Owing to a difference of opinion'with the Emperor ever an .anti-Social mea > sure, Count Yon Caprivi, Imperial Chancellor, has resigned his position. Count Von Eulenburg, Minister for War, for a like reason, has also forwarded his resignation. Both have been accepted by the Emperor. October 27. The. Chancellor's resignation has startled Germany. The Emperor on Tuesday accepted his moderate policy for the repression of the Socialists, which the heads of the Federal States endorsed. Count Yon- Eulenburg desired special repressive measures, but the Emperor was unable to ; reconcile the' views of the two, whose relations have long been strained. The cause of Count Yon Caprivi's resignation, however, is a mystery, The Emperor assured Count Yon Caprivi of his full support to the antisocial measures, but afterwards with-* drew it, and objected to both schemes.
