DECLINE IN POPULATION. A FALLING BIRTHRATE. WITH INCREASED MORTALITY. *, (Reuter's Telegrams.) HELSINGFORS, December 4. The effects of Russia's sufferings are indicated by the preliminary census returns which show the population to have decreased by 10 per cent, owing to the fall in the birth-rate and increased mortality, especially from typhus. The population of Moscow has decreased in per cent, and that of Petrograd 71. per cent.
