DIFFICULTIES IN RUSSIA. _____ EXPULSION OF TROTSKY. (Australian and N.Z. Cable Assn.) MOSCOW, Oct. 1. The well-known Communist leader Trotsky, and his boon companion, Vuyovitch, have been expelled from the executive of the Third (Communist) International because they have violated the undertakings they gave in August to cease their opposition activities. Trotsky defiantly told the executive that Communist discipline was not binding on him. Among the charges made against Trotsky was one that he was the creator of a secret printing plant which has been flooding Russia with opposition propaganda. PARIS, Oct. 1. It is understood that the French Cabinet has decided that the Ambassador to Moscow, M. Herberte shall inform the Soviet Commissar of Foreign Affairs, Tchitcherin, that the Russian Ambassador to France, Rakowsky, has ceased to be persona grata and should be replaced, but that France has no desire to break off relations. The French Foreign Minister, M. Briand, says Tchitcherin is prepared to recall Rakowsky, but has explained that delay is necssary in order to prevent certain difficulties in Russia.
