LONDON, Nov. 3._ The Secretary of State for India, Mr Wedgewood Benn, stated in the House of Commons to-day that it was not the intention of the Government to formulate proposals for changes in the constitution of India pending the discussions at the coming roundtable conference.

Now that the Nawab of Bhopal has arrived in London the Indian States delegation to the conference is complete with the exception of the Maharaja of Patiala, who is under medical treatment on the Continent. The Nawab of Bhopal, in an interview, expressed the determination of the representatives of the Indian States to do their best to assist materially in finding a solution of the problem which has been causing so much anxiety and concern to 'all those who love India and wish to see Britain and India happily united in a binding union. After a full and free discussion with the British representatives they hoped to arrive at satisfactory conclusions and to settle the point of how freedom can be obtained with the Empire consistently with peaceful and orderly progress and safeguards for all the interests concerned.
