On tho contrary, tho revolutionary leaders at tho beginning expressed a desire to the Prosidont that a new Government should bo formed outside political parties. Troops in the northern and southern districts who are supporting General de Costa are marching on Lisbon, and will encamp on tho outskirts pending tho arrival of tho General.
