SPEEDING-UP PROPOSALS. NOT REGARDED WITH FAVOUR. (Australian & N.Z. Cabin Assn.) (Rec. October 1, 11.30 a.m.) LONDON, September 30. At the jubilee dinner at the Olnejr Club, Mr Minahan, a new member of the Rugby Union Committee, said there were frequent requests to speed up the Rugby game. The Rugby Union was not considering the spectators in this matter, but considering Lbe players. The un on believed the game was fast enough, and therefore the proposals of the New Zealanders and otuers about kicking into touch and reducing -teams to thirteen were not regarded with much favour.
