OBITUARY.
SIR EVELYN RUGGLES-BRISE. FOUNDER OF BORSTAL SYSTEM. RUGBY, August 20. The sudden death occurred on Sunday of Sir Evelyn Ruggles-ltrisc, who was chairman of llie Prison Commission from Ist).-) to 1021, and president •of the International Prison Commission in 1010. He was 17 years old. Deceased was associated with many reforms in prison administration which attracted alicntion and emulation in foreign countries, including the establashmcnt of Hie Borstal system, the method of preventive detention, and instruction for prisoners in useful trades.
