HAMILTON BOROUGH COUNCIL.

Thk usual monthly meeting of the Hamilton Borough Council was held on Tuesday evening, at 8 o'clock. Thnrn wore present: His Worship the Mayor (Mr I. Coates), in the chair, Crs. Reid, Sandes, Salmon, and Apology—Cr. Sandes apologised for Cr. Parr's absence, which was caused through illness. Bdrgkss Roll.—An application from Mr John Andrew to have his name inserted on thp burgess roll was crantpd. Subsidy.—The Property Tax Departmoot notified the payment of £40 17s Gd, advance of subsidy duo to the Council for the year 1891-92. Baths.—The caretaker of the Himilton baths wrote, asking for instructions as to how he should deal with the young children who attend the baths and occupy the dress-ing-rooms, to the inconvenience of ladies. — The letter was received, and the clert instructed to write to the caretaker, tolling him that h«t had his instructions and should act up to them. Pipes.—Mr ,T. R. K Hatrick applied for sufficient pipes suitable for conveying sewage which runs along the south side of Hood-street towards the main sewer in Anglesea-street." Mr Hatrick estimated that sufficient pipes for extending one and a-half chains from Mr Rothwell's dwelling will answer in the meantime, and he agroed to provide the labour under the supervision of the foreman of works.—The Mayor said this was a big question, as if the Council were to lay pipes to private houses there could be no knowing where it would end. —After some discussion, the matter was deferred for a month to enable all the councillors; to inspect the place. Crossings.—Messrs Monckman and D. Elliott applied for crossings into their properties in Hood and Victoria-street respectively.—Mr Monckmann's application was referred to the foreman of works with power to act, and Mr Elliott's application was granted. Reports.—The foreman of works reported that during the month Richmondstreet cuttinsr had been widened and graded, the pound repaired, the school bridge repaired, and a crossing laid in Hood-street. H« drew attention to the rutty state of Victoria-street.—The report was received and adopted.—The poundkeeper reuorted that, during the month five horses had been impounded and all sold, and £1 4s received in fees.—The report was received. —The report of the Endow merit Committee, that no endowments eligible for building sites be leased at present

(deferred from last meeting), waß again brought up and adopted. Salvation Army.—Crs. Parr and bmd93 reported on the petition presented at Uinb meeting as follows:—In reference to the petition complaining of the nuisance and obstruction occasioned by the Salvation Army in the public thoroughfares, vour committee beg to say that Mr Hay .< opinion (published in our in3ue of December 20th) is that the Council has the power to regulate such processions and obstructions as those complained of, but we are of opinion that the expense attending the framing and carrying out the necessary bylaw is more than the Council should at present undertake. The Mayor moved that the report be received and adopted to the extent only that the making of the bylaw be hnld over for a fuller meeting. Seconded by.Cr. Salmon. Cr. Reid askei the town clerk if the finances would bear the cost of the by-law, and the clerk said that he thought the finances were elastic enough to bear the cost. Cr. Reid then moved as an amendment that the by-law be made at on«e. Seconded by Cr. Bell. The mover and seconder alone voted for the amendment and the Mayor and Crs. Sandes and Salmon against; it was therefore lost. The motion was then put and carried the voting being vice versa. Accounts.—Payment of the following accounts was authorised :—W. Taylor, 7s ; J. T. Home, 11«; T. W. Maunder, 13s Id ; G Mpyes, £1 12*: J. Winter. £3 8s; T. Jones. £115s ; D. Elliott, 18s 2d. PtTOLAKS.— The Mayor called attention to the number of pedlars about the place. The by-laws were supposed to cover these cases. but since they were passed uo fees had been received. The Town Clerk was instructed to write to the police requesting them to take action under these by-laws. This was all the business.
