WASHINGTON, May 24. • Doubts as to the attitude of the Department of State toward the Naval Bill, which is before the Senate, in view of the optimism held out for the adoption of the proposed multilateral treaty to outlaw war, were dispelled to-day, when the Secretary of State, .Mr F. B. Kellogg, said there had been no change of policy. lie said he thought the building programme provided by the House of Hepresentatives was a good oi|e, and should be passed by the Senate. It was admitted to-day that Mr Kellogg had discussed the situation informally with several members of the Senate, owing to the measure being held up by pressure of legislative work in the Senate. It was said that the Department of State had not even indicated whether it wanted the naval Bill held up at this time or not.
