Foreign Minister Uchida declared today that a conference njight be necessary at Tokio in order to discuss the conditions in China. Count Uchida said he did not fear at present that the civil war in China would spread throughout the country, but he added that Japan was fully prepared to act, no matter what happened. , Received July 26, 11.50 a.m. PEKIN, July 24. While the fighting about Pekin has ceased, Senghen troops are’ continuing their advance on Pekin. ADVANCE ON PEKIN. Received July 26, 11 a.m. ’PEKIN, July 24. Chang Tsoliu’s troops are approaching Pekin. Two brigades have reached Nan yuan, where they took over the quarters of the Anfuite fifteenth division. Tho reason for the advance on Pekin is to secure the complete disarming of frontier defences. RAILROADS DISORGANISED. Received July 26, 10 a.m. TIENTSIN, July 24. Indescribable' confusion exists on the railroad at Yangtsi Sougtien, owing to the military authorities intimidating railroad men. Everything is becoming disorganised, sanitary precautions are neglected, and an outbreak of cholera is feared unless drastic measures are immediately taken.
