FRENCH FOREIGN POLICY.
REVIEWED BY M. POINCARE. CHAMBER RECORDS CONFIDENCE. (Australian and N.Z. Cable Assn.) PARIS, January 19. After M. Poincare had reviewed at length France's foreign policy, the Chamber voted confidence in the Government by 415 votes to 151. M. Poincare said that France had rightly rejected frequent British proposals for revision of the German debt, which were not accompanied by any offer of compensation with respect to France's debt to Britain. Referring to means of applying the possible recommendations of tho committee of experts, M. Poincare suggested that reparation payments might bo obtained by working the railways in the occupied regions by inter-Allied companies. France was willing to agree that a portion of the prospective Gorman loan be devoted to the restoration of German finances, but the bulk must be handed over for reparations. LONDON, January 18.
Surprise is officially expressed in London at news from Cologne that the French customs officials have issued a proclamation practically prohibiting all railway goods traffic with the British zone, except foodstuffs and military transport. Comment, however, for the present is withheld on the ground that the information available is insufficient to explain the reasons for the measures taken.
