The Chief Secretary sympathised with and promised Cabinet consideration to representations from country racing clubs in favour of a more liberal percentage of totalisator funds. It was stated that unless the prewent 3 per cent, allowance was increased it would not pay the clubs, and the machine would never become popular in the ccurtry. It was suggested that the Government 7 per cent, should be taken out of the turnover instead of out of profits.
