Cobbe was interviewed at Whangaroa by Kaltaia, Mangonui, and Whangaroa settlers as to the difficulty in obtaining titles for farming land reclaimed from the tidal flats, deputation stating that thousands of acres could be converted into pastoral land if security of tenure could be obtained. The Minister officially opened the new wharf at Whangaroa, erected at a cost of £B3IG, towards which the Government contributed £4156. He commented on tile self-reliance and confidence of the settlers, who contributed to the wharf at Totara North £5210.
