savings-bank offices were opened and 1 office closed. The total number of savings-bank offices open at the close of the year was 242. 20,228 new accounts were ppened against 20,386 in 1883 ; and 16,447 accounts closed against 15,967 the preceding year. The number of open accounts on the 31st December last was 65,717 against 61,936 at the close of 1883. Of these, 48,262 had balances at credit of under £20; 8,352 of from £20 to £50 ; 4,791 of from £50 to £100; 3,179 of from £100 to £200; 754 of from £200 to £300; 225 of from £300 to £400, 84 of from £400 to £500; and 70 of over £500. 2—F. 1.

129,279 deposits, amounting to £1,227,909 11s. 4d., were received. Each deposit averaged £9 9s. lid., against £9 4s. Bd. for 1883, 80,800 withdrawals, for £1,195,931 os. lid., were made, the average of each being £14 165.; while the average in 1883 was £16 10s. 6d. The total amount at the credit of depositors on 31st December last was £1,499,112 os. 7d., against £1,409,751165. 7d. at the close of 1883, an increase of £89,360 4s. for the year 1884. The deposits exceeded the withdrawals by £31,978 10s. sd. In 1883 the excess of withdrawals over deposits was £117,245 14s. 2d. Interest amounting to £57,381135. 7d. was credited depositors. In 1883 it was £56,046 17s. 3d. The average cost of each Post Office Savings-Bank transaction, deposit or withdrawal, for the year, was 4 T 73-d.; and for the whole period of the existence of the Post-Office Savings-Banks in the colony, 6d. The total amount of interest placed to the credit of depositors since the Post-Office SavingsBanks were established, on the Ist February, 1867, has been £489,088 Bs. sd. TELEGRAPHS. The business for the year shows a fairly satisfactory increase over the previous twelve months. 1,654,305 messages of all codes were transmitted, being an increase of 54,905 messages, or 3'43 per cent. 1,257,818 ordinary messages were forwarded, of the value of £72,414 ss. 2d. The number dealt with in 1883 was 1,221,590, for £72,868 16s. There was, therefore, an increase of 36,228 messages, but a decrease in value of £454 10s. lOd. The number of Press messages transmitted was 175,640, on which £8,212 10s. 2d. was received, compared with 157,893 messages, of the value of £8,532 19s. 9d., dealt with the previous year. The number therefore increased by 17,747, but fell off in value by £320 9s. 7d. The receipts from Press messages for the year were equal to about one-ninth of the value of the ordinary telegrams, although they contained, it is estimated, about seven times the number of words more than the ordinary messages. The cash receipts for the financial year, inclusive of telephone-exchange subscriptions, privatewire rents, &c., amounted to £98,178 6s. 2d. The expenditure during the same period (exclusive of £25,911 12s. 6d. paid out of loan on account of construction, &c.) was £95,428 2s. ; the cash revenue was therefore £2,750 4s. 2d. in excess of the ordinary expenditure. But taking into account the Government messages, £20,855 19s. 7d., and the fees collected on money-order telegrams, £824 165., but not paid over by the Postal branch, the actual value of the services performed by the telegraph was £119,859 Is. 9d., which gave an apparent profit of £24,430 19s. 9d. for the year, equal to 4-50 per cent, on the capital cost.

43,793 telegrams of the urgent code, of the value of £5,542 165., were forwarded. In 1883 the number was 39,816, for £5,487 9s. Bd. 201,769 delayed messages were transmitted, compared with 168,141 in 1883, and 139,208 in 1882. The Government telegrams increased in number by only 930, but decreased £099 19s. 7d. in value, as against an increase of 11,545 messages, and £947 7s. 3d. in value for the previous year. The average number of messages transmitted during the year for every 100 letters posted was ' 10-32, compared with 10-78 for 1883. The average number of telegrams forwarded to every hundred letters in 1883 and 1884, from offices within the undermentioned districts, was as follows: — 1883. 1884. 1883. 1884. The commission amounted to £824 16s. The number of orders increased by 235, and £505 15s. in amount. The number and value of the money-order telegrams forwarded from offices within the several postal districts will be found in Table No. 27. Auckland sent 21-95 per cent.; Christchurch, 8-92 per cent.; Dunedin, 9-55 per cent.; and Wellington, 14-30 per cent, of the total number. These four districts sent more than one-half of the orders. Telegraph offices were opened at Ellerslie, Pairlie Creek, Ellesmere, and Seacliff. The telegraph offices at Worser's Bay, Parihaka, and Baling were closed. Telephone offices were established at Okaihau, Opua, Eaglan, Upper Symonds Street, Wade, Whatawhata, and Waitetuna (Auckland District); Dillmanstown, Kanieri, Stafford, Waimea (Hokitika); Havelock North, Taradale (Napier); Okaiawa (Wanganui) ; Frankton and Otama Bridge (Invercargill); North-East Valley, Port Molyneux, Eavensbourne, Waipori (Dunedin) ; Tapu (Thames) ; Wainuiomata (Wellington) ; Spring Creek and Wairau Bar (Blenheim) ; Akaroa Lighthouse, and View Hill (Christchurch); Hakateramea (Timaru) ; Kurow (Oamaru). There are now 110 offices connected by telephone. A Morse instrument was substituted for the telephone at Woodville. The names of the following offices were changed : Havelock to Havelock North (Napier) ; Ohinemutu to Eotorua, Waterford to Katikati (Thames); Waimea to Goldsborough (Hokitika); Elbow to Lumsden (Invercargill). The number of offices, telegraph and telephone, open at the end of the year was 350. Sixteen cadets were trained in the Learner's Gallery, and another class is being instructed. As a means of extending the usefulness of the telegraph, all offices which previously closed at 5 p.m., now re-open for an hoar in the evening between 7 and 8 o'clock. A further change in the interests of the public has been made since the Ist October last, by the abolition of the receipts hitherto taken for telegrams. Ordinary telegrams for delivery within the colony through a post office are no longer liable to postage. The postage on delayed messages has also been abolished. From the Ist October last all telegrams are prepaid in stamps. This has resulted in a simplification of accounts and an economy of labour. The number of miles of line maintained increased from 4,074 to 4,264. The average cost for maintenance per mile was £4 18s. 4d., against £4 16s. Bd. for the former year. The number of miles of wire increased from 10,037 to 10,474, which, with 2,820 miles of duplexed wire, give 13,294 miles of wire accommodation. The expenditure out of loan during the year for telegraph extension, &c, was £25,911 12s. 6d., and the total expended up to the 31st December last on telegraph lines, cables, &c, amounted to £542,441 7s. 6d. The telephone-exchange system is being rapidly extended. An exchange was established at Nelson on the Ist November last, and one at Oamaru on the 25th of the same month. A branch exchange was opened at the Bluff. Arrangements are already completed for establishing an exchange at Timaru, and one will probably be opened at Napier. ; The dates on which the several exchanges were established, the number of subscribers at the date of opening, and the number on the 30th April last are given in the following statement: — Auckland: Established on 24th October, 1881, with 26 subscribers ; on 30th April, 1885, 306 subscribers. Wellington: Established on Ist March, 1883, with 31 subscribers; on 30th April, 1885, 192 subscribers. Nelson: Established on Ist November, 1884, with 29 subscribers; on 30th April, 1885, 36 subscribers. The telephone-exchange receipts on the 30th April last were at the rate of £12,588 15s. a year. Under the reduced rates of subscription, which came into operation on the Ist July ultimo, the receipts are now £9,548 10s. per annum. The capital expended up to the 31st December last in connection with establishing the several exchanges was £26,178 2s. lid., and the annual cost for maintenance, repairs, and working expenses is estimated at £5,590 17s. The reductions made in the subscription to the telephone exchanges since they were established have been as follow: On the Ist January, 1884, the annual subscription for the first year was reduced to £12 from £17 10s., which dated back from the establishing of the exchanges ; and for subsequent years from £12 to £10. Fourteen additional private wires were erected during the year, making the number of these wires maintained by the department 90. The revenue derived from the private wires is at the rate of £1,330 4s. lOd. a year. The following gives the result of the operations carried out in the several districts during the year under the immediate direction of the Inspectors : — Auckland District. The following extensions have been completed during the year: Waiwera to Tiritiri, Hamilton to Raglan, Waitakerei to Railway Loop Line, Waihori to Morrinsville, Waiwera to Wade, Whangarei. Railway- Station to Opua Wharf, Auckland to Newmarket (No. 9 railway wire), Hamilton to Frankton Junction (railway wire), Te Awamutu to Railway Station, Thames to Tapu, Kawakawa to Opua, Ohaeawai to Okaihau: making a total of 85 miles of line and 113 of wire, including four and a half of cable. The lines throughout the district have remained in good order. About a third of the whole have received a slight overhaul, principally the renewal of kauri poles, where decayed. The telephone exchange has worked satisfactorily, and the number of subscribers considerably increased. Napier District. During the year the following lines have been erected : Havelock to Hastings, Napier to Taradale, extension of railway line from Makatoka to Danevirk: making a total of 20 miles of wire and 16 miles of poles. New offices have been opened at Havelock, Taradale, and Danevirk. The continuation of the line from Taupo to Cambridge via Waotu is progressing. The length of the line will be 77 miles. The line to Frasertown from Wairoa is also in progress, and nearly finished. A diversion has been made on the Tauranga-Katikati Section of five miles to bring the wires nearer the road. \ The following lines have undergone thorough repair and reconstruction : Napier to Tauranga, Maketu to Opotiki, and the Te Puke line: all decayed poles, upwards of 536, covering about 170 miles of line, have been butted or renewed. Long arms have been fixed on the Tauranga loop and the line from Napier to Hastings. Four miles of wire have been renewed on the beach between Napier and Farndon, where the corrosion due to sea-water has rendered the line weak. Also 30 miles of wire have been renewed on the Eotorua loop, where the sulphurous-acid fumes had reduced the line to a dangerous condition. The lines generally are in good order throughout the district. Wellington District. During the year all the lines in this district have received a thorough overhaul, and are all in first-class condition. For the Railway Department, a telephone line has been constructed between Sentry Hill and Waitara on the existing line of poles, and the railway-station at New Plymouth has been placed in circuit on the No. 3 wire, which terminates at Inglewood. It is proposed to extend this line to Normanby, which will then give the Railway Department through wire communication from Wanga.nui to New Plymouth. The railway-stations at Hawera and Patea have been connected by telephone with the telegraph offices at the same places. On the Wellington and Masterton Railway the ABC instruments between Featherston and Cross's Creek and Cross's Creek and the Summit have been replaced by telephones. A telephone line has been run from the Lower Hutt telegraph office to the Waiwetu, and the railway-station at Petone has been connected with the railway-station at Wellington, also by telephone. Owing to the growing requirements of the Woodville office, the telephone connecting it with Palmerston North has been replaced by a Morse instrument. This alteration has necessarily increased the cost of the maintenance of the office by over £100. It has been found by experience that wherever it is practicable to substitute the telephone for the Morse instrument a large saving in departmental expenditure is effected. The Constabulary telegraph office at Parihaka has been closed, and the line connecting it with Pungarehu has been dismantled; the wire was only erected, in the first instance, in a temporary manner. The usual tests of the three Cook Straits cables for the year ended 31st December last will be found in Tables 24 and 25. So far as it was possible to judge by the results of their respective insulation tests the cables appeared in good condition. Note.—Without any previous warning, communication by the three-wire Cook Strait cable was completely interrupted on the evening of the 12th June last. The break has beeii located at a point about twelve miles from White's Bay. Special arrangements providing for the Wakapuaka cable being fully utilized were at once adopted, and provision made for working the remaining cables continuously from 8 a.m. to 4 a.m. This, so far, has enabled the South Island work to be got off without any perceptible delay. The repairing-cable steamer of the Eastern Telegraph Extension Company has been telegraphed for, and it is expected she will arrive in Wellington in the course of a few weeks, when repairing the cable will be proceeded with. The previous break to this cable occurred on the 19th February, 1882, and repairs were completed in May following. It may be added that the cable has been laid since 1866. Blenheim District. (Kaikoura and Collingwood and West Coast Lines.) During the year the following lines have been erected for telephone communication : Westport to Waimongoroa, an additional wire from Goldsborough to Hokitika and Kanieri, Kumara to

Dillmanstown, Motupiko to Sherry, Blenheim to Wairau Bar; and at present under construction, Collingwood to Capo Farewell. The Blenheim and White's Bay Section has been overhauled and strengthened. The lines in the district have been carefully overhauled and placed in an efficient state of repair. A telephone exchange has been opened at Nelson. Canterbury District. During the year the following lines and wires have been erected : New wire, Christchurch to Waitaki; line, Albury to Fairlie Creek; line, Oxford to View Hill; telephone line, Akaroa to Akaroa Lighthouse; telephone line, Lyttelton to Lyttelton Lighthouse. Christchurch to Kaikoura : Some parts of this section will require additional attention shortly. Christchurch to Waitaki: Many of the poles in this section will want renewing, as they are getting very tender. Arahura Junction to Eolleston : The road-crossings in this section have been raised. The line between Bealey and Arthur's Pass will be overhauled shortly, and all defective saplings removed. Christchurch to Akaroa : Many of the poles in this section are getting tender. A slight overhaul has been made during the year. A considerable diversion had to be made along Lake Forsyth to allow the railway works to proceed. All other lines in this district are in thoroughly good order, and have been carefully overhauled. The telephone exchange in Christchurch is working very well, and gradually increasing. Otago Disteict. During the year the following lines have been erected: Gore to Pukerau, Gore to Eiversdale, Dunedin to Bavensbourne, Dunedin to Caversham, Bluff to Signal Station and Flagstaff, Queenstown to Frankton, Duntroon to Kurow and Hakateramea, a section of wire (14-J- miles) from Oamaru to Waitaki. Several Eailway and Marine Department lines have been erected. The principal works of maintenance have been reconstruction (six miles) from Mataura southwards. The whole of the line from Mataura to Balclutha was overhauled, and a number of new pole-butts put in. About a mile of line has been reconstructed between Milton and Balclutha. The line from Waitaki to Dunedin was overhauled. In addition to special repairs all lines have been overhauled and many minor repairs made, and are now in thoroughly good working order. The Bluff to Invercargill, Invercargill to Eiverton, and Invercargill to Winton Sections, however, require an overhaul. The telephone exchanges at Dunedin, Invercargill, Port Chalmers (branch), and Oamaru are working very satisfactorily.
