SIR EVELYN RUGGLES-BRISE. FOUNDER OF BORSTAL SYSTEM. RUGBY, August 20. The sudden death occurred on Sunday of Sir Evelyn Ruggles-ltrisc, who was chairman of llie Prison Commission from Ist).-) to 1021, and president •of the International Prison Commission in 1010.
