M. BRIAND’S SCHEME. f SUBMISSION TO THE POWERS. United Press Assn. —Elec. Tel. Copyright. LONDON, May 17. A message from Geneva says it is gathered that the French Foreign Minister, M. Briand, has proposed to the Council of the League of Nations that the European States should form themselves into a federation modelled on the League with an Assembly, a Council and secretariat, its headquarters probably at Geneva.' The diplomatic correspondent of the Daily Telegraph says M.. Briand’s scheme for a United States of Europe in the form of a memorandum and questionnaire will be in the hands of all the French Embassies and Legations throughout the world to-day. Copies have been sent to the Soviet,' Turkey, and the United States as well as to the members of the League. M. Briand is anxious ■to have the comments of the members of the League by July in order to prepare a dramatic oration for delivery at the Assembly of the League in September. The British Government is bound to take account of the feelings of the Dominions in the matter, says the writer, especially owing to the French suggestion of closer financial, fiscal and economic co-operation between the member States of the proposed federation by the. pooling of their resources. , . •

M. BRIAND’S MEMORANDUM. SCOPE -OF ACTIVITY. WOULD STRENGTHEN THE LEAGUE United Press Assn.—Elec. Tel. Copyright. (Received May 19, 9.45 a.m.) PARIS, May 18. M. Briand’s scheme for a United States of Europe, has been published in the form of a memorandum addressed to the 26 European Governments, who are members of the League of Nations on "The Organisation of the Regime of the European Federal Union.” M. Briand submits' a number" of points and suggestions, and asks for replies before July 15. He urges that the field of activity should cover hygiene, intellectual cooperation, Labour and inter-European immigration, international trade transport and communications, economic development such as the creation and control of cartels in the principal industries, and a progressive reduction of tariffs. M. Briand expresses the opinion that the scheme would not weaken control, but on the contrary would strengthen the League. There is no intention of creating economic opposition to the United States of America or any nation outside the League.
