BOARD OF HEALTH REPORTS. (IN CONTINUATION OF PAPERS PRESENTED 4TH JULY, 1876.)

In continuation of the reports forwarded with my letter of date the 10th ultimo, I have now the honor to transmit the copy of a report received this day from the Parnell Local Board of Health. Enclosure in No. 1. The Chairman, Board of Health, Parnell, to the Chairman-, Central Board of Health, Auckland. Sib,— Parnell District Board Office, Parnell, sth July, 1876. I have the honor to enclose health report for the year ending 30th June, 1876, from the Medical Health Officer of the above district. In doing so, I beg to direct your attention to the last clause, wherein Dr. Goldsbro' suggests that the present Assembly of Parliament should be petitioned to alter the clauses of the Health Act, so as to render the speedy and efficient removal of nuisances, giving power to local Boards to close buildings where such nuisances are created dangerous to public health. This Board entirely differs with the suggestions made by the Medical Health Officer so far as relates to the local Boards having increased powers. Increased powers should be granted to some person or central body perfectly independent of all local interests or influences, to take or cause to be taken speedy and efficient measures for removing the cause of nuisances, and to close up buildings where such nuisances are created. Sib,— Parnell, Ist July, 1&76. I have the honor to state, for the information of the Board, that the health of the district during the past twelve months has been satisfactory. There have been six cases of dyptheria, three of which proved fatal; four of these occurred in Brighton, and I regret to add that two cases of typhoid fever have been reported in the same neighbourhood during the past two months. Both these cases did well and were not of a malignant type. I have met with no cases of scarlatina or scarlet fever. Allender's soap works are still reported as a nuisance, but in the present state of the law it seems impossible to remove or lessen the injurious effluvium. I would suggest that the present Assembly of Parliament should be petitioned to alter the clauses of the Health Act, so as to render the speedy and efficient removal of nuisances, and giving power to local Boards to close buildings where such nuisances are created dangerous to public health.
