[ Thi. reason* wihcL Vd up to the recent conference in Berlin ii-p>rdiim- ! wireless telegraphy are perhaps 110.1 so well understood in New Zealand but tha,t some elucidation of the position will be of interest. The convention arrived at has not yet been ratified by the British Government, and it is quite probable that it will have objections to it. ](, will have to be submitted to the principal departments using wireless i telegraphy, and they may not sanction j some of the terms of the convention, j If the departments all report adversely on the convention, there will be an ead of it as far <t& Jicgl&nd ie

concerned. Tlie whole question resolves itself irto the position of the Marconi Company. By supporting the Company the British Government holds a very strong position, as the sy. uem remains very closely allied to a Government system. The representative of the .Marconi Company in New Zealand states that tlie stations can only he used for such purposes as the Government permits, so that any danger of their improper use by the Marconi Company is obviated. It would therefore appear that nothing is to lie gained by abandoning the Company. If another company was substituted for the Marconi Companv the British Government would be no better off than it is now. and the only alternative would be to establish stations of her own. That would cost a very great deal, whereas the amount of subsidy paid to the Marconi Company is comparatively small, and the Government all the work done for it. The British Government has expressed satisfaction with the work of the Company, and the Company contends that if it is abandoned, it will be at the instigation of the German Emperor, who, for reasons of his own. wants to e.icourage his own svsteni of wireless telegraph v. With regard to eoatrol, it is questionab'e if joint, control of the system by the Powers would serve as well lor naval and other purposes as a system controlled by the Imperial Government alone. The Company says ii is impossible for the system to be satisfactorily regulated by the different Governments. In such a case it would be impossible to arrive ;it uniformity or to have any secrecv. To obtain uniformity of work there must be the same system working everywhere, and if there was complicated control as opposed to single control there would be unavoidable confusion. It has been realised from the commencement that it is impossible to control wireless telegraphy 011 a universal system. There are many obvious advantages for the hmpire in retaining the present system, and it. is to be hoped that it will be preserved in its entirety.
