Copyright) (Received July 17, 3.15 p.m.) SANTIAGO (Chile), July 16 The Foreign Minister disclosed that he has received and is now studying a note from the United States bn the establishment of a protectorate over European possessions in Central and South America. WASHINGTON, July 16 Informed circles consider that the United States is sounding out the Americas on the establishment of a protectorate over European possessions in the Western Hemisphere as part of the preliminaries to several questions which the Havana Conference is likely to consider. The State Department has no knowledge of a formal Note sent to Chile, but it is not denied that the United States Ambassador, Mr Bowers, in Santiago, might have presented a memorandum on the matter.
