COST AND AVERAGE EARNINGS OF PRISONERS (RETURN OF), IN THE SEVERAL GAOLS OF THE COLONY FOR 1881.

Return to an Order of the House of Representatives, dated 25th May, 18S2. " That there be laid on the table (1) a return of the average cost of each of the prisoners in the several gaols of the colony, from the Ist January to the 31st December, 1881; and (2) a return of the average earnings of each prisoner for the said period, specifying the amount of these earnings month by month, and distinguishing between the amount earned by skilled and unskilled labour respectively, and setting forth the amount earned by each particular trade comprised in the former category."— (Mr. Hutchison.)

INVERCARGILL.

Total earnings, £275 17s. lOd. Skilled workmen, none. Unskilled workmen, daily average, 18; average monthly earnings, £1 ss. 6d. Female, none. Gross annual cost per prisoner, £65 18s. 3d. Net annual cost per prisoner, £52 12s. 2d. N.B. —The monthly average of female prisoners was about two. The unskilled earnings include the few days' labour which these women performed. It is so small as not to be worth making a separate entry, and was performed in spare hours after washing and cleaning prison, &c.

LYTTELTON.

Total earnings, £802 Bs. 2d. Skilled workmen : Printers, daily average, 12; net earnings, £544 Os. Bd.; average monthly earnings, £3 15s. 4d. a man. Tailors, daily average, 8 ; net earnings, £172 Os. 2d. ; average monthly earnings, £1 15s. lOd. a man. Shoemakers, daily average, 6; net earnings, £60 9s. 4d.; average monthly earnings, 16s. 9d. a man. In addition to above, carpenter prisoners made 94 days' work during year, for which £13 ss. was received, and a tinsmith prisoner did 25 days' work, for which £1 13s. was received. Unskilled workmen : Daily average, 100 ; net receipts, £11; average monthly earnings, 2d. a man. Except for a short period in December the unskilled labourers were employed at work not paid for. The discrepancy between the earnings of printers as here stated and the value of their work, as computed by Government Printer in his report, is, owing to the fact that the Prisons Department claims credit only for work paid for, while the Government Printer valueß all the work done. At Mr. Didsbury's estimate, the monthly earnings of a Lyttelton prisoner printer average £7 4s. sd. This, however, makes no allowance for foreman's wages and work done by him.

All the shoemakers', tailors', &c, work is paid for, and foregoing does not apply to it. The amount paid into the Treasury on account Lyttelton work was £1,142 ss. 5d.; the value of raw material, such as cloth, leather, timber, &c, was £339 17s. 3d., leaving net value of labour £802 Bs. 2d. Nothing is deducted for material from printers' earnings, as it is supplied by Government Printer, and the labour only is paid for or valued. Summary Lyttelton work : Printers, £544 Os.
