Warships repeatedly manoeuvred off the Roumanian Coast, causing disquiet among the Roumanian people, whereupon’ Moscow politicians launched several canards referring to an alleged Anglo-Roumanian co-opera-tion against the Soviet, particularly the construction of a British base at Constanta (Kustenji) to enable attacks to be made on Soviet ports.
