Generals Alexieff, Dragomir, Gurko, and Brusiloff declare that the Coalition Ministry will restore discipline in the army, which is enthusiastic over the appointment of M. Kerenski, Minister for War. ANYTHING POSSIBLE. SITUATION MOST DESPERATE. (United Service.) Received May 18, 8.55 p.m. LONDON, May 18. The Daily Express' Petrograd correspondent states that the retirement of M. Miliukoff represents a victory for the Workmen and Soldiers' Council, which, though repudiating a separate peace, desires an immediate arrangement with the enemy, and is quite willing to compromise with the Hotfeuzollerns. There is some talk of the Generals and ex-members oMhe Cabinet retiring to Moscow and creating a new Government. Anything is possible, as the situation is most desperate. EMPIRE AT DEATH'S DOOR. MAY TURN ON PRESENT ALLIES. (Australian and N.Z. Cable Assn.) Received May 19, 12.10 p.m. LONDON, May 18. The Daily Express' Petrograd correspondent states that it appears that only some dramatic stroke stamped with the vigorous personality of one man can save Russia from the disease of ineptitude and disintegration which is overtaking her and which is threatening at any moment to overcome her reason. The Empire is at death's door. The agitation for the publication of Russia's secret treaties is peculiarly significant in view of the Ministerial crisis. M. Eplekanoff, in a speech in the Duma, said if we publish our secret treaties it will disclose our obligations to allies and evoke their enmity. We may find ourselves allied against our present allies.
