The executive committee of the Labour Party will recommend at the forthcoming conference of the party at Hastings a detailed plan of action In the event of Labour being asked to form a Government. This plan involves striking changes froth previous pnibtioe. It will be suggested that Immediately after a successful election a National Council, representing the Parliamentary Labour Party, the Trades Union Congress and the Executive of the Labour Party, shall decide whether the party shall take office and that all Labour Ministers, during their terms of office, shall disouss every matter of policy with the Trades Union Congress and the National Executive.
Although It Is proposed to leave the prospective Prime Minister a measure of responsibility in the allocation of portfolios it will be recommended that he shall consult with a committee representing the Parliamentary Party. Other proposals will be that only majority decisions within the Cabinet shall be accepted; that the Prime Minister shall agree to a dissolution only after approval by a meeting of the Parliamentary Party; that the “ exoessive authority" of the Chancellor of the Exchequer must be ended and that the financial policy be decided by the Cabinet; that the Government throughout must maintain olose oontaot with Labour and that Ministers must fully explain their policies to a meeting of the party.
