TWELFTH REPORT ON THE POSTAL SERVICE OF NEW ZEALAND, BY THE POSTMASTER-GENERAL.

*- REPORT. During the year 1870, and the first half of the year 1871, important changes have taken place in the Postal Department, more especially in connection with the Mail Steam Services. The agreement entered into with Mr. H. H. Hall for twelve services via San Francisco has terminated, and a new contract has been made with Mr. W. H. Webb and Mr. B. Holladay. Corresponding changes have also been made in the Interprovincial services, to suit the alterations in the service via San Francisco, for collecting and distributing mails received and despatched by that route. In addition to the reductions of postage on Intercolonial letters, of the registration fee to places beyond the Colony, and of the fees for late letters, which were mentioned in last year's Report, a reduction has been made on the postage for Interprovincial letters from 3d. to 2d. per half-ounce. In order to meet the growing wants of country districts, fifty-four new offices have been opened during the year: but eleven have been closed. The business of the Money Order and Savings Bank Department has made steady progress, as will be seen from the subjoined tables. The revenue compared with that of last year has slightly decreased, which must be attributed to the reductions on the Intercolonial and Interprovincial rates of postage; but it may fairly be presumed that this decrease will only be temporary. Departmental. Fifty-four new offices have been opened and eleven closed during the year, particulars of which are shown in the following tabic : —

New offices have been erected at Foxton, Hampden, Kawarau, Marton, Mataura, Mount Ida, Opunake, Patea, Qucenstown, Riverton, Wainiate, and Wanganui ; and arrangements are being made to erect new offices at Hawera and Tokomairiro. Several of the existing internal mail services have been extended, and new ones established; the most important of these being between Napier and Tauranga via Taupo; between Waipukarau and Tahoraiti, in the Seventy-Mile Bush; between Waitara on the North and Okato on the South; between Wellington and Porirua Ferry by coach, in lieu of the old arrangement under which, at a greater cost to the Department, the correspondence was delivered by mail carrier on horseback; and between Westport and Reefton, in the Province of Nelson,

The proprietors of the steamer plying on Lake Wakatipu, between Queenstown and Kingston, having commenced to run her twice a week between those places, advantage has been taken of making an alteration in the Overland Service, to reduce the course of post between Invercargill from fourteen days to one week. Between Wanganui and New Plymouth the mail service is now performed by coach, a complete communication twice a week being thus established between Wellington and Taranaki. The total number of letters and newspapers despatched and received during 1870, as compared with 1869, is as follows :— 1870. 1869. The newspapers also show considerable increase, there being 136,473 received, and 190,042 despatched, more than in 1869. Dead Letters. It is satisfactory to observe from the following returns that the number of " Dead Letters " is year by year decreasing.

Registered Letters. It is satisfactory to report an improvement in the number during the year in this class of correspondence, which for the previous four years had been srradually decreasing, as may be seen by Table No. 18. Money Orders. The business of the Money Order Department during the year exhibits a satisfactory increase over that of the preceding year, as shown by Tables Nos. 1 and 2 j the issues and payments within the Colony being respectively .€73,344 lis. 9d., and £73,245 Bs. 3d.: against in 1869, £63,897 Is. 10d., and £63,821. The amount of Money Orders issued on places beyond the Colony, and the payments of orders drawn by them on New Zealand during the year, are as follows :— The amount drawn on the United Kingdom was £41,472 3s. 7d., against, in 1869, £39,939 Bs. 6d. The payment of orders drawn on New Zealand by the United Kingdom amounted to £5,523 4s. 4d., as against, in 1869, £5,630 18s. Bd. The amount drawn on the Australian Colonies was £25,637 12s. 7d., against, in 1869, £23,381 14s. 7d. The payment of orders drawn on New Zealand bv the Australian Colonies amounted to £6,054 6s. lid., against, in 1869, £6,382 4s. 3d. Remittances had therefore to be made to the United Kingdom amounting to £35,950, and to the Australian Colonies £19,583, being the difference of exchange against New Zealand. The total amount of Money Orders issued during 1870 was £140,454 7s. lid., against £127,218 4s. lid. in 1869; and the total amount of payments in 1870 was £84,823 19s. 6d., against £75,833 18s. 4d. in 1869.

A system of Telegraph Money Orders was commenced on 15th June, and has proved highly successful. The number of such orders granted during the six months was 935, transmitting the sum of £4,216 Is. 7d. The commission yielded thereon amounted to £156 Bs. 6d. Post Office Savings Bank. The number and amount of transactions, show steady and continued increase during the year. The amount of deposits was £264,328 ss. 7d., as against £240,898 ss. 9d. The sum withdrawn was £208,526 7s. 7d., as against £179,599 10s. 6d. in 1869. The details of the transactions are shown in the annexed Tables 5 to 8. There were 4,304 New Accounts opened, as against 3,839 in 1869; and 2,276 Accounts closed, as against 1801 in 1869. The amount of interest paid on Closed Accounts was £983 ss. 7d., as against £918 13s. 7d. in 1869. The number of transactions was 32,423, against 26,425 in 1869; showing an increase of 5,998 in favour of 1870. The number of acknowledgments issued was 16,636, against 13,789 in 1869. The amount remaining in deposit at the close of the year as the balance of the transactions was £55,801 18s., against £61,298 15s. 3d. in 1869. In 1868 it was still larger, amounting to £87,968 ss. sd. From the first opening of the Post Office Savings Bank on Ist February, 1867, up to 31st December, 1870, the total amount of Deposits was £796,134 10s. Bd., to which has accrued and been added to principal, interest to the amount of £20,275 13s. 3d., making the total £816,410 3s. lid. The total amount withdrawn during the same period was £521,038 2s. 4d., leaving a balance of £295,372 Is. 7d. to the credit of depositors at the close of the year 1870; and the number of accounts open at that date was 8,315, against 6,290 accounts open and £231,311 ss. 3d. to their credit on 3lst December, 1869. Eleven new offices were opened for Money Order and Savings Bank business during the year. The number of new Depositors during the year, as compared with the population of the Colony, was as 1 in 59. The total number of Deposits since the commencement of the Savings Bank system was 57,613; averaging £13 16s. Bd. for each deposit. The total number of Withdrawals during the same period was 29,510, each averaging £17 Bs. The average amount at credit of each account open on 31st December, 1870, was £35 19s. Steam Postal Services. The contract with Mr. H. 11. Hall for a Monthly Steam Service between San Francisco, Honolulu, Auckland, and Sydney, which was in operation at the date of the last Report, was terminated with the outgoing mail from Auckland in March last. During the last Session of Parliament, the House of Representatives passed a Resolution authorizing the Government to contract for a Mail Service between San Francisco and Port Chalmers, by way of Honolulu, Auckland, Wellington, and Lyttelton. To give effect to this resolution the Postmaster-General embraced the opportunity afforded him while passing through the United States of America on his way to England, to negotiate and conclude a contract with Messrs. W. H. Webb and B. Holladay, of New York—gentlemen of large means and influence —for a four-weekly service between San Francisco, Honolulu, Auckland, Napier, Wellington, Lyttelton, and Port Chalmers; also for a four-weekly service between Auckland and Australia. The vessels to be employed in performing these services are large and powerful paddle steamers, namely, the "Nevada/'' "Nebraska," " Dakotah," and "Santiago de Cuba," with the " Moses Taylor " as a reserve boat in case of accidents, or when neither of the other steamers are available. The "Dakotah" and " Santiago de Cuba" are undergoing extensive alterations and improvements, and will be placed on their respective stations as early as possible, until which time the " Nevada" and "Nebraska," now performing the service, will connect at Honolulu with a steamer from San Francisco. The subsidy payable by New Zealand for these services is £50,000 per annum : but during the time the Contractors do not perform the service between New Zealand and Australia, the subsidy payable is at the rate of £40,000 per annum; and it is provided by the contract that any contributions received from the Australian Colonies by way of subsidy towards the service, arc to be equally divided between the Contractors and the New Zealand Government. Papers to be laid before Parliament by your Excellency's command will show that as yet the Australian Governments have not thought fit to contribute to the new service. It was in contemplation to send a Special Agent to Australia, but it has been thought best to wait for the return of the Postmaster-General, who will meet Mr. Webb either at New York or San Francisco, and bring the latest propositions of the Contractors relating to the Australian Service. The services are being performed with remarkable punctuality, and the mails from New Zealand are now delivered in London in from forty-two to forty-five days. As Mr. Hall's contract terminated with the outgoing mails in March, and Messrs. Webb and Holladay were not prepared to commence the new service from San Francisco until April, and from New Zealand until May, it became necessary to provide for the transmission of the 2

outward mails of April. Arrangements were therefore made with Mr. Hall for the conveyance of the New Zealand mails to Honolulu in April. The return mails of that month were brought by the " Nevada." The mails being conveyed by these steamers between Auckland and Port Chalmers by way of the East Coast, it became necessary to make special arrangements for the purpose of collecting and distributing the West Coast mails, and contracts have accordingly been entered into for the following services, each terminable by two months' notice from either side: — Between Manukau and Picton via New Plymouth and Nelson once every four weeks each way for £350 per month. In consequence of a claim made for demurrage at Manukau, contrary to the spirit of the agreement, I deemed it necessary to terminate this contract, and have entered into another for the same service at £300 a month, being a saving at the rate of £600 a year. Between Nelson and Hokitika via Westport and Greymouth once every four weeks each way for £650 a year. With regard to the expense of the Mail Services with the United Kingdom, the cost of the service via San Francisco for the twelvemonths of the contract with Mr. H. H. Hall was £15,000 the amount of the contract, £2,000 the amount guaranteed on account of contributions to the service from the Australian Colonics, and about £2,000 for the transit of the correspondence through the United States; in all £19,000. The great bulk of the New Zealand correspondence previously conveyed via Suez having been transferred to the service via San Francisco during 1870, the charge to the Colony for the Packet Service via Suez, which is in proportion to the number of letters conveyed, was during that year no more than £9,924 13s. lOd. As the San Francisco Service only commenced in April, 1870, and the first mail from the United Kingdom by that route was despatched as late as May, it may fairly be assumed that had the San Francisco Service been in existence from the commencement of that year, not more than £6,000 would have been charged to the Colony on account of the Suez. Service. In the account of the Receiver and Accountant-General of the London Post Office, made out before the establishment of the San Francisco Service was known in that department, and in which it is assumed that the whole of the correspondence would be forwarded via Suez, the charge to the Colony for the Suez Service during 1870 is estimated to be £23,671 2s. 4d.: and had the service via San Francisco not been established, this would doubtless have been near the actual charge. There would also have been the cost of the branch service to Australia, necessary to complete the communication, amounting to at least £10,000 a year, and making the whole cost of the Suez Service alone £33,671 2s. 4d. for 1870. In short, during the year of Mr. Hall's contract, the charge to the Colony, both on account of the Suez Service and that via San Francisco, was actually less by about £8,000 than the cost of the Suez Service alone would have been. In the above comparison, the Interprovincial Services necessary to collect and distribute the mails within the Colony by both routes have not been considered. In consequence of the difficulties which, during the late war in Europe, attended the transmission of the Australian mails via Marseilles, those mails have been, from the 21st October last, forwarded by way of Belgium, Prussia, and the Brenner, to Brindisi, for transmission thence to Alexandria. The conveyance between Alexandria and Brindisi was for a short period by Italian packets; but commencing with the mails despatched from London on the 16th December last, these mails have been conveyed by British packets, the packets of the Peninsular and Oriental Company having been withdrawn from Marseilles for the purpose. Simultaneously, the postage on letters between the United Kingdom and the Colony via Brindisi was reduced to 9d. per half-ounce, or Id. per half-ounce less than the rate was via Marseilles. On the letters, however, contained in the mails made up for France, now also conveyed via Brindisi, the postage has been increased by 3d. per quarter of an ounce, to meet the Italian transit rate to be paid on those mails by France to Italy.
