SOVIET MANOEUVRES.
ROUMANIA UNEASY. FANTASTIC ALLEGATIONS. (Australian and N.Z. Cable Assn.) (Received October 1, 1.45 p.m.) RIGA, Sept. 30. The Soviet's naval and military manoeuvres at Odessa, which have lasted the whole of the week, culminated in an aerial gas attack. Warships repeatedly manoeuvred off the Roumanian Coast, causing disquiet among the Roumanian people, whereupon’ Moscow politicians launched several canards referring to an alleged Anglo-Roumanian co-opera-tion against the Soviet, particularly the construction of a British base at Constanta (Kustenji) to enable attacks to be made on Soviet ports.
