A message from La Paz, Bolivia, says the Paraguayan Charge d’Affaires has been given his passport and has started under a guard for Peru. The President of Bolivia, Dr. Hernando Siies, lias suspended the municipal election because of the situation created by a frontier clash on Friday, when Paraguayan cavalry are said to have attacked a Bolivian outpost. Popular demonstrations and three cavalry squadrons were placed about the Paraguayan Legation. Negotiations have been in progress for some time for a settlement of the boundary dispute. A statement issued by the Bolivian Government sayr Fort Vanguardia, with a garrison of 35 men, was surprised and attacked by 300 cavalry and infantry, who captured and burned it. Most of the garrison were killed and the survivors were taken prisoner. The Bolivian Legation has been withdrawn from Paraguay.
