COMMISSION OF EXPERTS. INVESTIGATION INTO WORKING. SIBS S. FAY AND V. HAVEN. (By Telegraph—Special lo Times.) WELLINGTON, Saturday. Sir Samuel Pay and Sir Vincent Raven have-, been appointed to conduct an inquiry into the working of Ibu New Zealand Railways. Sir Samuel Pay has had ->0 years' experience of railway administration and was for 20 years general manager of the Croat Central Hallways, one of the most progressive lines in Ihe United Kingdom. lie was brought from America to reorganise the service of that railway. He was the Director-General of Movements and Baiiways during the war, and president of the Institute of Transport'last year. He is a director of the Western Railways. In the proposed enquiry he will, deal with the administration and operative side of the railway system. Sir Vincent Raven was for many years chief mechanical engineer of the North Eastern Railway, and latterly, was technical adviser lo LI hi Loudon and North Eastern Railway. He has been responsible for many important developments in steam and electric locomotive practice . During the war he was chief superinletidenl of arsenal factories at Woolwich, and subsequently controller of armament production at Ihe Admiralty, In the inquiry he will devote his attention lo the mechanical side of lhe railway systems. The commissioners are accompanied by Mr Charles Travis [secretary lo lhe commission), Mr .1. Warren King (secretary to Sir Vincp.nl Raven) and Mr S. E. Kay (assistant secretary). Mr Travis is Ihe editor of the "Brilish Railway Gazelle," and "Railway Engineer." For many years he \varf wilh lhe Creed Central Railway, and he served as railway traffic manager during Ihe war. He is a well known lecturer on railway subjects and ihe author of several railway books. Mr King is head of Ihe statistical section of the Great Western Hallway, with which he has been connected for 21 years. He was De-puty-Assistant Director of Railway Transporl during I lie war. Mr Fay, who was for many years connected with the Great Central Railway, subsequently obtained ex- j perience on Brazilian and Canadian j Railways. He served in Ihe railway j operating division during the war, and ! retired with Ihe rank of Major in the | Royal Engineers. The order-of-reference is idcnL- j rally the same as that given In lhe commission in New South Wales, j It is anticipated thai Ihe Commissioners will not be available lo proceed to New Zealand for at ieasl three months. The commission will inquire into | Ihe financial arrangements, equipment, and general working, including the administration, control and economy of j the railway service, and more particularly:— 1. The organisation and running of the passenger and goods [raffle, the services rendered, the scales of fares and freights operating, the finance and financial returns. 2. Matters appertaining to lhe organisation and conduct of the mechanical section of Hie system in relation to the respective types of locomotives and rolling stock adopted, their cost, economy, life and use, and the equipment, renewal and maintcn- j ancc charges. . j 3. CLAIMS OF THE A.S.R.S. MEN TO MEET MINISTER. By Telegraph.—Press Association. WELLINGTON, Friday. The executive of the Amalgamated Society of Railway Servants is meeting in Wellington to consider what tribunal shall be accepted to inquire inio the railwaymen's claims. If anything is decided unon it is expected that it will be the Arbitration Court, with one representative from Hie Society and another from Hie Department, The executive of the A.S.R.S. will confer with the Minister of Railways sliorlly.
