Sir, —ln your report of the Borough Council meeting it is notified that I had again written to the Council about Mr W. Nicholson’s fowl-house, and that I am to be informed that consideration will be given to my complaint as soon as the new by-laws are framed.

This fowl-house is placed close up to my dwelling, and when I sent in my former complaint, on the motion of the late iV<ayor, seconded by Or McKibbin, i the Inspector was ordered to have it removed to the distance prescribed by the Health Act. The Inspector has done nothing, and our new Mayor and his brave councillors (Or Redwood included) sit down and suck their thumbs. I am to be asked to wait uutil they make up their, minds to frame new by-l»ws I Suppose, for instance, that I had land adjoining the banker’s residence, and built a fowl-house against his dwelling, and he wrote a complaint to the Council, as he very promptly would, what would have Happened ? The smoke of indignation would have streamed from the nostrils of the Mayor, and every councillor would have been watching bis chance to air his eloquence against my impudence. Next day the Inspector would have been buzzing around like a drum major until every stick of that fowlhouse was as far away from the banker’s house as the Health Act would enable them to put it. But I am not one of the nobility, therefore I must live next door to Mr Nicholson’s fowls until it suits the convenience of the thumb sucking set of Councillors to do their duty,—l am, &c,, M. Smith.
