INSULT TO FRENCH FLAG.
BERLIN, August 8. Under the clause providing for the settlement of disputes between members and non-members, Germany is appealing to the League of Nations to arbitrate on the demands of France arising out of the incident in July, when the French flag v.as removed from the French Embassy in Berlin.
