President Roosevelt announced late to-night that he is considering recommendations for Congressional action on war debts and tariffs. . BERLIN, April 26. Dr. Schacht, who is to represent Germany at Washington, is due at New York on May 5. It is believed he will specially stress the need for a re-adjustment of Germany’s foreign indebtedness.
