COUNCIL APPOINTMENTS. N.Z. EPISODE RECALLED. (United 'Press Association.) SYDNEY. March 15. The Trades and Labour Council has issued a statement congratulating Mr Lang on “the splendid light lie is putting up for the abolition of the Upper lio.use.” Referring to the New Soutli Wales Governor, Hie statement says: “It would be well for the Government to follow the precedent of Mr Seddon's Government which, when the New Zealand Governor refused to execute the will of the people effectively brought him to heel by cutting off his salary. The Governor then soon complied with the wishes of the Government. This is sufficient precedent for Mr Lang." The above probably refers to an incident in 1892 when Lord Onslow demurred at Ihc request of Mr John Ballaneo to appoint twelve new members to the Legislative Council, and only consented to nominate cisht. Upon Lord Glasgow’s advent he was requested to appoint the twelve, but he declined to make more than nine. The matter was referred to the Home Government who recommended Lord Glasgow to accept Ihc advice of the Ministry, and the appointments were duly made. The statement regarding the stoppage of the Governnor's salary has no more solid foundation than a fertile imagination.
