A new British Note to Tokyo regarding the oil monopoly In Manchukuo rejects the Japanese contentions as Invalid and regrets that, Instead of ■using her authority to ensure tho fulfilment of assurances regarding the “open door"' in Manchuria and treaty obligations, Japan has attempted to justify her action, which involves a clear breach of these assurances and obligations. The Note concludes: “Those responsible for the Manchukuo oil monopoly law must be held responsible also by the British Government for the losses it will entail for British interests."
