Lord Esher states that he has seen a letter written in Berlin by an officer stating that the Kaiser's abdication was mentioned at the recent meeting of the Emperors, and the reconstruction of the Empire is openly discussed in Government circles as an alternative to the erection of a Republic. The writer added: "If the Kaiser's successor is elected by the people of Germany, even Prussia would not choose the Grown Prince."
