TELEGRAPH DEPARTMENT. (TWELFTH ANNUAL REPORT.)

I have the honor to submit to your Lordship a Report as to the operations of the Telegraph Department of New Zealand during the year ended 30th June, 1876, being the Twelfth Annual Report of the Department. REPORT. The revenue for the year 1875-76 was estimated at .£62,000. It has, however, exceeded that amount by more than £1,300. The number of telegrams transmitted during the year was 1,051,086, being an increase over the previous year of 133,958. Including the value of General Government telegrams, the gross earnings, of the department for the year amounted to £79,537 7s. lid. It will be seen, on reference to the debtor and creditor statement, that the expenditure exceeded the receipts by £2,803 Is.: the expenditure incurred in the repairs of the Cook Strait cable, amounting to £3,363 15s. 5d., having been debited against the vote of the department, has placed the balance on the wrong side. Owing to the increased number of stations, and the additional lines, the expenditure is greater than in any previous year. Several amounts have also been charged against the vote of the department, which might with justice have been charged upon construction, and taken out of the telegraph portion of the loan. The number of telegrams transmitted during the year, as compared with the number of letters posted during the same period, shows that 22 #21 telegrams were sent for every 100 letters posted. This proportion is rather less than last year, when the comparative number was 22*59. It must, however, be remembered that there is an increase in the number of lettefs of almost 700,000, so that the proportion of telegrams is very satisfactory. Since the date of the last report, direct communication has been established with Australia. The cable was opened for business on the 21st February last, and has been largely used. It will be seen, on reference to Table A, that the Wakapuaka Station has, since the date mentioned, forwarded to New Zealand stations, 3,467 telegrams. Of this number, 3,395 messages were received through the cable, from Sydney and places beyond, the average of words per message being 19"3. The number forwarded from New Zealand through the cable, to Sydney and places beyond, during the same period, was 3,268, the average of words per message being, in this case also, 193. The number of Money Order telegrams sent during the year was 10,712, representing a value of £48,988 17s. 3d., or an increase of 1,062 messages, and of £2,498 17s. 5d., as compared with the previous year. The commission collected by the Post Office was £1,352 Is. 4d.; and after deducting £535 125., due to the Telegraph Department as fees on the telegrams, there remained to the credit of the Post Office, as commission on exchange, £816 9s. 4d., almost £1| per cent, on the amount transmitted. The largest number of orders was issued in Wellington, Dunedin coming next, and Christchurch next. During the year, 118 miles of line carrying double wire, and 50 miles carrying single wire, have been erected; and 335 miles of wire have been added to the original lines, making a total addition of 621 miles of wire. There are now opened to the public throughout the colony 142 stations, 15 of which have been opened during the past year, 9 in the South Island, and 6 in the North Island. The length of line maintained during the year was 2,980 miles, the average cost for maintenance being £5 18s. lOd. per mile. This is exclusive of the amount expended in the repair of the Cook Strait Cable, which is referred to elsewhere. At the close of the year, 3,154 miles of line, carrying 7,247 miles of wire, were in circuit, showing an increased mileage upon the previous year, in line 168 and wire 621. The nominal strength of the department, including Linemen and Inspectors, on the 30th June, 1876, was 567, against 509 of the previous year.

Since the date of the last Report, new and convenient offices have been erected at Napier, Invercargill, Hokitika, Greymouth, and Nelson; and new offices are now being erected in Dunedin. The want of these latter are much felt, owing to the very inferior accommodation afforded by the present offices. The duplex system of telegraphy has been further introduced on the circuits between Blenheim and Christchurch, and between Wellington and Napier. It has been in daily operation upon the circuits mentioned for some months past, and on the cable since the 18th June, 1874, and has proved the greatest success. With all these facilities, the wire accommodation is not more than the increasing work of the department requires. It must, therefore, be obvious that the perfecting and introducing of the system has proved a very great advantage and saving to the department. The following lines, which were in course of construction at the date of the last Report, have been completed : — Nelson to Lyell. This line, which is 118 miles in length, was completed in November last. A lineman's station has been opened on this section at Top-House, and another will shortly be opened at Foxhill. The advantage of this route has been fully experienced during the existence of bad weather, when communication with West Coast stations has been interrupted on the line from Christchurch via Bealey. A full description of the course adopted for the erection of this line was given in the Report of last year. The total cost of the section, given under various headings, will be found stated in Table I. Katkoura Reconstruction. This work was commenced in February and completed in August of last year; 47 miles of new line had to be erected, and in this work a number of the old poles, which were found to be in an excellent state of preservation, were utilized; 35 miles of line were re-insulated; and wherever practicable the line was carried inland to avoid the influences of the salt water. Where the precipitous nature of the country would not admit of such deviation, every precaution was taken to make the line as perfect as possible, by placing on separate poles the wires in the immediate vicinity of the sea. Particular attention was paid to the more exposed portions of this section, and the great improvement of the line since the completion of the work has conclusively proved the thorough manner in which the repairs, &c, were effected. Total cost of these works is shown in Table I. Second Wike, Greymouth to Lyell. This work was completed in November last, and put Greymouth in direct communication with Nelson, on the Lyell circuit. Advantage was taken during the erection of this wire to insert totara poles between Reefton and Greymouth, which were unobtainable when the line was first erected. For cost of erection of this wire, see Table I. Second Wire, Tokomairiro to Lawrence. The erection of this wire was completed in August of last year. The increasing work on the Gold Fields line called for this additional facility. The cost of this work is shown in Table I. Waipukurau to Porangahau. The continuation of the fourth wire from Waipukurau to Porangahau was completed in June last, and a lineman's station was opened at the latter place on the 25th January. LINES AND WORKS PROJECTED AND FINISHED DURING- THE YEAE. Christchurch to Hokitika (Reconstruction). In the early part of the year, an important alteration was made in the route of the Hokitika and Bealey line at its western end. By the insertion of 5 miles of new line, it was brought to the Hokitika and Greymouth line, thus cutting out 17 miles of line through country liable to floods, and removing it from a timber clearing only a chain in width to one from 2 to 3 chains wide. The cost of this work is shown in Table I. TOKOMAIKIRO TO QuEENSTOWN (RECONSTRUCTION). This section of line has, during the past year, been thoroughly overhauled, and new poles inserted and new wire erected where necessary. It is now in good condition. Greymouth to Hokitika (Reconstruction). This section has, during the past year, been put into good repair. The expenditure thereon, which is shown in Table I, includes the cost of making a track, for maintenance purposes, from Brighton to Greymouth. Fourth and Fifth Wires, Christchurch to Dunedin; and Third and Fourth Wires, Dunedin to Bluff. The erection of these wires was completed in July last. This increased wire accommodation greatly facilitates the ever-increasing work in the South Island. The expenditure is shown in Table I. Otago Heads Line. A line from Dunedin to Otago Heads was completed, and a station opened at the Heads,

in December last. The section is 20 miles in length. The office is now conducted by a cadette, the daughter of the signal-station keeper. The cost of this line is shown in Table I. Kaitangata Line. The extension of thi< line from Balclutha was completed in April last. An office is now being erected. The cost of the section, which is 6i- miles in length, is showii in Table I. Outram Line. The erection of this section {7\ miles long), from Mosgiel, was completed in February last. The building for an office at Outram is being proceeded with. The cost of the section is shown in Table I. Rangiora to Oxford. A branch line to connect Oxford was completed in January last. An office at the latter place is in course of erection, and a station will be established on its completion. The cost of the section is shown in Table I. Second "Wire, Wellington to Wanganui (Completion or). The erection of this wire has now been completed. All the small stations on that circuit have been placed upon this wire, leaving the other available for direct communication with Wanganui and New Plymouth. The cost of this work is shown in Table I. Ohinemutu Line. This line was rendered necessary by the removal of the office at Rotorua to Ohinemutu, the latter place being more .central, and the township being situated there. The length of the section is 2 miles. Rangiriri to Mercer (Reconstruction). In July last, this section was straightened, all angle poles were doubled, and the swamps along the line were fascincd. In November, a portion of the section was removed from the bank of the Waikato River, and re-erected along the line of railway. The cost of this work is shown in Table I. LINES AND WORKS IN COURSE OP CONSTRUCTION. Hawera to New Plymouth. Instructions were received on the 15th March to proceed with this work, and to carry the line at the back of Mount Egmont. Tenders for cartage of material, &c., were called for without delay; the first pole was erected at Hawera on the 22nd May; and one wire was through to New Plymouth on the 29th of June. It is expected that the second wire through will be completed by the middle of August. The total length of the line is 48^ miles, 32 miles of which is through bush. The country the line passes over is generally low undulating ground, intersected in the bush by numerous streams from Mount Egmont. There was great difficulty in delivering poles and material, owing to the state of the bush road. The weather, also, during June was so inclement that little progress could be made in erection. From New Plymouth, the line follows the Devon Road past Bell Block, and thence to Sentry Hill. From this point to Inglewood, the road keeps by the side of the railway, and the line is run between them. The bush through which the line passes has been felled two chains wide for the greater part of the distance, and all dangerous trees have been removed. The spare material, which was lying at Opunake and Stony River, and which was intended to connect those two places, has been utilized in this work, so far as it was deemed fit. The station at Stony River, not being required, was closed upon the establishment of direct communication. MAINTENANCE AND REPAIRS. Bluff to Balclutha. A repairing party has traversed nearly the whole of this line, and effected such alterations and repairs as were found necessary. Between Mataura and Clinton, slight alterations have been made in consequence of the formation of a new road. At Mataura, it was also necessary to remove a number of poles which were found to be in the way of the buildings then being erected for the paper mill. Between Invercargill and Riverton, a mile of the line has been removed to a line of new road. This was done to avoid crossings, and to remove poles from private property. This section is now in good condition. The cost of maintenance of this and other sections is given in Table G. Balclutha to Waitaki. Between Dunedin and Caversham, the poles and wires have been removed from the main road and erected along the railway line. No other alterations have been found necessary, and the section is in good condition. TOKOMAIRIRO TO QUEENSTOWN. This section has, during the year, received a thorough overhaul. Christchurch to Hokitika and Greymouth. Owing to bad weather, the interruptions on this section have been very numerous, but no serious delay in business has resulted. Tube piles have been inserted at the Kowai and Mahkihiki Rivers, for protection against floods. In the City of Christchurch, where 14 wires

run on one set of poles, strong timber has been provided, and the foundations have been concreted. Siemens compound wire is in use throughout the city, and on account of the number of wires on the poles within the town, this material, from its light manufacture, proves of great advantage. This section is now in good working order. Wellington to Napier. During the year, this section has been carefully examined. Between Wellington and Hutt, and Napier and Waitangi, the white Prussian insulators have been substituted for Varley's brown stoneware insulators. Insulation is considerably improved thereby. Between Waipawa and Waipukurau, the line has been shifted to avoid some long river spans. The poles are now fixed on the railway bridges, the spans are all short, and the line is consequently strengthened. Napier to Tauranga. This section has, during the past year, been closely examined, but it has not been found that any repairs are pressingly required. From Hairini Turret, near Tauranga, to Maketu, and between Napier and Petane, the Varley insulator has been replaced by the white Prussian one, and it makes the insulation of these sections perfect. Auckland Lines. No alterations or repairs calling for any special remarks have been found necessary during the year. The track between Hastings and Coromandel has been cleared and made passable for linemen when out on inspection. The short poles at railway crossings have been removed and longer ones inserted. Near the City of Auckland, a few minor alterations have been made to meet the requirements of railway works and roads in course of construction. Between Grahamstown and Hastings, a portion of the line running along the sea beach has been removed to higher and safer ground. At Hamilton, several poles have been removed owing to alterations in the township; and at the same time the crossing at the Waikato River was improved. Between Hamilton and Newcastle all angle poles have been doubled. Slight alterations have been made at Onehunga, rendered necessary by the building of railway sheds, &c, and alterations to the Post and Telegraph Office. The wires over the Tokatea Range have been removed to a more sheltered position. The swamps between Mercer and Pukorokoro have been thoroughly fascined. Cook Strait Cable. Until the 13th December last, the insulation tests of the cable continued to be very satisfactory. On the 14th December, communication with Blenheim was interrupted on all three cable wires. By tests which were taken from both ends, the break was placed at a point between 13 and 14 miles from LyelPs Bay. By loop tests subsequently taken from Lyell's Bay, by joining two of the wires on the Lyell's Bay end of cable, which was, when recovered, placed on board the steamer " Egmont," the break proved to be 13j knots from LyelFs Bay. The " Luna" was placed at the disposal of the department to effect the necessary repairs, and the picking-up machinery and spare cable were placed on board of her. Considerable time was occupied in this and in effecting other necessary works to make the vessel equal to the task before her. Everything being ready, the steamer started on the morning of the Bth January, to grapple for the broken ends. After 20 days' grappling, the cable was successfully joined on the 28th January, 43 days after breaking. During the interruption, a daily telegraph mail service between Wellington and Blenheim was established, so that the serious inconvenience which might otherwise have arisen was not experienced to any very great extent. The insulation tests taken since the repair of the cable have not, of course, proved so satisfactory as previous to the break. It will be seen that the possibility of an interruption to the present cable was pointed out in the report of last year, and that the obtaining of a second cable was suggested. This suggestion has now been acted on, the order for a cable containing one conductor having been sent to the Agent-General some few months since. Tenders for the manufacture have been accepted; and the cable is expected to arrive in the colony during September. Attached to this report will be found a chart showing the point where the break in the present cable occurred, and the route laid down for the new cable; plans of the arrangement of the circuits throughout the colony; and a map of New Zealand snowing the various lines of telegraph.
